Review of Planning Board Minutes from Meeting held May 11 , 1992
Page Four, Hagin Subdivision . Al White felt that it should be stated that Roger Hagin was the
person who abstained . Al White moved to accept the minutes as corrected; Roger Hagin
seconded . VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY
ONE- LOT SUBDIVISION, William Earl, East Shore Drive , Tax #37 . 1 -1 -9 . 1
William Earl appeared before the Planning Board to request approval of a one-lot subdivision
of his property on East Shore Drive. Mr. Earl informed the Planning Board that this property
had previously been approved for a one-lot subdivision on 2 / 5 / 90 , but that it was never
recorded at the County Courthouse. He stated that this subdivision is now being
resubmitted because the lot size is being increased by one acre, but that it bias not yet been
surveyed . George Totman commented that any subdivision under five aeres does not have
to be approved by the County. He just sees this as a boundary change from the original
subdivision .
Mr. Earl stated that the original subdivision was surveyed . It was clarified that . a public
hearing was held for the previous subdivision . Larry Sharpsteen wanted to know if the
original subdivision was signed by the Chairman . Larry Sharpsteen went on to stated that
• under both the old and the new subdivision regulations, an approved subdivision must be
filed within 60 days or it is null and void. Linda Hirvonen then stated that a new one-lot
subdivision will need to be done for this requested subdivision.
41 Larry Sharp Steen moved to accept this one-lot subdivision as corrected and to waive the
public hearing, since one had been held for the original subdivision; Roger Hagin seconded.
VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY
Linda Hirvonen informed William Earl that before final approval can be given, a survey will
need to be completed and must be submitted for her signature.
ONE-LOT SUBDIVISION, Gordon Thayer, Ridge Road, Tax #2-1-10
Glenn P. Munson appeared before the Planning Board to request approval of a one-lot
subdivision of the property of Gordon Thayer. He stated that there are no new utilities or
roads involved, that this is just a division of land.
The Planning Board reviewed the SEQR and received a negative declaration.
Roger Hagin moved to accept this preliminary plat as presented; Al White seconded. VOTE:
ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY

A public hearing was scheduled for July :- , 1992, at 8:00 p.m.
ONE-LOT SUBDIVISION, John Hicks, Waterwagon Road , Tax #42-1-1.1
John Hicks appeared before the Planning Board to request approval of a one-lot subdivision
of his property on Waterwagon Road. He stated that he is in the process of refinancing his
property, and a requirement of the bank is that the parcel with the small house on it be
divided from the larger parcel. The small house was built in 1987 with funding from the
Farmer's Home Administration, who holds the mortgage for that property.
The Planning Board reviewed the SEQR and received a negative declaration.
Al White moved to accept this one-lot subdivision and to waive the public hearing; Roger
Hagin seconded. VOTE: ALL IN FAVOR; MOTION CARRIED UNANIMOUSLY
PUBLIC HEARING, THREE-LOT SUBDIVISION, Roger Hagin, Asbury Road and Warren
Road, Tax #39-1-7.2
Linda Hirvonen read the public notice published in the Ithaca Journal, opened the public
hearing at 8:00 p.m., and invited any questions from the public present.
Roger Hagin briefly explained his proposal for the three-lot subdivision. He described his
reasoning for the division since the water district makes farming the land not profitable.
David Eastman, who owns property two lots down from Hagin's property, expressed his
concern about the drainage water and his hopes that the drainage doesn' t come out on
Warren Road. John Sterling, who owns most of the land bordering Roger Hagin's, stated

that he is not against the subdivision, but is concerned with the water in the diversionditch
which covers this property. He wants the water to continue to Asbury Road since there is

• already a clear path for the water. Roger Hagin stated that he would not impede the water
problem, but might even improve it. John Sterling stated that he would like to see the ditch
•
moved because it is in the back 1 1 / 2 acres of his property, which he currently can't use
because it is too wet. Cleryl Nickel asked Roger Hagin how long the drainage has been
there. Roger Hagin responded that it is an old railroad bed which has been there since the
1870's. John Sterling stated that the drainage ditch carries a lot of water.

