Planning Board Meeting
• April 20, 1992
Joint Meeting with the Town Board
Board Members Present
Herb Beckwith, Paul Butler, Jeff Cleveland, Linda Hirvonen, Jeannie Kirby, Viola Miller
Mullane, Cheryl Nickel, Larry Sharpsteen, Robert Todd, George Totman, Larry Tvaroha, and
Al White
Survey
Linda Hirvonen began the meeting by updating the Town Board Members as to the status of
the survey. She stated that they need to hire someone to compilate the responses
(approximately 230) indicating that she was surprised by the number of responses from
retired persons. The individual interviews were started on Friday, April 17, but Robin
Blakely and Mario Gualdi will need some refinement in their techniques. The teaching
assistance will be going to the interviews with Mario.
Cheryl explained what the focus groups are and the function of the Community Dispute
Resolution Center in the focus groups, which is to keep them focused and • to keep tempers
• down. Viola Mullane commented that the County is interested in what the town people
think, expect, and want for their future.
Maps
Linda Hirvonen stated that Tom Neiderkorn is working on maps and paper roads. Larry
Sharpsteen described the maps that are being developed as being 1" to 600" which will have
subdivisions on it and will have overlays for paper roads and future developments. He felt
that this master was still four months away from completion.
Grant
Cheryl Nickel informed the Town Board of the grant that she applied for through the New
York State Council for the Arts, but won't know the outcome until the fall. The grant is for a
study of a town center for Lansing. Cheryl also informed them about the project with
Jeannie Barrett, in which they are developing a visual picture for the people of Lansing to be
able to respond to. It is hoped that this presentation will be ready for display at Lansing
Days on June 13. Herb Beckwith agreed with Cheryl that a visual presentation needs to
include both good and bad pictures. Begin by showing what could happen, then show what
would be recommended to happen, and then explain the process for achieving the
recommended outcome is through Site Plan Review or zoning.

• Site Plan Review
Larry Sharpsteen questioned the Town Board as to the status of Site Plan Review which was
passed on to them from the Planning Board, and whether they think anything may need to
be changed. He raised the issue of the Sunoco Station and Bar Harbor, and a few
subdivisions, where this tool could have been used. Jeannie Kirby's response to Larry was,
"Do you want to sell it to the public?". Larry Sharpsteen responded that he would like to sell
it to the public, but not to use it to lead into zoning or as a substitute. He sees Site Plan
Review as a development tool to be used by the Planning Board. It would allow the Board
to protect the land, site roads, and curb cuts. His example was that they would have been
able to line up curb cuts of the AM/PM and Bar Harbor.
Larry Tvaroha felt that the implementation of Site Plan Review should wait until after the
survey process has been completed and tabulated so that a feel for what the people are
saying can be gathered. Larry Sharpsteen stated that the people need to be educated in order
to sell it to them. Herb Beckwith responded that you have to make they people want to
learn.
Herb Beckwith questioned Larry Tvaroha as to whether Site Plan Review would double the
time the Planning Board has to spend and whether the Planning Board has that extra time.
Larry Sharpsteen responded stating that Site Plan Review would be used as a tool. Larry
also stated that zoning would have to be expanded in some areas and stabilized. Jeannie
Kirby felt that there are some people would like to be zoned.
• Jeannie Kirby felt that only partial zoning would be accepted in the Town of Lansing, and
that any changes to the zoning would need to go to the State. Al White commented that if
all agriculture was excluded from the zoning laws, that the northern two-thirds of the Town
would accept the zoning.
Open Land
Linda Hirvonen stated that we need to have major developers either donate land or cash in
lieu of land, but it is not in the revised subdivision regulations. Larry Sharpsteen felt that
this idea should be put in the subdivision regulations with some discretion, since the major
and minor is being taken out of the regulations. Larry also felt that there is a difference
between someone with three lots versus someone with 20 lots, to which Viola Mullane
disagreed. Robert Todd questioned as to who would take care of the open land. Larry
Tvaroha felt that the developers need to be given some incentives to take care of the land.
Land Sale
Jeannie Kirby stated that there is going to be a public hearing held regarding the purchase of
the property across from the Town ball fields, and that the financing needs to be figured out.
Larry Tvaroha stated that at this public hearing it would be a good idea to have someone
from the Planning Board there to address 'Town Center" issues. Jeannie Kirby went on to
state that the senior housing needs to be expanded and that the ball fields need to be moved
to the other side of the road.

. Industrial Development
Larry Sharpsteen discussed the idea of waste handling at the Stone Quarry (preparing,
packaging, and handling of recyclables). Jeannie Kirby stated that this idea has been
discussed among the Town Board members.
Jeannie also stated that she had been discussing with Cargill the possibility of putting in
truck lane on Cargill's property, but felt that some buildings would have to be put down,
and that they have looked at other options for traffic routes.
Jeannie Kirby stated that the Town Board is working jointly with the State to put in stop
lights at Rogues Harbor and Triphammer intersections.
Town of Lansing Water and Sewer
Jeannie Kirby stated that the sewer project is moving slowly since there is no funding
available, but they are trying to route some sewer through Dryden and need approval of the
Town and City of Ithaca. Once this approval has been secured, the Town of Lansing would
pull out Borg Warner from Cayuga Heights to go through Dryden, then reroute the
remaining homes through Cayuga Heights. The new route would run from the Armory to
Warren Road, which would also be a backup for the Town of Lansing. The Village and
Town of Lansing and Dryden would cost 13 million dollars to complete the sewer systems. •
Water - Fidler's Green Area
• Jeannie Kirby stated that they are trying to get a grant district in Myers without Ladoga Park
to the old UPS building. The surveys are done and two areas are qualified for a HUD grant.
They would need an additional tank at the top of Ludlowville Road and at the top of the Hill
by Sperry Lane. This project is hoped to be started by summer.
Al White, on behalf of the Planning Board members, acknowledged the insight that Larry
Tvaroha has brought from the Town Board to the Planning Board and told him that it has
been appreciated.
It was agreed that a joint meeting between the Town Board and the Planning Board be held
at least every three months.
