HomeMy WebLinkAbout1992-01-27 TOWN OF LANSING Planning Board Meeting Monday, January 27, 1992; 7:30 p.m. PLANNING BOARD * Denotes Present * Al White Larry Sharpsteen * Roger Hagin * Linda Hirvonen Viola Miller Mullane Frances Ramin * Robert Todd * Cheryl Nichols * George Totman, Planning, Zoning, and Code Administration * Larry Tvaroha, Town Councilman * Tom Neiderkorn Chairman Al White called the meeting to order at 7:35 p.m. GENERAL BUSINESS Larry Tvaroha reported that the Town Board is continuing to work on the sewer project, and expects that a recommendation will be reached within a week or two. He reported that the Town is looking to buy in capacity which would make the cost approximately $950.00 per household for • sewer. Lansing's usage accounts for 78% of the current usage, while Cayuga Heights uses the rest. If Lansing were to pull out of the Cayuga Heights system, the Village of Cayuga Heights would have to increase their patrons' fees significantly. This gives Lansing some leverage in the continuing discussions of sewer. Larry Tvaroha reported that the Town of Lansing is still in line to buy the land across the road from the town ball fields, and will be pursuing it. He reported that the state basically offered the property to the Town for a price, which now has to decide whether to buy it or not. He felt a decision would be made within two to three months. He stated that the property would come with the stipulation that it remain for public use, but a town building can be constructed on this land, which totals approximately 140 acres. Roger Hagin stated his support for the purchase of this property. Larry Tvaroha stated that the Boys' School construction is still in progress. There hasn't been much communication with the Town Board from the State regarding this project, but they will need approval from the Town for the water district extension. Cheryl Nichols reported that she had again spoken with Stu Stein regarding the possibility of a student project with his class. He told her that Jerry Wells in the Architecture School is getting funding from Cornell University to do a study on town usage of a park. Cheryl Nichols said that she had spoken with Jeannine Kirby, who is familiar with this project, to suggest that the classes work toward generating some useable information. Since the Tow of Lansing Planning Board is in the process of developing a plan for the future of Lansing, perhaps they could work towards something that could also be helpful to this Board's efforts. • • Board of Education Cheryl Nichols updated the board members as to the response from the Board of Education to the , suggestion of a survey of the community done with the assistance of the kids in school. The response from Raymond Buckley and Creighton Lusk was good, but the Board of Education didn't want to get into messy political issues. Cheryl felt that that avenue for communication was now cut off. George Totman suggested that perhaps a presentation to the Board of Education of the survey and its ultimate purpose might change their minds. He felt that it would be harder for the Board of Education to say no to a group of citizens, than it is to say no to the administration. Linda Hirvonen commented that the committee really doesn't want to take that long on just the survey process. Tom Neiderkorn handed out a possible questionnaire that could be used to survey the community as to their wants and needs. He suggested that the Board members review and revise these questions as they thought appropriate and to submit them back to a Planning Committee member for discussion. Policy Statement Tom Neiderkorn was present at this meeting to discuss the progress made to date by the Planning Committee. He presented a draft of the Town of Lansing Master Plan Update Planning Policy, and asked for any comments, changes, or suggestions to this draft. As each section was reviewed by the Board members, changes were made as agreed upon. Robert Todd will be rewriting the section on Agriculture and submitting it to the Planning Committee. The Planning Committee will meet again to continue to work on these policies and will resubmit them to the Planning Board at the next "planning" meeting. George Totman gave everyone a copy of the study done by the Village of Lansing for their review.
