The Supervisor called the meeting to order having the clerk take the Roll Call . Mrs . Kirby informed the Board that she has sent copies on L uster ' s communication regarding the farm land protection act to all Planning Board members . D iscussion was held in regards to the traffic lights that have been applied for thru the State and also discussion on Lansing S chool ' s concern with the traffic light at Myers Road and 34B . Mr . Tom Jones has had communication with the State since 1988 . The Board will wait for a request from the School Board to the L ansing Town Board and work together on a solution to this problem . RESOLUTION , offered by Mr . Beckwith , seconded by Mr . Butler . 4111 RESOLVED , that the Town ' s second van ( the old LOAP van ) be used and transferred to the Parks Department . ✓ ote of Town Board . . . Mary Steinhart ' s bill usually runs around $ 22 . 00 and this time was $ 400 . 00 due to a severe leak . B olton Point has offered to allow her to pay it over a period of time . The Board discussed possibly splitting the cost and having h alf the charge being paid out of the Town ' s maintenance account . Mrs . Kirby will contact Mary Steinhart to see if this is agreeable to her and pass a resolution at the next regular board meeting . RESOLUTION , offered by Mr . Butler , seconded by Mr . Cleveland . RESOLVED , to amend the resolution for light replacements in the Town Hall from $ 600 . 00 to not to exceed $ 800 . 00 . Vote of Town Board . . Tvaroha will review this further and bring it back to the Board at the next meeting . Mr . Thaler ' s office will be checking into NYSEG ' s lawsuit against the State Assessment Department . This assessment is on NYSEG ' s poles . 128 October 07 , 1992 RESOLUTION , offered by Mr . Cleveland , seconded by Mr . B eckwith . RESOLVED , that the Town Board amends the resolution on January 2 , 1992 to read as follows : Supervisor Jeannine Kirby and Deputy S upervisor Sharon Bowman are authorized to sign checks drawn on all Town accounts except the Town Clerk ' s and the Town Tax Collector ' s account and that the Town Clerk , Bonita Boles be authorized to sign checks on the Town Clerk ' s checking account number 07 - 201 - 003 - 007 at the Tompkins County Trust Company and the Tax Collector ' s checking account number 01 - 101 - 082452 . BE IT FURTHER RESOLVED , that Supervisor Jeannine Kirby and D eputy Supervisor Sharon Bowman be authorized to make transfers on all Town accounts and wire transfers that are necessary throughout the year except the Town Clerk ' s checking account number 07 - 210 - 003 - 007 at the Tompkins County Trust Company and the Tax Collector ' s checking account number 01 - 101 - 082452 . ✓ ote of Town Board . . . Thaler suggested getting together with the Town of Dryden and send a resolution asking the County to pass the ✓ esolution authorizing the Town to appropriate the interest on the tax money to the Town General Fund for partial payment of the cost for collecting the taxes . Supervisor Kirby will get together with Jim Shrug and report back to the Board at the next meeting . 4111 A copy of the minutes of August 19th , September 2nd , September 9th and September 16 , 1992 having been given to the Board Members beforehand , the Supervisor asked for a motion to accept as submitted or to make any corrections . RESOLUTION , offered by Mr . Cleveland and seconded by Mr . B utler : RESOLVED , that the minutes of August 19th , September 2nd , S eptember 9th and September 16th are hereby approved as submitted o nce the September 16th meeting is changed to include the following : It was the consensus of the Board to suggest to Highway Superintendent , Pete Larson that he periodically check and at his d iscretion clean the culvert at Milliken Station . Carried . RESOLUTION At a special meeting of the Town Board , held in and for the Town of Lansing at the Town Hall on October 07 , 1992 , a discussion w as had concerning the retirement of Roger Hagin as a member of the Town Planning Board . The Town Board felt that it was appropriate to acknowledge the dedicated service of this Lansing citizen and the following resolution was duly made by Mr . Tvaroha , seconded by Mr . Butler and unanimously passed . BE IT RESOLVED , that the Town Board recognizes the dedicated public service of Roger Hagin who served as a member of the Town P lanning Board from June 1 , 1988 to September 21 , 1992 . In recognizing the efforts of this citizen , the Town Board calls the attention to all residents of the Town of Lansing that the d emocratic working of Town government depends upon the time , effort and dedication of its citizens willing to act in a non - paid position . Democracy is only as good as the people who live within a community and it is like the old adage " you only get out what you put in " . ( Aye ) Larry Tvaroha , Councilman ® Dee Barber , representative from the Historical Society updated the Board on the progress of the restoration of the old school house . The historical society decided to restore instead of refurbish the old school house . Two new advisors to the group are John Moravec & Howard Cogan who have volunteered their expertise . Their is now $ 2 , 500 . 00 dollars in the budget for this project . Dee asked the Board for Pete Larson ' s help in removing part of the hedge row and for use of the front end loader . Andy Aason is in charge of the stone work . Lou Emmick has contacted Bob Briggs and found out that the volunteers working on the project would be covered under the Towns liability . There are now 11 members on the advisory committee and 11 members on the Board of Directors . The Historical Society would like to hold organizational meetings at the annex two Friday ' s a month and hold a soup and salad night that would be open to the community to help raise money . It was the consensus of the Board to leave what should be removed and saved in the hedge row up to Bakers Acres . Dee asked the Board if there were any volunteers or further questions to contact George Stevens . The Board thanked Dee for her report and were glad to see progress on the restoration of the building . RESOLUTION , offered by Mr . Cleveland , who moved its adoption , seconded by Mr . Beckwith : ® RESOLVED , that the bookkeeper is hereby authorized pay voucher # 622 in the amount of $ 75 . 