Barbara Policay, who owns property directly adjacent to the south, questioned Roger Hagin
about any future plans to put a driveway out onto Warren Road through the right-of-way he
is retaining. Roger Hagin stated that his intention is just to retain the right-of-way and not to
put in a driveway for the near future. Barbara Policay responded by suggesting to Roger
Hagin that were he to put in a driveway, that he put the • drainage on the north side of the
driveway instead of along her property. John Sterling and Roger Hagin both agreed that any
drainage problems on Mr. Sterling's property could be dealt with between them privately.
Linda Hirvonen stated that any unnatural drainage on another property caused by the
subdivision of this property needs to be dealt with.

Linda Hirvonen closed the public hearing at 8: 17 p.m. For clarification it was stated that the
tax map number used to advertise the public hearing was correct, but that the one used on
the maps presented during the presentation is not correct.
Larry Sharpsteen moved to waive the requirement for 150 feet of road frontage and lot size
of 30,000 square feet for this three-lot subdivision on Warren Road, because water is
available, there is a 60 foot right-of-way adjacent to this subdivision and it is in keeping with
development in the area; Al White seconded. VOTE: ALL IN FAVOR; MOTION CARRIED
UNANIMOUSLY - One Abstention, Roger Hagin
PUBLIC HEARING, Michael Hovanec, Peruville Road, Tax Map #38-1-6

Linda Hirvonen read the public notice published in the Ithaca Journal, opened the public
hearing at 8:20 p .m., and invited any questions from the public present.
Jackie Warner, who lives across the road from this proposed development, wanted to know
how many houses were going to be built. Michael Hovanec briefly described the subdivision
plan, which includes initially eight lots. He informed them that this will be done in two
phases, the first phase includes eight lots, the second phase could include seven more. He
went on to state that the value of the houses to be built would probably be in the range of
$75,000 - 80,000 and that there would be deed restrictions on each property for such things as
no mobile homes or double wides.
Linda Hirvonen explained to the public that the Board's concern with this proposed
subdivision was with the large number of curb cuts and the increased traffic that would
result on Scoffield Road. She also stated that this subdivision approval process is only for
approval of Phase One, and that Mr. Hovanec will have to go through another approval
process to get Phase Two approved.

Linda Hirvonen closed the public hearing at 8:27 p.m. For clarification, Linda Hirvonen had
read the public notice stating that this is a preliminary plat, but was corrected to state that
this is a final plat.
Al White moved to accept this final plat as presented; Robert Todd seconded. VOTE: ALL
IN FAVOR; MOTION CARRIED UNANIMOUSLY
Cheryl Nickel, Lansing Day, Tune 13, 1992
Cheryl Nickel stated that she has been working of a visual display of her concept of a 'Town
Center" to be presented at the upcoming Lansing Day celebration, June 13, 1992. She stated
that her display will consist of approximately six photos /maps, which will depict Lansing's
past, e. g. Ludlowville, and other town centers. She stated that she would describe the Elmira
Road development and how Lansing will eventually become an extension of Ithaca. The
Town Center will demand that all traffic be slowed down and that curb cuts be reduced u- •
getting neighborhoods off the main streets. She described a 'Town Green" around the Town
Hall. There would be a concentration of senior housing so that they can walk to the grocery •
store and park. The ball fields would be moved across the street.
Linda Hirvonen commented that she had received the final report from Robin Blakely on the
surveys, focus groups, and interviews which were conducted to find out the community's
attitudes toward a town center and other town-related issues. This information will be
shared at the next Planning Board meeting.
• BOUNDARY CHANGE and ONE-LOT SUBDIVISION, East Shore Drive, Gary
Argetsinger, Tax Map #37.1-2-53 .2
Cal Warren appeared before the Planning Board to request approval of a boundary change
and a one-lot subdivision for property belonging to Gary Argetsinger on East Shore Drive.
Mr. Warren stated that Herb Ley, whose property adjoins Mr. Argetsinger's property, wants
to increase his property by 100 feet, and that Ray Turno would like to purchase a parcel to
which he would be moving his used car business onto. Mr. Warren stated that there is a
hedgerow on the property that would block against the commercial in the front and
residential in back on Sharon Drive. He stated that the property owners are retaining 60 feet
of right-of-way off Woodsedge and East Shore Drive for high powerlines .
Cheryl Nickel stated that she would prefer to see the car lot somewhere else since it devalues
property everywhere. Robert Todd stated that he didn' t see her concern since there are
already two businesses next to this proposed car lot. Larry Sharpsteen agreed with Cheryl.
He stated that even if this area was zoned it would be zoned commercial. Cheryl Nickel
added that it might be better if there were street trees with high branches. She commented
on even starting a Downtown Beautification project, and that she knows of people who
would be interested in working on some type of committee for this. Robert Todd then
questioned Cheryl Nickel what she would like to see there. She responded that even a car
lot would be okay if the cars weren' t right on the curb and if there were some trees along the
road.

