The meeting was called to order at 7:35 p.m.
GIS Maps °.
• Jim Skaley of the Chief Natural Resources Information Systems Division appeared before the
Planning Board to bring the Board up to date on the new County Mapping (GIS).
He explained that NYSEG, Tompkins County, the City and Town of Ithaca, and Cornell
University have come together to provide the source funding and contracting responsibilities A;>
for putting the Facility Map together. The Facility Map provides a complete road inventory
for the county, including public and private roads. It provides a complete set of building
blueprints and all other structures, as well as a certain amount of utility information (power
poles) that was visible in aerial photography. Vegetation is mapped but is all on one
overlay. The last item that needs to be added are the water and sewer lines. He felt that
Bolton Point would be able to provide that information accurately for a certain portion of the
County that utilize their service.

The five parties will be responsible for updating the relevant information in their area .
The next phase county-wide is the assessment mapping. Property maps will form another
layer on top of the Facility Map .
He explained that other items that have been mapped are the Ag District Map, Light District,
Fire District, Election District, and Postal District. The next large piece of information that 14
needs to be added is the census from 1990. Out of the census plot, they will be able to pull
out housing densities. Demographic information will be easy to pull out of the census.
There is a feature in this system called "Year Built" that will plot out when each structure ,
® was built on a property. This will help point out patterns and trends of development.
Viola asked whether topography will be mapped . Jim stated that he has some slope maps
that were generated in the 1970s, and felt that this area could be done by the students in Al s .

Lewis' class. He stated that he also has the soils association map for the county as a whole. •
While it doesn't give very detailed information, it will provide a general idea of the area.
Jim stated that the New York State Thruway Authority has taken over the canal system.
They needed information on the shoreline of Cayuga Lake and since Tompkins County isn't
fully conformed to the state system, the County has just done the shoreline to date.
The Lansing 2010 project can be used to gather information which might be needed by the
committees in order to complete their work more efficiently. He suggested focusing in on
the objectives of the project and what maps and information would help accomplish those
objectives. The Town will have approximately 25 - 30 students who are aspiring to be
planners that would be able to compile all those objectives into a plan for the future. He felt
there was enough information already available for the students to act upon instead of
having to gather it.
Cheryl Nickel questioned how the Planning Board and/ or the Town could be assured that
they will have access to the maps and be able to receive a timely response to requests, once
the maps are completed. Jim stated that the County may at some point have to charge for
the service of providing the maps. He explained that the County will be hosting
demonstrations and displays of this system at the County office, and invited all the Board
members to attend so they will have a first-hand opportunity to see the process.
PUBLIC HEARING, Candyce. Bartosch, 10 Cherry Road, Tax Map #44.-1-33.2
Robert Todd read the public notice, opened the public hearing at 8 :00 p.m., and invited any •
questions from the public.
Karen Fuller questioned what the plans are for the property. Her grandmother's property
abuts the Bartosch's property, and is concerned about concentrated , development or the
possibility of a mini-mall. Randy Marcos, representing Candyce Bartosch, stated that it is the
intention of the Bartosch's to divide the property into five lots, maintaining lot #5, which is
thew,largest lot, to build their house on. In addition, their parents will be purchasing one of
the other lots for their future home. The remaining three lots will be sold for single-family
home development.
Mr. Marcos informed the Board that the map that he is presenting is slightly different from
the one approved as a preliminary plat. He explained that lots bordering Cherry Road had
to be moved back 25 feet, which then forced the need to move the other two northerly lots 25
feet, because the lines on the map were originally believed to be the actual property
boundary lines to the right-of-way, instead they are actually lines to the center line of Cherry
and Triphammer. In order to satisfy the County Health Department requirements, they had
to move the lot lines. He explained that the map does not accurately reflect the changes for
the portion in the Village. He reconfirmed that he will be preparing a map with just the
three lots that are located in the Town, not reflecting the two lots in the Village.
Al White questioned if the deed restrictions included that there be no further subdivision.
Mr. Marcos explained that he has discussed this with Mrs. Bartosch, but they haven't come to
an agreement as of yet. Viola explained that the restriction that there be no further
ID
subdivision is an important part of the approval of the flaglots . Al White read through the
minutes of June 14 regarding this subdivision, and determined that there was discussion that
lot #5 wouldn't be further subdivided, but there was no discussion of a deed restriction. Mr.

