TOWN OF LANSING

The meeting was called to order at 7:32 p.m.
BOUNDARY CHANGE, Michael Sims, Tax Map # 39-1-20.62 and 39-1-20. 64
George Totman explained that Michael Sims is planning to build a garage but is short by five
feet of road frontage according to the zoning ordinance. Mr. Sims does own the adjacent
property which has 180 feet of road frontage and is on a .separate deed. In order to make
this lot legal with the required amount of road frontage, Mr. Sims is requesting a boundary
change. Al White made a motion to approve this boundary change, with a note that the
SEQR will not need to be reviewed because there is no change in use; Viola Miller seconded.
VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY
® Candidates for Vacant Position
Larry Sharpsteen stated that he has been in contact with all the people nominated to fill the
vacant position(s), and they are all interested. Viola Miller wanted to add to the list the
name of Brad Griffen as a potential candidate. Larry Sharpsteen stated that he would
contact Brad to confirm his interest. As there was no discussion about any of the candidates,
Larry Sharpsteen suggested to Larry Tvaroha that he present the list gathered by the
Planning Board to the Town Board as potential candidates to fill the currently vacant position
and upcoming vacancy. (Brad Griffen was attending another meeting this night. Al White
approached him as to his interest to which he responded that he would consider it and get

back to Al.)
Robert Todd introduced Andrea Benson, who is interested in the vacant position on the
Planning Board. Larry Sharpsteen explained to Andrea that the second meeting of each
month is used for planning, and that the first meeting of each month usually deals with any
public hearings or subdivisions. He discussed the time commitment involved from the board
members, especially with the Lansing 2010 project. Andrea asked what type of experience
the board would be looking for in a candidate. Larry responded that the candidate should
have a general interest in helping the community with an unbiased attitude.

Viola Miller commented that Lansing was among the topics discussed at this meeting. She f
also acknowledged that George Totman was the recipient of a distinguished award at this V
conference for his outstanding work in planning and his volunteer work. During the
meetings Cheryl Nickel was put on the calendar to discuss the Lansing 2010 project. Both
George and Viola commented that Cheryl did an excellent job explaining the project, and felt

• it was productive because it got the people thinking about it. Viola stated that she brought
back a great deal of information that she will be sharing with the other members.

Page Five, Bylaws - Lin Davidson clarified that the bills should be directed through Sharon
Bowman, who would then contact Lin. Lin Davidson made a motion to accept the minutes
as corrected; Robert Todd seconded. VOTE: ALL IN FAVOR; MOTION CARRIED
UNANIMOUSLY
Time Frames for Lansing 2010
Larry Sharpsteen stated that the primary business of this meeting is to come up with some
suggestions to take back to the individual committees regarding time frames for completion.
He feels that the committees are going in enough different directions that two dates should
be identified - one for a preliminary report, the second for substantial completion. This
would give the committees a firm target to work with. Viola felt that Cheryl has already
begun to pull information together from some of the committees.
Larry Sharpsteen felt that the Planning Board needs to provide some guidelines for time
frames. He suggested that a preliminary outline be requested for January, 1994, with a
completion date of March. Larry felt that it is important to give the committees the deadlines
before they have another town meeting. He suggested that the next town meeting not be
conducted until after the January deadline has been met by all of the committees. Al White
• commented on behalf of the Parks and Recreation Committee that they are very close to
w having the written recommendations completed. He felt that this is true of most of the other
committees as well. Larry Sharpsteen disagreed stating that the Economic Development
Committee has pulled back and is taking more time of completing some of their more
specific projects, such as mapping and overlays, and Warren Road industrial park
Lin Davidson felt that recommendations from the Town Center Committee could be pulled
together rather quickly but there are some aspects that still need to be discussed, for
example, the size of the town center. The two issues of transportation and sewage might be
better handled by the MasterPlan Committee. Larry Sharpsteen stated that the Economic
Development Committee with the input they have gotten from the Town Center Committee
have cataloged current businesses with projected growth areas of new business. This
committee envisions the town center area surrounded by commercial and mixed use. Larry
strongly felt that the area needs to be mixed to be usable.
Viola stated there is to be a meeting on October 12 with the Lansing Businessmen's
Association to bring them up to date on the Lansing 2010 project. Larry Sharpsteen
questioned when this meeting was set and how it was advertized because he didn't know
about it.
Larry Sharpsteen reviewed the current suggestion for time frames is that the committees
should have a preliminary draft of their recommendations prepared for submittal to the.
Master Plan Committee in January. If they have something ready before then, they should
submit it as soon as possible. By March, all the committees should be prepared to submit in
• final form their recommendations to the Master Plan Committee. There will be some •
meetings between January and March to review the recommendations submitted. Viola
disagreed commenting that the deadline is too far away. She suggested making the deadline

