1 GENERAL BUSINESS
Airport Master Plan - Larry Sharpsteen read through a letter from the Tompkins County
Department of Planning regarding the 20-year airport master plan. The letter was written in
1974, and since then nearly all the building recommendations have been implemented. The
County is attempting to acquire input from the municipalities near the airport They are
forming a Land Use Committee studying the land use and the aspects of the airport land.
The Land Use Committee will be composed of representatives from the Village of Lansing,
the Towns of Dryden, Ithaca, and Lansing. They are requested that Larry Sharpsteen appoint
someone from the Town of Lansing Planning Board to serve on the Land Use Committee.
Viola Miller agreed to participate on the committee until January when she leaves town; Al
White agreed to participate once Viola has left. Larry Sharpsteen suggested that Viola
contact the County and let them know that she will be participating.
BOUNDARY CHANGE, Robert Mack, Ladoza Park, Tax Map #34.123.2 and 34.1-21
George Totman explained thatthis is strictly a. botmdary change. Mr. Mackhad a - trailer on
the back lot, which has since been removed. He now wishes to combine the back lot with his
adjacent parceL It actually makes two non-conforming lots into being closer to one . •
conforming lot.
• Al White commented that no SEQR would be needed since this action is just combining the
two parcels. Viola Miller made a motion to accept this boundary change as presented; Al
White seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY

Mr. Walpole indicated that he had received information from the ASCS office, which he
distributed copies of to each board member. He also indicated that he had spoken with t.
Highway Superintendent about any drainage problems coming out onto Goodman Road.
Mr. Walpole was informed that there currently were no problems with drainage on
Goodman Road, but that there will extensive work done on ditching in that area in the
spring.
Larry Sharpsteen stated that he walked that property and noticed that the wet spot had dried
up somewhat but was still slightly wet. All the land surrounding the wet spot is at a higher
elevation. The drainage from this property will have no effect on downstream properties in
its present condition. If the road ditches improve considerably, some of the moisture can
drain away to the road ditches and thence downhill Larry commented that whoever buys
the lot is going to have to deal with the wet spot. Al commented that from the description
of the flaglot, the driveway for the back lot is going to have to traverse the wet spot.
The Planning Board reviewed the SEQR and received a negative declaration.
Since the subdivision meets all requirements of the subdivision regulations of the Town of
Lansing, Al White made a motion to accept the two-lot subdivision as presented and to
schedule a public hearing. Lin Davidson seconded. VOTE: ALL IN FAVOR; MOTION
CARRIED UNANIMOUSLY
1111 A public hearing was scheduled for December 12; 1994, at 8:00 p.m.
BOUNDARY CHANGE, Barbara Riley, Asbury Road, Tax Map #38-1-27 and 38-1-29
Elaine Young appeared before the Planning Board on behalf of her mother, Barbara Riley.
• George Totman explained that this is a boundary change to combine two lots owned by Mrs.
Riley. This action would eliminate the non-conforming lot (38-1-29) by combining it with 38-
1-27. Al White questioned how far back the wetlands start. Mrs. Young indicated that just
the north corner of the property is wet The road frontage on the lots is 50 feet on #29 and
100 feet on #27.
Al White made a motion to accept the boundary change as presented, and indicated that a
SEQR is unnecessary in this case because this action is just enlarging. parcel 38-1-27; Brad
Griffin seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY
CONCEPTUAL PLAN, Thomas O'Reilly, Triphammer. Terrace and Hillcrest Road, Tax
Map #40:3-14.2
Thomas O'Reilly and Eric Barden appeared before the Planning Board to present a
conceptual plan for development of his property named "Lakeview? Viola Miller was very
concerned about the name because she felt that there was already another subdivision in the
Town of Lansing with the same name. George Totman indicated that he would research past 10
subdivisions and verify whether or not the name "Lakeview" is already being used.

'o, • Mr. O'Reilly stated that he and Mr. Barden will be collaborating on this venture. They plan
to put in high quality homes, all with cedar exterior. Only earth tones/natural colors will be
used for the colors of the homes, in hopes that they will blend in with the hillside somewhat.
The price of the lots when they are developed will be somewhere around $20,000 - $22,000
per lot. The homes will be modestly priced between $180,000 - $220,000. The entire size of
the development is 61 acres; the plan is to divide the land into 51 lots. The northern edge of
the entire parcel is adjacent to property belonging to Parks and Wurster.
Robert Todd questioned the elevation change of this entire parcel from east to west. Mr.
O'Reilly indicated that there is approximately 80 to 100 feet change in the elevation from the
eastern to the western edge. The intent is to try to terrace the houses. Two-story houses will
be built on the east side of Phase I and Phase II, and single-story houses on the west side of
Phase I and II. They would also try to stagger the homes so that the views of the lake could
be preserved.
Mr. O'Reilly indicated that his company, Die-Tech Corporation, will be the exclusive builder.
Die-Tech will design five to eight homes that will be offered to the buyers. They are
planning to build a model home on one of the lots in Phase L They would consider anything ti
that was brought in different than there offerings as long as it is within the restraints of the
restrictions that are developed. They are going to try to have all the homes have the same
aesthetic value — a southern traditional slant. There will be deed restrictions.

