PLANNING BOARD *Denotes Present Roger Hagin Cheryl Nickel Grace Haney Larry Sharpsteen * Linda Hirvonen Robert Todd * Viola Miller Mullane Al White * George Totman , Planning , Zoning , and Code Administration * Larry Tvaroha, Town Councilman PUBLIC PRESENT Tom Neiderkorn , Planning Consultant Chairperson Linda Hirvonen opened the meeting at 7:37 p. m . This meeting was held to go over the modifications of the zoning ordinance relative to the industrial zone at the airport. Tom Neiderkorn began by explaining that he took the map presented at the Lansing Day celebration in June and superimposed the boundaries of the proposed zoning change . • Tom stated that the dark boundary is not a property line, it is just an arbitrary line and can be changed . He is looking for input and response from the Planning Board as to the lines. For example, the line could be increased up to the Forest Acres subdivision . Tom also discussed the buffer which would be 75 feet wide inside the industrial zone . The Planning Board questioned whether there would be enough area to build inside certain areas of the industrial zone due to the proposed boundary line. Viola questioned the access to some of the property inside the industrial zone. Larry Sharpsteen commented that it would be easier to get an industrial developer to develop an infrastructure than it would be a residential developer. Tom added that currently some of these properties are not accessible, and that entrance would have to be from Triphammer Road or Warren Road . Larry Sharpsteen commented that from the plans for paper roads , Warren Road would be the better choice than Triphammer Road. Tom stated that the overriding consideration in the industrial area is parking , accessibility, and roads , and that housing should not be built there . He stated that the only way you can prevent housing in the area is to call it something like an industrial and/or research area. Tom stated that this would be compensating potential higher land value for more housing. Larry Sharpsteen commented that the map as presented has everything that the Planning Board and the committee have asked for. Tom Neiderkorn then moved onto the written proposal to the Town Board and reviewed the proposed changes one by one for response from the Planning Board . While reviewing the proposed change regarding berms, Linda Hirvonen commented that UPS has done a • good job keeping up the berm that is in front of their property on Warren Road. But she was disappointed in the buffer to the north , and wondered if the Town could do anything to enforce the upkeep of this buffer. Tom commented that in some towns they can go in a mow the property and then Town of Lansing Planning Board Page 2 Monday, September 28, 1992 • bill the owner. Larry Sharpsteen suggested that the original plans be looked at again to determine whether the upkeep of the berm is the responsibility of the owner or the developer. George Totman commented that he has been getting some negative feedback from the community regarding the greenhouses and nurseries on Triphammer Road. Viola added that Cayuga Landscaping has purchased the house adjoining their business and is currently putting in a water line to that house, and that they are using the driveway of that house for parking . Larry Sharpsteen commented that they are within their rights and the regulations since they now own the house. Tom suggested that the Planning Board recommend a determination to the Town Board that there would be no adverse environmental impact by the proposed changes to the zoning ordinance in the industrial zone, and then the Planning Board would not have to do an impact statement. This recommendation would have to be part of the resolution . He felt that this change would have a beneficial impact on the area. Larry Sharpsteen questioned what sort of industrial uses are set out as not being allowed in the industrial area. Tom responded that gasoline service stations, printing, plumbing , heating , and electrical establishments ; and agricultural equipment sales and service are not permitted in the industrial district. The Planning Board agreed that printing , plumbing , heating, and electrical establishments are something that should be allowed in the industrial area. Warehouse facilities for storage or wholesaling of goods and materials ; commercial assembly such as jewelry, leather goods , clothing , scientific instruments ; and • book bindery are allowed. Larry Sharpsteen stated that storage of obsolete or discarded equipment on the premises is not to be allowed . Tom questioned who would determine what is obsolete. Larry also added that anything that had a high potential for creating a lot of toxic waste (e .g . , high tech industries, etching chemicals for microchips, chemical and biological research) should not be allowed . Larry didn't feel that there were very strong laws in place to govern issues such as this. Larry added that he wouldn't want to see a garbage bailing station (plastic shredding and bailing) . Viola added that she wouldn 't want to see something with a lot of heavy truck traffic into that area. Larry commented that he didn 't see any more heavy traffic than what UPS , Federal Express, and the airport already bring to the area. Larry Tvaroha commented that Warren Road has been upgraded and should be able to handle increased heavy traffic. Larry Sharpsteen's concern was with not mentioning what could not be allowed in the industrial area, the door is left open for something you might not want to see there. George Totman explained to Tom Neiderkorn that the book he was referencing was developed years ago under the assumption that planning was done for both the Town and the Village together, and that perhaps the area of industrial development then should be looked at different than the area of industrial development today. That book was done when the majority of the industrial development was done in what is now the Village . George Totman clarified with Tom that he would be including specific things that would and would not be allowed in the industrial zone. 0 Town of Lansing Planning Board Page 3 Monday, September 28, 1992 • Viola suggested looking at specifically what is allowed in each zoned area to include what is allowed and not allowed . Larry Sharpsteen agreed that this was a good idea, but suggested just doing one area at a time. This would allow the quick passage of this resolution, without holding it up too long. It was agreed that these specifics could be discussed during committee meetings. Tom Neiderkorn asked for any comments on the "yellow" area. George Totman stated that the only feedback he had gotten was on the size of the lots . It was agreed that two to three acre lots are too much for that area. Larry commented that half acre lots were too small , but that infrastructure would be difficult with two acre lots. George Totman began discussing Lucente Homes who currently has five more lots off of Warren Road that it plans on developing further. Larry Sharpsteen commented that this area would be the next easiest to make a change in , medium and high density residential areas. Larry Tvaroha added that this area would be the next logical area to extend the sewer line to. George Totman stated that the person advising Lucente has told him to ask the Town Board for approval of a Planned Unit Development. Linda Hirvonen stated that Lucente cannot bypass the Planning Board , and that they would be wasting their time appearing before the Town Board before they approach the Planning Board . Linda asked George to contact Lucerne and inform him that he must appear before the Planning Board to begin the process. Tom began discussing the Phase Map. It was agreed that the maps should go all the way to the county line along the lake and be of both sides of the road . Larry Sharpsteen commented about the projected development in the Lake Ridge area. He stated that the area currently could use a gas station and a r convenience store . Larry Tvaroha added that with the upgrade of Milliken Station it will probably bring more visitors to the area, with the possibility of a visitors center being developed in that area. George Totman stated that he has had a number of inquiries of about the possibility of development in that area. He stated that somehow people have heard about the possibility of a water line going up to that area, which sparks development. Tom Neiderkorn stated that he will have a resolution developed to present to the Planning Board at their next regular meeting , which can then be presented to the Town Board at their next regular meeting .
