It is his responsibility to research whether or not there are existing roads within the county with those or similar names. There are currently five other roads within the county that have the ® word "forest- in them. necause of the impending implementation of the 911 ear. geracy system, George Totman suggested that to avoid confusion for response from the 911 system, that the developers avoid using the word "forest" in naming their roads. The developers are willing, upon further suggestion by George, to just continue their proposed road, Forest Alp, with the name Grandview Drive. George Totman reported that the developers met with the Town Board. At that meeting the Town Engineer (Dave Herrick) voiced some strong concerns about the drainage from this subdivision. It was suggested that if the drainage could be carried across the Horky property out to Triphammer Road with a "forever" easement for maintenance, there would be no need for the retention pond. This would also eliminate the need for maintenance of the retention pond. George Totman reported that Mr. Horky has granted the easement conditional upon the sale or approval of the subdivision. Even if the retention pond is eliminated, the developers will not be adding this as another building lot. Larry Sharpsteen questioned whether or not the County had any comments on the proposed single driveway onto Hillcrest Road. George Totman stated that according to the State, the driveway is within the State rules and regulations. Jackie Baker questioned what the Town Board's discussion was about the proposed subdivision road onto Hillcrest Road. George Totman responded that Pete Larson was very adamant about not wanting that road onto Hillcrest. Larry Sharpsteen added that at the last Planning Board meeting, he clearly informed the developers that the location of the road ultimately has to be approved by the Town Board. Town of Lansing Planning Board Page 2 Monday, February 27, 1995 Environmental Assessment Form - The Planning Board began a thorough review of the Full Environmental Assessment Form submitted for this proposed subdivision. PART I Page 2, Section A, Question 1 - Change to Rural (non-farm). Page 2, Section A, Question 3 - The Planning Board requested that a copy of the soil maps be attached to this submittal for reference. Page 2, Section A, Questions 3b - Change to 59 acres. Page 2, Section A, Question 4a - Change to .66' - 5'. Page 3, Section A, Question 8 - Al White revised the question to read "What is the depth of to the water table?" Page 3, Section A, Question 20 - This statement was agreed to, but the following statement is to be attached. 'To the best of the knowledge of the Planning Board, this statement is accurate. Current resources and regulations do not permit any kind of testing by the Board." Page 3, Section B, Question 1g - Change to 2 - 49 max. Page 4, Section B, Question 3a - Answer should be "lawns and backfill." Page 4, Section B, Question 3b = Answer, "Yes." Page 4, Section B, Question 3c - Answer, "Yes." Page 4, Section B, Question 6 - Answer, "Not applicable." Page 4, Section B, Question 16 - Change answer to "Yes." Page 4, Section B, Question 16a - Add the note "household only." Page 4, Section B, Question 16b - Answer, "No." Page 4, Section B, Question 16c - Answer, 'Tompkins County Solid Waste Transfer Facility." Page 4, Section B, Question 16d - Answer, "Yes." Page 4, Section B, Question 16e - Answer, 'Tompkins County Solid Waste Transfer Facility." Page 4, Section B, Question 18 - Change answer to "Yes, only as it relates to household use." Page 4, Section B, Question 21 - Change answer to "Yes, household use commensurate with the addition of 49 residences." Page 5, Section B, Question 25 - Change first item of approval from Town Board to "Yes" and add the words 'Planning Board" to the second item. Page 5, Section C, Question 3 - Answer, "49 units per 59 acres." Page 5, Section C, Question 9 - Change answer to "49." PART II Impact on Land, Page 6, Question 1, First Bullet - Answer, "small to moderate impact, and can impact be mitigated by project change." Impact on Agricultural Land Resources, Page 8, Question 10 - Change answer to "No." Impact on Open Space and Recreation, Page 9, Question 13 - Change answer to "Yes." Impact on Open Space and Recreation, Page 9, Question 13, Third Bullet - Add, "In keeping with the development of the surrounding community." Impact on Growth and Character of Community or Neighborhood, Page 11, Question 19 - Answer, "No." It is the consensus of the Planning Board that this project will not result in any large and important impact; and, therefore, is one which will not have significant impact on the environment. A negative declaration was declared. Town of Lansing Planning Board Page 3 Monday, February 27, 1995 Larry Sharpsteen encouraged the developers to approach the Town Board again to try to resolve the proposed location of the road. The Planning Board will hold a public hearing at the next meeting, but it will be contingent upon approval of the road from the Town Board. The Planning Board encouraged the developers to be prepared to present another road alternative, based on the negative reception of the road's location by the Planning Board, Town Board, Highway Superintendent, and Town Engineer. As agreed upon by the developers at the February 13 meeting, the swale will be cut during the first phase. The developers don't feel that easements will need to be granted for maintenance of the swale, instead covenants will be put in the deeds restricting that the property owners can't hinder the swale. A public hearing was scheduled for Monday,. March 13, 1995, at 8:15 p.m. ECO HOUSE / GRANNY FLAT - George Totman stated that he has had a request by someone who would like to put in an Eco House for their mother-in-law to move into. It isn't clear in the current ordinance whether or not this type of house is allowed or not. This request may go before the Zoning Board of Appeals, who in turn might ask the opinion of the Planning Board. Larry Sharpsteen stated that it is the intent of this Planning Board, when they begin working on revising the land use ordinances, to allow Eco Houses under the proper ordinance. ® COMMENTS FROM PUBLIC IN RESPONSE TO TOWN INFORMATION MEETING Larry Sharpsteen stated that he has discussed these comments with Jeannine Kirby. It is not the desire of the Town Board to put the Comprehensive Plan back to the committees for further work The Town Board wants to be able to act on the Plan by this spring at the latest. This is not to say that questions or comments that were brought up should be ignored. The Town Board seems to be very satisfied with the Comprehensive Plan the way it is currently presented. In several of the comments, requests were made for specific changes thatare not part of the Comprehensive Plan. Overall, the comments made were positive. Robert Todd felt that the Planning Board and the committees have made a good faith effort. Tom Neiderkorn will be attending the next Planning Board meeting on March 13, after the second public hearing. The Board members should be prepared to give comments to Tom with any suggestions for changes or additions to the Comprehensive Plan. Once those changes have been made, the Plan will be forwarded to the Town Board for final review, and then a public hearing will be scheduled. Torn Neiderkorn will also be prepared to report on the status of the zoning ordinance. Al White suggested that the term be changed to land use versus zoning. His comment was that zoning is for municipal land, and that Lansing is rural and should be considered for land use ordinances. Larry Sharpsteen felt it was important to call it zoning to make sure the public knows what it is and not get the impression that the Planning Board is trying to hide zoning under the term of land use ordinances. The Planning Board is not agreement as to what to call these ordinance changes. Town of Lansing Planning Board Page 4 Monday, February 27, 1995 COUNCIL FOR THE ARTS GRANT - George Totman notified the Planning Board that the $5000 grant that they applied for has been approved. Larry Sharpsteen questioned whether or not Cheryl Nickel will be administering that grant. The Planning Board will not continue to function minus one member; therefore, if Cheryl intends to administer that grant, the Planning Board will ask the Town Board to appoint a new member. Lin Davidson made a motion to adjourn the meeting; Jackie Baker seconded.
