PLANNING BOARD MEMBERS (4. denotes present) Jackie Baker * Cheryl Nickel Lin Davidson * Larry Sharpsteen , Chairman Brad Griffin Robert Todd Viola Miller A White George Totman , Zoning and Code Enforcement Officer Larry Tvaroha , Town Councilman PUBLIC PRESENT Barry Carlson 240 Fenner Road , Lansing Herb and Joan Ley 413 South Albany Street, Ithaca Phyllis Price 6 Dates Road , Lansing SUBDIVISION , Barry Carlson , Fenner Road , Tax Map # 3 - 1 - 12 George Totman explained that Barry Carlson purchased a piece of property on Fenner Road in 1989 on land contract. He is now in the process of refinancing with the bank , and the bank's attorney wants to see a copy of the subdivision . A subdivision was never done on this property . George indicated that this parcel contains twice as much road frontage and more acreage than is required by the subdivision regulations . The Planning Board reviewed the SEQR and received a negative declaration . Vola Miller made a motion to accept this subdivision and to waive the public hearing; Brad Griffin seconded . VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY BOUNDARY CHANGE , Herb Ley, East Shore Drive Herb Ley stated that he is requesting a boundary change between the ice cream business (now owned by Boles and Haring) and the driving range business , which would allow the building for the driving range to be moved to the south west corner of that lot. The Planning Board reviewed the SEQR and received a negative declaration . Brad Griffin made a motion to accept the boundary change as presented ; Lin [Davidson seconded . VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY i Town of Lansing Planning Board Page 2 Monday, May 23, 1994 SUBDIVISION , Steve and Phyllis Price , Dates Road , Tax Map # 9 - 1 -21 . 1 111 George Totman explained that the Price's purchased the property on the corner of Dates Road and Jerry Smith Road and now wish to divide the lot and build a house on the wooded portion of the lot. Al of the land meets the requirements of the zoning laws , and the owners do not own any of the other surrounding land . The Planning Board reviewed the SEQR and received a negative declaration . Lin Davidson made a motion to accept the subdivision as presented and to waive the public hearing; Jackie Baker seconded . VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY GENERAL BUSINESS Comprehensive P/an - Larry Sharpsteen stated that he and Viola met with Tom Neiderkorn and commissioned Tom to proceed with working on the comprehensive plan . Tom was given a deadline of June 30 for a draft completion of the comprehensive plan to be submitted to the Planning Board for review. The Planning Board then spent considerable time reviewing and revising the wording of the Town of Lansing Master Plan Update Assumptions from June 8 , 1992 , and the Planning Policy most recently revised on February 19 , 1992 . Bike Ways - Larry Sharpsteen questioned the board members as to their opinion of the support letter for the application for funding for the bikeways . It was agreed that the application could be supported in its concept and the whole idea in principle , but that the board will make no claim as far as the town bearing any of the cost. For the sake of the funding application , George Totman suggested that the Town Board and the Planning Board be in 'agreement with each other in their support letter. Larry Sharpsteen stated that the County Planning Board in conjunction with the Canal Master Plan would like a copy of the proposal . Lin Davidson made a motion to adjourn the meeting; Jackie Baker seconded . VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSL Y This meeting was adjourned at 9 :25 p . m .
