BOUNDARY CHANGE, Robert Cowie, 159 East Lake Road, Tax Map 942-1-54-16 and 42-1-
54.15
George Totman explained that Mr. Cowie has purchased two lots on East rake Road and is
requesting a boundary change to combine than into one.
Larry Sharpsteen was going to abstain from voting on this boundary change because he
coordinated the bidding process as the owner's agent, but the Planning Board decided that
Larry's actions on behalf of the owner will not constitute a conflict of interest.
40 Viola Miller made a motion to approve the boundary change as presented and to waive the
pubes hearing; Jackie Baker seconded_ VOTE: ALL IN- FAVOR; MOTION CARRIED (Cheryl
Nickel abstain
No review of the SEAR was needed as one was previously done for the property.
COMMENTS ON THE: COMPREHENSIVE PLAN
Tom Neiderkorn stated that he has not received any comments from Robert Todd, who had
specifically expressed some concerns. Lin Davidson indicated that Robert was out of town
for several weeks now. Tom asked Brad Griffin to review his written comments with the
Board.
It was decidedto include the 'Inventory in Brief which was submitted from the Parks and
Recreation Committee Tom Neiderkom recommended that all the committee reports be
included as appendices in the report. Lary Sharpsteen suggested that in the forward to the
Comprehensive Plan that it state that the appendices are listed as source materials, developed
by the population of the town, and not to be construed as an active part of the plan_ Tom
stated that the Town Board could then adopt the Plan without adopting the appendices.
Brad indicated that this action would take care of many of the concerns he had expressed_
Brad also recommended that the report submitted by Clark, Sharpsteen, and Kaufman dated
January 5, 1995, also be included in the appendices. ' Larry Sharpsteen stated that that was a
report from an ad hoc committee which further investigated sewage options for the town

center. Cheryl Nickel stated that George Stevens also prepared a report on sewage treatment 11)
feasibility options •
It was agreed that if Robert Todd still has comments, he can forward them directly to the
Town Board_ Lany Sharpsteen suggested that after the Town Board has had another
opportunity to review Ehe Plan, there should be a joint macSug of the Town Board and the
Planning Board to discuss final comments and then it will be made available at a public
hearing. Larry Tvaroha felt that there might not be too many comments from the Town
Board since they previously reviewed the Plan in depth with the Planning Board
Cheryl Nickel made a motion to submit the entire Comprehensive Plan with changes from
tonight's discussion to the Town Board for their review, public hearing, and acceptance; Viola
Miller seconded. VOTE: ALL TN FAVOR; MOTION CARRIED MMPPfMOLISLY
Comment from Cheryl Nickel
Cheryl felt that the way concerns were expressed to her at the last meeting about her
working on the NYSCA grant were inappropriate. She stated that she is open to discuss
comments or concerns about what she is doing, but in a more appropriate manner. Brad felt
that the major point of the discussion was around a potential conflict of interest. Larry
Sharpsteen stated that the conflict of interest is still a concern that is being reviewed Larry
Tvaroha stated that if wflf be the decision of the Town Board as to whether or not there is a
conflict of fatesest and whether or not a leave of absence is required The -Town Board has
discussed this issue briefly and doesn' t believe that Cheryl would have any personal conflicts 11
or personal gain by working on the project. Although she may have to abstain front voting
on certain items directly related to the project, he didn' t see the need to have Cheryl resign
her position on the Planning Board.
ZONING ORDINANCE CHANGES

and the agricultural district The Planning Board began a thorough review and discussion of

Torn clarified that if there are any other uses that are not listed, they are not permitted. If the use is
similar to some other use in the ordinance, then the Zoning Board of Appeals can allow it.
The Planning Board will continue reviewing the next district in the zoning ordinance at the next
meeting.
Viola Miller made a motion to adjourn the meeting; Jackie Baker seconded. VOTE: ALL IN FAVOR;
MOTION CARRIED UNANIMOUSLY
