Barbara Robinson and Ivan Robinson . The Supervisor called the meeting to order and took the Roll Call . Proof of Notice having been furnished , the Public Hearing to amend Local Law No . 1 for the year 1988 was called to order at 7 : 30 P . M . Mrs . Robinson , Mr . Munson Sr . , and Mr . Munson Jr . expressed their concerns regarding the Solid Waste Law . All persons desiring to be heard , having been heard , Mr . B eckwith made a motion to close the hearing at 8 : 15 P . M . , seconded by Jeff Cleveland . Carried . RESOLUTION At a special meeting of the Town Board held in and for the Town of Lansing on the 13th day of August , 1992 , after a public h earing duly advertised in the Ithaca Journal , the members of the public being present and the matter fully discussed , the Local Law of the Town of Lansing No . 1 for the Year 1988 is hereby amended as follows : PROPOSED AMENDMENT TO LOCAL LAW NO . 1 FOR THE YEAR 1988 A local law regulating solid waste management facilities . Section 3 - Exemptions is to be amended to provide the following wording . The following solid waste management facilities are exempt from this local law : A . Disposal areas for solid waste generated from a one or two family residence or from a farm with such waste , other than hazardous waste , are generated at and disposed of within the property boundaries of such residence or farm or when they are disposed of within property leased or rented by the owner of the property on which the said waste was generated . B . Disposal areas for solid waste located in the Town and o wned by the same party as owns the area from which the solid waste w as generated , even though said waste was generated in a contiguous adjoining town . Said solid waste may not be hazardous waste . C . Transfer , storage , incineration and processing facilities located at apartment houses , schools , parks , industries , hospitals , 111 commercial establishments , individual residences and farms , provided such facilities are used only for solid waste generated or o riginated at such locations . D . Solid waste management facilities owned or operated by the Town or under contract with the Town . This amendment shall take effect contemporaneously with this order and the Clerk of Lansing is hereby directed to file a 1 ' 07 August 13 , 1992 , continued certified copy of this amendment with the Clerk of the County of Tompkins and with the Secretary of State of the State of New York . The above amendment was made after due discussion and resolution made by Councilman Herbert Beckwith and seconded by Jeffrey Cleveland and voting in favor were Supervisor Jeannine Kirby , Councilman Herbert Beckwith , Councilman Jeffrey Cleveland and no one voting in opposition . By order of the Town Board Dated : August 13 , 1992 III RESOLUTION At a special meeting of the Town Board held in and for the Town of Lansing at the Town Hall in Lansing , New York , on the 13th day of August , 1992 , the following Resolution was duly made by Councilman Jeffrey Cleveland , seconded by Councilman Herbert Beckwith , and passed with Jeffrey Cleveland , Herbert Beckwith and Supervisor Jeannine Kirby voting in favor . BE IT RESOLVED , that it is of grave concern to the Town Board that the safety of the highway traveling public may be inadequately protected by the traffic signal presently installed at the intersection of North Triphammer Road and New York State Route 34B . It is therefore strongly recommended and urged upon the - State Department of Transportation that a traffic signal light be installed at the intersection regulating traffic both on the North Triphammer Road and New York State Route 34B . RESOLUTION At a special meeting of the Town Board held in and for the Town of Lansing at the Town Hall in Lansing , New York , on the 13th day of August , 1992 , the following Resolution was duly made by Councilman Herbert Beckwith , seconded by Councilman Jeffrey • Cleveland , and passed with Jeffrey Cleveland , Herbert Beckwith and Supervisor Jeannine Kirby voting in favor . Dave Herrick gave a report on the water tank consolidation . RESOLUTION offered by Mr . Beckwith who moved its adoption , seconded by Mr . Cleveland : RESOLVED that the following Invitation to Bid be published in the Ithaca Journal . INVITATION TO BID Project : Water system Improvements Project Contract for Water Storage Tanks 0 N Owner : Town of Lansing Engineer : T . G . Miller , P . C . 203 North Aurora Street Ithaca , New York 14850 Sealed Bids for the construction of the above named project will be received by the Town Clerk at the Town Hall , 29 Auburn Road , iii ' August 13 , 1992 , continued L ansing , New York , until 4 : 30 P . M . prevailing time , Tuesday S eptember 1 , 1992 , and will then be publicly opened and read . In general , the project consists of constructing two new welded steel water storage tanks , together with foundations , accessories , coatings , cathodic protection , site work and perimeter fencing . Capacities for Tank No . 2 and Tank No . 3 are 350 , 000 gallon and 200 , 000 gallon , respectively . The Contract Documents may be inspected at the Town Hall , the o ffice of the Engineer and the following : F . W . Dodge 41/0 6315 Fly Road East Syracuse , New York 13057 Copies of said Contract Documents may be obtained at the office of the Engineer during normal business hours for the following consideration : $ 10 . 00 refundable deposit $ 15 . 00 non - refundable handling charge $ 25 . 00 Total Cost Per Set The deposit will be refunded for each set returned in good condition to the office of the Engineer within 30 days of the bid o pening date . All Bids must be made on the official Bid Form , and be accompanied by a certified check or satisfactory bid bond , payable to the Town o f Lansing , in the amount equal to 5 % of Base Bid . All such bid securities will be returned no later than the thirty - sixth day after the Bid opening . A Pre - bid Conference will be held at the Town Hall at 1 : 00 pm , prevailing time , Tuesday , August 25 , 1992 .