Cal Warren stated that Herb Ley and Ray Turno approached him together, which goes to
show that they as neighbors are compatible.
%• Larry Sharpsteen moved to consider this one-lot subdivision and boundary change, and to
schedule a public hearing; Robert Todd seconded.
The Board reviewed the SEQR and received a negative declaration. VOTE: ALL IN FAVOR;
MOTION CARRIED UNANIMOUSLY
A public hearing was scheduled for July 14, 1992, at 8: 15 p. m.
Tom Neiderkorn, Master Plan Update
Tom Neiderkorn appeared before the Planning Board to report on the progress of the Long
Range Planning Subcommittee.. In his continued work on the Master Plan . Update, he
distributed a copy of the Assumptions for review and comments from the Planning Board
members as he read through each one: . He stated this was the sketch plan stage. He also
displayed and described' a map of the southern portion of the Town of Lansing, including
some of the Village of Lansing. Tom added that the Policy Statements have already been
reviewed by this Planning Board.
Tom then reviewed and described the map and the legend for the sketch land use map.
Land Use and Circulation System •
• The map indicates the major connectors, which carry traffic efficiently, as Route 34 and 34B,
Peruville Road, and North Triphammer Road. The Village is experiencing delays where that
trafficwill be, and is looking for alternatives. Secondary connectors might connect Benson
Road to Warren Road. The runway will eventually need to be extended and Warren Road
will need to be moved either to the west or perhaps in a tunnel. Another secondary
connector would be to connect Hillcrest Road to North Triphammer Road to Route 34. He
felt that Hillcrest Road could take all the traffic. He described neighborhood roads would
connect neighborhoods so that the traffic would not have to use the major or secondary
connectors to get around the Town. Service roads are the roads that get you to your
driveway.
Land Use Designations
He suggested putting in a main transmission line for sewer to allow higher density to the
northern line of the Village.
Research and Light Industry
Tom felt that the area at the end of the runway would be better suited for research and light
industry instead of more housing like Bean Hill, and that a large portion of that area is
already zoned industrial.

Special Areas
• The Town Center would be a high activity area surrounded by housing. Another part of the
Master Plan might be to cut off Triphammer Terrace and make a park at the triangle.
Tom Neiderkorn stated that if the plan is okay, that the next step is to move toward zoning.
Cheryl Nickel stated that the southern part of the town needs parks, and that Town's don't
want the burden, but maybe Lansing should require developers to contribute. Tom stated
that this is a good way to get money as development occurs, and that the Town of Lansing
should do that. Larry Tvaroha stated that the Town Board is in favor of this.
Grace Haney questioned how you establish a cut through something that is already a
residential area just by widening Hillcrest to accommodate the cut-through traffic. Tom
Neiderkorn responded by stated that you either have to stop it the traffic or acknowledge it.

Larry Sharpsteen questioned Tom if he saw the traffic increasing. Tom responded that with
the increase of industrial and research businesses near the airport and thus the increase of
jobs, that yes the traffic will increase.
Al White wants to encourage the Town Board to start zoning the area by the airport, and
wondered if it took a petition or a resolution. Roger Hagin commented that the present
zoning could be amended.
Cheryl Nickel questioned Larry Tvaroha about the idea of presenting the map at Lansing
Day to get feedback from the public, to which Larry agreed it would be a good idea. Linda
Hirvonen felt that the public will want to be consulted on this Master Plan.
