HomeMy WebLinkAbout1992-10-02 TOWN OF LANSING Proposed Amendment to the Zoning Ordinance: Airport Fight Path October 2, 1992 The purpose of this proposed amendment to the town zoning ordinance is two-fold: 1. To reduce the number of potential residences that could be constructed in the flight path hazard zone at the Tompkins County airport; 2. To provide additional land in the Town of Lansing that would be suitable for light industrial/research land uses. To accomplish these objectives, the following amendments should be made: 1. ARTICLE III: DEFINITIONS Add the following definition: Buffer: A strip of land, generally adjacent to a property line, in which planting is installed and maintained by the property owner so as to provide a visual screen between properties. Such screen shall be planted with deciduous or evergreen trees or shrubs in any combination dense enough and high enough to effectively interrupt or y block views. Berms, mounds-and decorative fencing can be used in combination with plantings when the objective of screening can be met. 2. ARTICLE VI: LAND USE ACTIVITIES §601.1 Use should be permitted in the I District. Add "I" §601.2 Uses should be permitted in the I District. Add "I" §601.19 Uses should not be permitted in the I District. Delete "I" §601.30 Use should not be permitted in the I Districts. Delete "I" §601.44 Change "I" to "I*" §601.44 Uses should be permitted in the I District. Add "I*" §601.45 Uses should be permitted in the I District. Add "I*" §601.49 Change "I" to "I*„ §601.48 Uses should be permitted in the I District. Add "I*" §601.49 Change "I" to "I*" §601.50 Change "I" to "I*" §601.51 Uses should be permitted in the I District. Add "I*" §601.54 Use should not be permitted in the I District. Delete "I" (Add)§601.55 Planned Industrial Development. Permitted in the "I*" District. 3. ARTICLE XII: REGULATIONS - INDUSTRIAL DISTRICTS §1202. Lots (Replace the language of §1202.1 with the following:) 1. There are no minimum lot area requirements in the Industrial District. Lot area is to be determined by requirements for yards, open space, buffer strips and and any regulations of the Tompkins County Health Department for proper and safe installation of sewage and industrial waste disposal systems. §1205. Other Provisions (add the following): 7.. A buffer strip shall be established along any property line separating a Residential District from an Industrial District. Such buffer shall be at least seventy-five (75) feet wide and shall be located entirely within the Industrial District. Unless otherwise determined by the Planning Board during site plan review, such buffer strip shall not be used for storage, parking, driveways, roads or any other type of construction that does not relate to the establishment of the buffer strip itself. Existing road-right-of-way.shall not be included as part of any required buffer strip. §1206. Industrial District Permits and Planning (Replace the language of §1206.1 with the following): 1. No building permit shall be issued and no development shall occur in any Industrial District unless such development shall be approved by the Town Board, after review of a site plan by the Planning Board. 4.
