GENERAL BUSINESS
Comprehensive Plan - Tom Niederkorn distributed to the board members copies of population "
studies to give a basis from which to start with projections for future growth. He also
distributed copies of the "assumptions" that will be included with the comprehensive plan
report to the town and the town board. Tom began to describe the land use and traffic
system designations by the various categories. These will appear in the legend of the
II comprehensive plan for land use. This comprehensive plan will be for 15 - 20 years. There
are four categories of roads (major, secondary, neighborhood, and local service); each one of
the roads in the town will have to be given one of the four designations. Some of the roads
may have more than one designation. The land use designations are A - J, as follows:
agricultural/ rural; low density residential; medium density residential; high density
residential; town center; service /commercial; light industry/ research; utility/mining;
recreation and history; and conservation and natural resources. To aid in assigning areas to
the land use, Tom developed a map he titled "Land Use Precincts." He will be providing
each board member with a similar map so that they can individually begin to assign
precincts to categories. The board will then meet and discuss their individual
categorizations. There are 21 precincts on the map currently, but there is the possibility to
increase or decrease the amount. Tom would like to meet again with the board within two
weeks to continue the discussion of land use and road designations.
Larry Sharpsteen questioned whether the project the board worked on approximately two
years ago on allowable uses and the Site Plan Review would be helpful in these discussions.
Tom felt that they would be helpful to those that worked on the project. Larry asked Tom to
see that the four new members to the board receive a copy of that information for their
review.
Assumptions - Lin Davidson questioned whether the salt and gravel would last for the next 20
years. He thought that the salt might be there but not economically recoverable, and the
quarry will be running out. Brad suggested researching the mining plans that would have
been filed for the next five to ten years for those two businesses. He offered to find out what
• he could. Larry felt that for the time being it was a safe assumption that the salt and gravel
will last.

Tom asked the board members to think about #8 -- a north /south connecting road from
Route 34 somewhere going to the east of the airport and connecting up with Route 366. Lin

felt that the possibility of connecting Warren Road with Route 34B via Benson Road would
be more important.
Town Center - Larry Sharpsteen stated that the Planning Board has been working under the
assumption that the south side of the road would be the best location for a new municipal
development, including the new town hall. He feels that the Town Board, with some fairly
good reasons, would prefer the development to take place on the north side of the road.
One of the Town Board's main reasons for the north side is that the people in this
community tend to drive everywhere they need to go. Larry disagrees with this assumption.
Al White stated that one of the reasons that the Town Board gave for the north side was
based on the proposed road from Conlon Road connecting to the municipally-owned
industrial development area, and then bring to a four-way stop across from Woodsedge
Road. He felt that the industrial development there would be a good use of the land, and
therefore, recommends that the town center be located on the south side of the road away
from the industrial development. Viola thinks that there is more possibility for future
development on the north side of the road. In Viola's opinion, a town center is an area
where people can go to shop and take care of professional appointments, regardless of
whether or not the town hall is located nearby. Most people don't go to the town hall on a
regular basis anyway.
Larry asked everyone to write a brief paragraph of positives and negatives for both sides of
the road, and their own personal feeling on where the new town hall should be located. He

asked that this information be forwarded to Tom Niederkorn for his compilation, and
inclusion in the comprehensive plan. The board will continue this discussion further with
Tom at the next meeting.