Marcos felt that Mrs. Bartosch would be willing to make this a deed restriction. Robert Todd
questioned what the zoning is in this, area; Linda stated that it is residentially zoned, and
therefore, they would not be able to build a mini-mall.
Linda Hirvonen made a motion to close the public hearing; Al White seconded. VOTE: ALL
IN FAVOR; MOTION CARRIED UNANIMOUSLY
Cheryl commented that it is actually possible for lot #5 to have four driveways, since it only
requires 15 feet for a driveway. Randy Marcos stated that even if there were changes in the
future, the owner of the property would need to come before the Planning Board again for
approval.
Linda Hirvonen made a motion to accept the subdivision contingent upon receipt of the
revised final plat; Cheryl Nickel seconded. VOTE: ALL IN FAVOR; MOTION CARRIED
UNANIMOUSLY
Building Permit - Cherry Road
George Totman brought a request for a building permit for a multiple-family dwelling unit to
the Planning Board for review. He cited the ordinance that stated that a multiple-family
dwelling unit is agreeable as long as they meet all the other rules and regulations of the
ordinance. Linda Hirvonen pointed out that this lot is in the Airport Hazard Zone; George
agreed but stated that the Planning Board can' t refuse to give a permit because of its location
within the Airport Hazard Zone.
Viola commented that she would stop this permit based on the fact that there is excessive
noise in that area, and due to the expansion of the airport runway. Robert Todd questioned
it being in the hazard zone. Al White stated that the Airport Hazard Zone is a federally-
mandated line that is one mile wide and four miles long from the end of the runway.
George Totman questioned why there isn' t an Airport Hazard Zone in Dryden. Al White
stated that it is due to the direction of the primary runway.
George Totman stated that all he can do about this lot being in the Airport Hazard Zone is to
inform the owner of that fact. Cheryl Nickel stated that the Town Board could declare a
moratorium on this lot while the Planning Board is working on the Master Plan. George
Totman questioned whether this could be done with an application that has already been
submitted. It was agreed that they could not.
Al White was concerned about the public response to the noise from the airport and the
potential for problems. Robert Todd disagreed in that when people move into the area they
are aware of the circumstances / situations that come with living there. Cheryl and Viola
agreed that some people will cause problems even though they are aware of the noise.
Robert questioned whether all the other people living in the area have law suits against the
airport or the airlines .
Cheryl questioned why the Planning Board was reviewing this request, when they have no ,
® jurisdiction over it. George pointed out that if the developer were to have come in with four
different permits, he would be able to issue them without a problem.

Linda read through Section 1305, Airport Hazard Area, which stated that no multi-family •
dwelling shall be permitted without Zoning Board of Appeals approval. It was agreed that
this should be presented to the Zoning Board of Appeals for review.
Al White made a motion that the Planning Board goes on record as opposed and
recommends to the Zoning Board of Appeals that it not be approved. The Planning Board
feels strongly that multi-family dwellings in the Airport Hazard Zone should not be allowed.
Linda Hirvonen seconded. VOTE: 3 - YES; 1 - NO (Robert Todd); 1 - ABSTENTION (Lin
Davidson). MOTION CARRIED
Robert Todd felt that it should be the prerogative of the developer whether or not to build in
the Airport Hazard Zone. Viola's feelings are that the area should be kept clear from further
development.
Review of Minutes from Tune 14, 1993
Page Two, Public Hearing - Melvin Brown. Al White pointed out that the vote should read
"Motion Carried with One Abstention. " Al White made a motion to accept the minutes as
corrected; Lin Davidson seconded. VOTE: ALL IN FAVOR; MOTION CARRIED
UNANIMOUSLY
Review of Minutes from June 28, 1993
The review of these minutes were tabled until July 26, 1993, because they were only received
the night of this meeting.
Further Business
Robert Todd questioned what the next step was with Jim Skaley. Larry Tvaroha stated that
the Town Board has written a letter in support of the Planning Board's actions, and George
Totman has received a response. Each committee will develop a listing of the types of maps
they would find useful, and a listing of questions for the other committees to be shared at
the next Planning Board meeting on July 26, 1993.
Al White made a motion to adjourn the meeting; Lin Davidson seconded. VOTE: ALL IN
FAVOR; MOTION CARRIED UNANIMOUSLY
The meeting was adjourned at 9:25 p.m.
