M . with Supervisor Kirby presiding . ROLL CALL Jeannine Kirby Supervisor Present Herbert Beckwith Councilman Present Paul Butler Councilman Present 411 Jeffrey Cleveland Councilman Present Larry Tvaroha Councilman Present Bonita Boles Town Clerk Absent Debbie Crandall Deputy Town Clerk Present Richard Thaler Town Attorney Present Visitors : George Totman , George Schlecht , Phil Winn and Lenore Fleming . The Supervisor called the meeting to order having the clerk take the Roll Call . RESOLUTION , offered by Mr . Tvaroha , seconded by Mr . Beckwith . RESOLVED , that the Town Board does hereby approve the expansion of phase one of Cayuga Highlands to include Smugglers Path and Lots 13 & 14 . BE IT FURTHER RESOLVED , that a bond will be posted before the Building Permit is issued and only a temporary Certificate of Occupancy will be issued until the road is completed . Emnett came to see him in regards to the Hickory Hollow Gulf & Pro Shop fence behind his property . After further discussion Mr . Cleveland will meet with Mr . Emnett and Mr . Totman and try to get an agreeable solution to the problem in writing . Mrs . Kirby brought to the attention of the Board that the New York State Troopers are looking for donations for their monument to be located at the Police Academy in Albany . It was the consensus of the Board that at this time it was not in the best interest of the Town . Mrs . Kirby informed the Board that the contract between the Town and the School has been signed in regards to the flashing lights and signs . It is the consensus of the Board that they are still in favor of the signs but that the Town should only provide the labor for installation and maintenance . The Lansing School District should pay for the signs and for the cost of electricity used to operate the signs . RESOLUTIONS , offered by Mr . Butler , seconded by Mr . Tvaroha : ® RESOLVED , that the Lansing Town Board hereby approves a three year contract with the Tompkins County S . P . C . A . . as per the agreement given to the Town and BE IT FURTHER RESOLVED , that the Supervisor is hereby authorized and directed to sign said contract on behalf of the Town of Lansing . M . at the Town Hall of the Town of Lansing sponsored by the Town Board to take input from all members of the Lansing community concerning the amendment of Local Law No . 2 of 1979 amending Section 1 of said Local Law providing the increase in the annual fee for each dog license issued pursuant to Subdivision 1 of Section 109 of Article 7 of the Agriculture and Markets Law for unneutered or unspayed from $ 3 . 00 to $ 4 . 00 making the total fee $ 11 . 50 from $ 10 . 50 ; neutered or spayed dogs from $ 3 . 00 to $ 4 . 00 raising the total fee to $ 6 . 50 from the present $ 5 . 50 fee . Kirby received a letter from Ward Hungerford in regards for reduction of the speed limit on North Triphammer Road . It was the consensus of the Board that before a decision was made more facts were needed . Mrs . Kirby will invite him to attend a Board meeting to discuss this further . RESOLUTION , offered by Mr . Cleveland , seconded by Mr . Butler . RESOLVED , that the Town Board accepts and authorizes Supervisor Kirby to sign the Moravec Construction Service proposal to do the roof work at the Lansing Community Center . Proposal and description of the work to be performed on file in the Supervisor ' s Office . Said project not to exceed $ 9 , 778 . 00 . • BE IT FURTHER RESOLVED , that the Town Clerk is hereby authorized to file a form of certificate that no permissive referendum was required . Kirby to meet with Jim Sweazey of Sweazey ' s Air Conditioning and Heating and approve his proposal ' s for the furnace repair and to convert from oil to natural gas at the Annex and Town Hall . Said proposal ' s and description of the work to be performed on file in the Supervisor ' s Office . RESOLVED , that a Public Hearing will be held on December 16 , 1992 at 7 : 30 P . M . at the Town Hall of the Town of Lansing sponsored by the Town Board to consider the rezoning of the airport area . Mr .