• sooner, so that the project isn't dragged on too long and people begin to lose interest. Robert
Todd felt that the January deadline would work better for the committees.
Lin Davidson stated that the Master Plan Committee has already begun working on the final
plan. Larry Sharpsteen didn't understand how they could be working on it when they
haven't gotten input from all the committees. He feels that the draft plan has to be
completed in order to begin looking at zoning. Therefore, he feels that the plan includes
zoning. Viola and George disagreed stated that you must finalize the plan then begin to
develop zoning. Robert Todd wanted to clarify whether this board is working on a master
plan that includes zoning. Viola commented that master plans never include zoning. Viola
stated that the current comprehensive plan doesn't include anything about zoning. Larry
Sharpsteen commented that the comprehensive plan cannot be implemented without zoning
ordinances, and he felt that it was just semantics stating that it doesn't include zoning.
Robert Todd commented that if the comprehensive plan should not include zoning, then he
felt that the project could be completed by the January date, but to include zoning would
take many more months. Al White commented that the Planning Board will need to take a
look at all the recommendations and look at what could realistically be accomplished within
the next five years, then make recommendations to the Town Board. The zoning will then
become a tool to be used to implement the rest of the plan. Larry Tvaroha agreed that the
zoning would be a tool.
They discussed suggesting another town meeting in February once the committees have the
preliminary plans completed in order to review the progress of all the committees and
provide feedback.

® Metropolitan Planning Organization (MPO)
Viola suggested inquiring into the Metropolitan Planning Organization (MPO) as to whether
the town would be able to provide some input into their planning process. The MPO is
made up of the Village of Lansing, Village of Cayuga Heights, Town and City of Ithaca.
Larry Sharpsteen questioned whether the Town Board should draft a letter to the MPO.
George Totman stated that the town could ask to be able to provide input, but the MPO may
not grant that request. Larry Sharpsteen questioned if the recommendations from the MPO
must be observed by the Town of Lansing. Viola responded that their recommendations will
affect county roads, not town roads. Viola suggested asking them nicely if they would like
to work with this project. George Totman agreed that it might be beneficial to invite the
MPO to a town meeting to explain what they actually are responsible for. Larry Tvaroha
stated that this group seems very willing to cooperate and work with the communities.
GIS Maps
Lin Davidson passed out copies of the GIS Report from Nassau County. Larry Sharpsteen
questioned whether a price has been quoted yet. Lin stated that there is still discussion as to
what part the county is going to do and what part Al Lewis is going to do. Larry Sharpsteen
stated that neither the Planning Board nor the Town Board have included any significant
amount of money in their budgets for the GIS Maps, so it will be at least another year before
anything can be done with this project. Larry Tvaroha commented that they should wait to
decide until a price has been quoted. Lin Davidson stated that there is a range of between
$3,000 and $10,000. Larry Tvaroha stated that the Town Board would review any proposal
that was submitted.

• Finances
Lin Davidson stated that he has given Sharon Bowman authority to pay some bills. Larry
Sharpsteen stated that he had spoken with Tom Neiderkorn about his delay in submitting
bills. He asked that anyone that is working with subcontractors have them submit their bills
as soon as possible, most specifically before the end of the year. •
Location of Meetings
Larry Tvaroha stated that the first meeting of every month for the Planning Board can be
conducted in the Town Hall. The Town Board feels that these meetings are more official and
conducive to having people come in and have it be in an official town building. It will also
be better for the board to have access to the copier and the maps.
This meeting was adjourned at 9:00 p. m.