00 to the Tompkins County Health Department for reviewing the drawings and specs for the Town Water System . ( Aye ) Larry Tvaroha , Councilman After further discussion on the Lakewatch Subdivision it was Mr . Thaler ' s suggestion that Mahool & Tallman make a formal proposal to the Board and the proposal should also contain the bonding agreement . After this is received the Board can then pass a resolution . Mr . Beckwith discussed the plowing of the park & ride area at the Fire Department . The Board will wait for a letter from the Fire Commissioners requesting that the Town plow this area . Supervisor Kirby discussed the Private Road situation Law 280A . Mrs . Kirby asked George Totman , Code Enforcement Officer to explain the three subdivisions that are immediately effected by this . Mr . Totman informed the Board that the three subdivisions are Peter Duelschbuehler , ( Dates Property ) , Jeff Uotila , ( Dates iL i I Property ) and Butch Burris , ( Armstrong Road ) . These three subdivisions are on the agenda for the Planning Board meeting on October 12 , 1992 at 7 : 30 p . m . Mr . Totman informed the Board that Mr . Pinney will be forming a public road extension from Fiddlers Green to his subdivision . Mr . Larry Updike , Mr . Al Phillips and Mr . Dewayne Smith , residents from the Hillcrest area addressed the Board with the following : 1\M-; October 07 , 1992 , continued Forest Acres Drive - Bean Hill Lane Drainage Problem This will serve to provide information pertaining to drainage problems experienced by residents on the West side of Forest Acres D rive and the East side of Bean Hill Lane which are within the Sky Acres development . B ACKGROUND • Homes were constructed on the East side of Bean Hill Lane by Alex Cima . Some drainage problems came about due to the slope of the land and the manner in which the lots were graded . The homes built on Forest Acres Drive were built by a number o f different contractors . As a result , no consistent pattern for d rainage was followed nor was a common infrastructure built to support the drainage needs of the homes built along Forest Acres D rive . The land on the West side of Forest Acres Drive generally slopes away or down from the road . Many of the homes were built w ith footer drains emptying to the rear of the lot and / or with very little " fall " to the drains . This made the problem worse for Bean H ill residents . A common drain system was installed on three or four of the u pper lots ( i . e . near Hillcrest ) by Alex Cima . The outlet to this system was on a building lot on which a house now exists . This o utlet has been covered so that this drainage system no longer w orks . P RESENT STATUS N early all of the residents are experiencing some problems w ith water . Some basements have been flooding , sump pumps are ✓ unning frequently and surface water exists on many lots . S ome water does make it to the South end of the peninsula and • e xits through a large drain located under the Anderson property . The end of this drain clogs frequently and no permanent solution h as been put into place to take the water away to the South of the Anderson property . D avid Herrick , Town Engineer came up and spent time with the residents and he suggested that the residents contact the Town and ask how they should proceed and see if they should form a special district . The residents are now asking the Board for their direction in solving the drainage problem in this area . The Board informed Mr . Updike that he needed to get a petition from the residents asking the Town Board to do a water drainage study . Mr . Thaler will research the procedure of forming a water d rainage district . Mr . Totman passed out a new law that got passed in the State Assembly concerning the appointment of Planning Board Members . When appointing new members you can now set requirements and mandate that they attend seminars . This law will be effective July o f 1993 . Mr . Totman asked if the Swimming Pool Rules & Regulations were4110 okay to approve as he presented previously . Mr . Thaler replied that his office was still researching this . Mr . Totman requested that the Board have the maintenance d epartment bring the men ' s toilet up to code . RESOLUTION , offered by Mr . Tvaroha , seconded by Mr . Beckwith . RESOLVED , the Town Board authorizes Highway Superintendent P ete Larson to purchase a new toilet seat and install it in the men ' s restroom at the Town Hall . RESOLVED , that Masciarelli Construction Co . , Inc . is the successful bidder to perform the contract for the water main project , pursuant to the bid documents , forthe total price not to e xceed $ 282 , 796 . 75 , such bid to reflect alternate two to include the 12 " pipe in lieu of 10 " pipe . B E IT FURTHER RESOLVED , that if alternate one can be done then there would be a deduction from this contractor and a payment to the highway fund would be made in the amount of $ 3 , 420 for surfacing of Wilson Road . B E IT FURTHER RESOLVED , that said awarding of the bid is contingent upon said contractor providing to the Town satisfactory proof of its experience , ability , financial standing , plant and e quipment to perform said contract and the presentation of compliance with all other documentation required by the bid documents within the time given . ® Vote of Town Board . . .