Cheryl Nickel commented on the cul-de-sac in Phase III. She suggested that they think about `
• connecting that with future developments to the north or east. Lin also suggested changing 4
the cul-de-sac into a T-turnaround, and that the Town Highway Superintendent and Town
Engineer be involved in parts of this planning process.
Brad Griffin commented that with such a drastic change in the elevation of this development,
he hoped that they would develop an extensive plan on how to handle the excessive
drainage. Brad also commented that he hoped their development wouldn't require an
additional amount of maintenance by the Town. Mt O'Reilly indicated that he will be
working with the Town and the Town Engineer to develop a workable drainage plan. Viola
commented that the engineer for this "Lakeview Subdivision" should initially do most of the
planning work, and then bring the plans to the Town Engineer for review. George Totman
stated that he has had discussions with Mr. O'Reilly about this subject.
Lary Sharpsteen indicated that with a subdivision proposal this large, the Planning Board
will require topographical maps and drainage plans. Larry pointed out that out of the 51
lots, only two of the driveways would enter onto existing roads. One would be onto
Hillcrest Road, and the other would be onto Triphammer Terrace. All other driveways
would enter onto the internal development roads. Robert and Cheryl felt that overall the
plan was a real good use of the land, assuming that the drainage and cul-de-sac concerns be
worked out. Al White stated that Phase I and II are designed well. He is concerned about
Phase III and the land to the north of it and what possible future connections could be made.
The remaining board members shared Al's opinion.
As far as the next steps to take, Larry Sharpsteen suggested that Mr. O'Reilly initiate the
SEQR and begin working closely with George Totman.

SUBDIVISION, Robert West, Asbury. Road, Tax Map #38-125.3
Robert West appeared before the Planning Board to request approval of a two-lot subdivis..
of his property on Asbury Road and Benson Road. He is requesting -to subdivide a IS acre
parcel with 185 feet of road frontage on Asbury Road from the larger 42 acre parcel. This
will leave 775 feet of road frontage on Benson Road for the larger parceL
Mr. West pointed out that Mr. Burris owns the adjoining property and has a paper road
through his property to the property line of Mr. West.
The Planning Board reviewed the SEQR and received a negative declaration.
Since this two-lot subdivision meets . all requirements of the subdivision regulations in the
Town of Lansing, Al White made a motion toaccept this subdivision based on its -large size
and .that it is already an existing lot Al White also recommended that the public hearing be
waived. Robert Todd seconded. VOTE: ALL IN FAVOR; MOTION CARRIED
UNANIMOUSLY
BOUNDARY CHANGE, Ruth Hannon, VanOstrand Road, Tax Map .#191-8
George Totman explained that this boundary change would bring a non-conforming lot up to
a conforming lot by increasing the size of the smaller lot Ruth Hannon is planning to sell
this parcel of land.
Viola Miller made a motion to approve this boundary change as presented, and to waive
review of the SEQR and a public hearing; Al White seconded. VOTE: MOTION CARRIED
(One Abstention - Larry Sharpsteen)
OTHER BUSINESS
Discussion with Tom Neiderkorn Robert Todd commented about land use designations
discussed at the last Planning Board meeting. He stated that he saw no reason to limit
single-family housing to a lot size of two to three acres in the northern part of Lansing. He
felt the current County Health Department regulations of a minimum of one acre is sufficient
. for the rural area that he lives in. He doesn't see how a lot size of two to three acres is going
to have any beneficial effect on saving farm land or maintaining, open space. He -secs it as
increasing the cost to people to buy a lot and put a house up. He felt that non-agricultural
development willoccur where agricultural land does not produce enough profit to keep in.
agriculture.
Al White felt that if the land was required to be sold in lots of two to three acres each, that
within ten years many of those lots would come before the Planning Board for subdivision.
Most of the board members agreed that they couldn't retain open space on the agricultural
land by restricting the lot size. The board members agreed to rewording the designation to
require a minimum of one-acre lots.
Road Systems Tom Neiderkorn explained that designating roads, in the future, can help to
control the number of driveways entering onto important roads or to increase the frontyard
setback on roads that carry a lot of traffic or that look like they might be widened at some

point. This can also help to establish different standards for roads, for example, if a road is
not expected to handle a lot of heavy traffic it doesn't have to be as wide or built as strongly
as roads that carry M times that traffic He stated that many municipalities don't make these
differentiations, but instead make all the roads the same. Tom stated that it isn't necessary to
continue to operate this way. The third reason for designating roads could be to differentiate
the level of maintenance or the priority for maintenance.
Tom developed and designated four road classifications in the Town of Lansing. major
connectors; secondary connectors; neighborhood connectors; and local streets. Tom presented
for review and discussion his preliminary classifications of the roads in the town. There
were several comments received for changing some of the rlasaifications.
Town Newsletter - Lary reminded everyone that there are two weeks left before the next issue
of the Town Newsletter is distributed. He would like to see the Planning Board prepare and
submit some information about the town meeting to be held the second week in December.
Tom suggested that the public meeting be held before the draft is turned over to the Town
Board. Larry stated that due to the timeframe, the draft will need to be turned in to the
Town Board before the public meeting.
This meeting was adjourned at 10:00 p.m.
