Dear Ms . Kirby :
The Planning Board requests a leave of absence for planner , Cheryl
Nickel . This is necessitated by the New York State Council of the' ' `
Arts request that she serve only as a consultant to the Lansing
Planning Board during her efforts to work with the Town Center
Community Design Project from May through November , of 1993 .
In addition , if the Town of Lansing is the recipient of the Kaplan
Grant , she will also be serving as the General Coordinator of the
Lansing 2010 Project which involves the citizen participation in
designing a master plan for the Town . If this is the case , the
leave of absence may have to be extended for the life of this
portion of the project .

be until late June before anything was written. He is going to bring intttRotion on Sewage
to the Tow . Center Committee as well as speaking to the Economic Development Cafri zittee
about marketing survey analysis.
Larry Sharpsteen commented that it has come to his attention that the Village of Cayuga
Heights may possibly be reassessing their relationship with the other towns regarding use
capacity in their own sewage treatment plant. Since plans for the Kendall project are starting
to develop and the use is coming through lower than the earlier protections, r any felt as

41 . Community Workshops - Cheryl indicated that she has spoken with Judy Saul and Larry
Tvaroha, and that Larry proposed to the Town Board that they have workshops for specific
topics, such as: Skills in Structuring and Running Public Meetings; and Dealing with Attacks and
Other Difficult Interactions. These workshops would be for all the board members, as well as
for George Totman and Sharon Bowman, since they frequently deal with the public. Larry
Sharpsteen commented that he would support these workshops if they were funded out of
the Town Board's budget and not the Planning Board's budget. Cheryl believes that the
Town Board has already approved this expenditure from their budget. Cheryl suggested
having one workshop before Lansing Day (June 12), since the committees will be working
directly with the public. Cheryl proposes two, two and one-half hour workshops, structured
in any format the boards agreed upon. Larry Sharpsteen suggested that the workshops be no
longer than two hours each. Cheryl will be checking with Judy Saul as to her availability for
the first workshop on June 7 or 8.
Cheryl's reasoning to try to schedule the first workshop before Lansing Day is because this
event will be kicking off the press coverage of the project entitled "LANSING 2010". She
would prefer to begin press coverage on a positive note by offering as much information
regarding this project as needed, while also involving the media. Cheryl is proposing that
each committee be represented by as many members as possible to provide information and
answer questions. Cheryl also stated that there will be some tables set up for kids to draw
pictures of what they would like Lansing to be like in the future. Robert Todd cautioned
that the committees need to stay focused. Cheryl and George both felt that involving the
kids also gets their parents involved.
- • Vioia Miller questioned who sponsors Lansing pay; George Totman responded that the
Community Council has sponsored this event in the past.
Town Meeting - Cheryl stated that the next town meeting has been scheduled for Tuesday,
June 29. Judy Saul, who will again be leading this meeting, thought that the High School
Cafeteria would be the most neutral and comfortable location. This meeting will be the next
stage beyond taking in information and people venting; it will be more interactive with
questions and answers.
Newsletter - Grace Haney stated that she was unable to reach everyone to request a
summary from their committee before she had a rough draft of the newsletter prepared.
Grace stated that she had a conversation with Arlene Dendy, Chairperson of the Economic
Development Committee, who had indicated that she was willing to have her name and
telephone number published in the newsletter to field any questions.
Grace described three new ideas that have evolved from her committee: (1 ) a public bulletin
board for "LANSING 2010", which is being coordinated with the Town Center Committee;
(2) a suggestion box located in the Town Hall; and (3) a proposed portion of the newsletter
entitled "Rumor Central ", which would give the Planning Board a mode in which they could
respond to submitted questions. There would be forms available for people to fill out their
questions and turn them in; they can request anonymity, but their question must be signed.
Larry Sharpsteen clarified to Grace that this newsletter is not a running issue. Except for this
• initial special issue, any subsequent issues would be coordinated with the Town newsletter.
Larry's concern is in saving the postage and printing costs.

• Cynthia Fraser, who is formatting the newsletter, had several questions answered regarding
some of the specifics of the information she will be including in the newsletter. She then
reviewed the newsletter page by page with the board for their feedback and input. Everyone
was very pleased with the format and content of this draft of the newsletter.
Cheryl stated that Linda Hirvonen has lined up the Senior Citizens Group to assist in the
mailing process of this newsletter.
Robert Todd made a motion to adjourn the meeting; Lin Davidson seconded. VOTE: ALL IN
FAVOR; MOTION CARRIED UNANIMOUSLY
The meeting was adjourned at 9: 15 p.m.
The next meeting is scheduled for June 14, 1993, at 7:30 p.m.
