Lin Davidson made a motion to accept the minutes as corrected; Viola Miller seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY Review of Summary from October 17, 1994, Meeting. Page Two, Town Center, Last Sentence of Second Paragraph g` p a h - Lin added a statement the he felt he made as follows, "a town hall has the potential to encourage compatible tax :atable growth nearby and could act as a leverage of public money to encourage pAvate development." Brad Griffin made a motion to accept the summary as corrected; Lin Davidson seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY Review of Minutes from November 7, 1994, Meeting Page Two, Third Paragraph - Brad revised his statement to read that "the town hall, the grange hall, and the .Field school all on the same site are three buildings that represent the town's educational history." Viola made a motion to accept the minutes as corrected; Brad Griffin seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY Review of Summary from November 14 1994 Meeting Page Three, Fifth Paragraph Brad corrected the sentence to read, "Brad Griffin commented. that with such a drastic change in the elevations of this development. . ." George Totman stated that he did not find another approved subdivision with the name "Lakeview." Larry Sharpsteen commented that there is the danger, with so many roads and developments with similar names, of an emergency vehicle be directed to the wrong place. George stated that a developer chooses a name for the road(s) in their development and brings it before the Town Board for review and approval. George resea:ches to determine whether or not there is another road in the county with the same :narne. Robert Todd made a motion to accept the summary as corrected.; Brad Griffinj'Seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY Town of Lansing Planning Board Page 2 Monday, November 28, 1994 GENERAL BUSINESS Mine and Quarry Plans - Brad submitted to Tom Neiderkorn a report on his findings of the mine and quarry plans for the future. From the reports, both the salt mine and the quarry plan to continue to be in operation for at least the next 20 years. Tom questioned what uses there would be for the land once these industrial operations close. Larry felt a good use would be light industry. He felt that the location is off the main road, which lends itself to being visually and logistically a good location. Lin felt that it would also be a good use as residential, especially for the views it has. Brad didn't feel that Cayuga Crushed Stone would be in operation for much longer than seven years, but that the salt mine could probably mine throughout the next century. Lin suggested that the mining and light industry designations be included in the "Salmon Creek" district because of the gravel businesses currently in operation by the Town of Lansing and the Reeves Brothers. Comprehensive Plan - Tom indicated that he will have a draft of this plan available by November 30. It will have six sections: Introduction; Summary of Background Materials; Policy, Goals, and Objectives; Future Land Use Plan; Traffic and Transportation; and Implementation. It will be approximately 35 pages, clearly marked DRAFT, and available to the Planning Board and Town Board. Larry indicated that George will inform the Town Board, at their next meeting, that a draft of the comprehensive plan is complete and is being given to the Planning Board members for their review. After the Planning Board's next meeting at which they will discuss the draft, it will then be released to the Town Board. Larry wants the Planning Board members to have an opportunity to review the draft before the Town Board members so that they will be able to answer any questions the Town Board • might have. George stated that if Tom can get the draft to him by the end of the week, he will make copies and distribute them to the Planning Board members prior to the next meeting of the Planning Board on December 12. It was agreed that for this initial distribution of the draft, that the maps be reproduced at their original size for easier review. Once the final version is completed, the maps will be reduced for easier inclusion. Traffic and Circulation - Tom distributed the revised version of the Traffic and Circulation handout. The board members reviewed the changes made on the road designation map. Robert pointed out that the State has recently lowered the Salmon Creek Bridge by the schools down to a 5-ton limit. He indicated that the State is planning to repair the bridge, but for the near future the heavy traffic will probably reroute itself through Ludlowville. Torn pointed out new, proposed road connections. For example, the Hillcrest Road intersection with Triphammer, an Warren Road to Benson Road to Peruville Road. The map highlights current public transportation and bus stops available, as well as proposed new systems. There was discussion on how the expansion of Kingdom Farms will effect transportation in the town. It was felt that with the influx of 2500 people there would definitely be some impact, but it was also felt that most of the people at Kingdom Farms probably wouldn't cause any negative increases in traffic. Bike paths are indicated on the map, which show it connecting with Myers Park from the town hall area. The board members felt it was important to indicate on the map the potential for future development of ta bike path. Discussion also included the future use of the railroad. For the most part, everyone agreed that for the nearterm the current use of the railroad will continue, but if not • the Town should try to retain the right-of-ways instead of them returning to the adjacent 1111 landowners. Discussion involved the wording and whether or not it was too restrictive in the agricultural districts. Tom indicated that he would rewrite the statement per these discussions. OTHER George stated that once the Planning Board approves a final version of the comprehensive plan and turns it over to the Town Board, the Town Board has the authority to revise the plan as they see fit. He recommended that comments from the Planning Board members as well as the Town Board members be combined, then finalize the comprehensive plan. Tom briefly discussed the proposed "Lakeview" subdivision on Triphammer Terrace Road. He would very much like to see the road in this development connect with the proposed paper road in the comprehensive plan. He suggested a right-of-way be preserved in that subdivision for the future road connection. Nominating Committee - Larry Sharpsteen appointed Jackie Baker, Lin Davidson, and Brad Griffin to the Nominating Committee. They will report their recommendations at the next meeting of the Planning Board.
