Any other business that may come before the Board . 1 • TOWN OF LANSING PLANNING BOARD MEETING MONDAY , JULY 8 , 1991 ; 7 : 30 P . M . PLANNING BOARD * Denotes present * Al White Larry Sharpsteen Carol Kammen * Roger Hagin * Linda Hirvonen * Viola Miller Mullane Frances Ramin * Robert Todd * Larry Tvaroha , Town Councilman * George Totman , Planning , Zoning and Code Enforcement Office Public Present George Larson Kathy Nedrow George Pfann , Jr . Sandy Hagin Lorraine Larson Betty Grant Cathy Barron Alice Olsefski Chairman , Al White called the meeting to order at 7 : 45P . M . Larry Tvaroha , • Town Councilman , reported that more than likely the Town Board would be appointing a replacement for the position of Justice left vacant due to the death of Fred Spry . The Town Board has looked at several options . He also discussed Milliken Stations latest proposal which is up to $ 159 million dollars . There are presently 32 applications for Federal Funding . Originally the Federal Government was going to fund 2 or 3 projects , however they are now lookin at funding 15 projects . The situation looks like a fifty- fifty chance . The decision whould be made by September . Regardless of the outcome , it looks as though something will happen at the Milliken Plant . Councilman Tvaroha added that a couple of meeting ago the Planning Board discussed open burning , and he followed up with the Health Department , and has copies obtained from them which indicate what can and con not be burned . These copies were distributed to the board . Councilman Tvaroha noted that we had been approached by N . Y . S . Division for Youth regarding the expansion of the Girl ' s School - approximately 22 - 24 million dollars . They are looking to update the water supply , and possibly the Sewage system . ( There would be approximately 55 , 000 gallons of septic waste per day ) . The State is in contact with the Town on these issues . The Town is also looking at the land across the road from the Town Hall which is owned by the State of New York . There are no difinite plans in place for this land at this time , but with thoughts of a comprehensive plan , and the creation of a Town Center , it is felt that it would be wise to secure that land for the future , if it economically feasible . We do hot have at this time an up - to- date Master Plan . 411had Miller Mullane asked if the implication was that the Planning Board had been remiss in not working on this ? Larry Tvaroha asked when the last Master Plan or 10 year plan had been prepared ? Viola Miller Mullane replied that it was 1971 . She also stated that it is one of her main concerns . Nothing is being done to plan for the future . • Larry Tvaroha state that we need to find time to do some planning for the future . Perhaps we should consider funding in the next budget for some professional help . It is very difficult for this board to meet once or twice each month and take care of everything that comes up regarding the Planning Board , and also have time to address these issues of planning for the future . Professionals can spend 8 hours each day and still have a hard time making any kind of headway on these issues . This should be something that we look at when we put the Budget together for 1992 . If we were to have this kind of program in place , the Planner could spend time working with the ideas and thoughts of the various boards , and then come to the P lanning Board for some final decisions . Good discussion followed . L arry Tvaroha also reported on some of the other work being done by the Town Board . The Spec ' s for new roads are being worked on to better identify what is expected from the developer , so he knows up front what will be required . L inda Hirvonen expressed her concerns about the Town requiring the new roads to be completed before permits can be issued . Construction traffic for building can be detrimental to the newly finished roads . Larry Tvaroha stated that the Town is looking into this . L inda Hirvonen remarked that other communities hold the developer responsible , but that they allow building to commence first . She ' s not sure how , but in the end the developer is still responsible . A good general discussion followed . • Al White asked for approval of the June 10 , 1991 minutes . Roger Hagin moved to accept the June 10 , 1991 minutes , Seconded by Robert Todd . Carried George Totman passed out copies of a proposal from Tom Dyckman , Tax Map # 42 . 1 - 2 . 6 . The Dyckman ' s would like to purchase 150foot adjacent to their property as a property boundary change . The two pieces would then become one consolidated tax parcel number . After a brief discussion , Linda Hirvonen moved that the Dyckman boundary change be approved , and the end product be one parcel in one deed . It was seconded by Viola Miller Mullane . Carried LARSON SUBDIVISION , Tax Map # 44 - 1 - 33 . 1 located on Cherry Road . This Minor 2 Lot Subdivision was presented by George Larson . The drainage is good , and there is no sign of standing water . General discussion as to the size of the lots and drainage follwed . Linda Hirvonen stated that this is not really what the Planning Board likes to see , however it looks like the best possible use for this particular piece of land . A Short SEQR was performed , and it was declared a Negative Impact . Linda Hirvonen moved to accept this as presented , no new roads or utilities etc . She also stated that it be noted that this is within the Airport Hazard Zone . She further moved that we forego a Public Hearing . It was seconded by Viola Miller Mullane . JON . NEDROW SUBDIVISION , Tax Map # 16 - 1 -45 . 2 - One lot subdivision ( 250 X 250 ) located on Emmons Road , and a small boundary change on Davis Road to be added to Tax Map # 16 - 1 - 30 presented by Kathy Nedrow . Larry Tvaroha why next to the 250X250 lot they are retaining a 100 foot Right -Of -Way instead of a 60 foot ? Kathy stated that it was at Jon ' s request . Roger Hagin moved • to accept the One Lot Subdivision as presented . Seconded by Linda Hirvonen . Carried . ( 2 ) • Viola Miller Mullane moved that the boundary change on Davis Road , Tax Map # 16 - 1 - 30 which was covered in the Nedrow subdivision SEQR be approved . Seconded by Roger Hagin . Carried . FRED ROGERS - Tax Map # 44 - 1 -40 . 21 request to consolidate 2 lots ( # 28 & # 21 ) in the Horizons Subdivision . Lot II 21 was not approved for septic by the Health Department . Mr . Rogers would like to incorporate it into one Deed . It was presented by George Pfann , Jr . L inda Hirvonen moved to accept the boundary change as presented by Mr . Pfann on behalf of Fred Rogers . Seconded by Viola Miller Mullane . Carried . VOLBRECHT SUBDIVISION , Tax Map # 37 . 1 - 7 - 3 . 2 - Update presented by Robert Coates . Mr . Coates stated that the Health Department will be having a Variance Request Hearing on 7 / 11 / 91 . He is in hopes that everything will be in place by the next Planning Board Meeting . Al White requested that if everything is in place , he would like to hold a second meeting on July 22 , 1991 to have a Public Hearing on this . The Planning B oard agreed to hold a Public Hearing on the Volbrecht Subdivision , provided all of the necessary paperwork is in place . BRIARWOOD SUBDIVISION , Tax Map # 44 - 1 - 33 . 2 presented by Don Ellis from Cornerston Land Planning . Mr . Ellis stated that the plan is to get back on track with this project . Furthermore he stated that they have found no problems meeting the Town Engineer ' s requirements ( Punch List ) . L inda Hirvonen questions the curb cuts on Bush Lane , and everyone agreed t o have only one cut on Bush Lane . Mr . Ellis said he could live with this • request . Robert Todd asked why the concern over larger lots . Viola Miller Mullane explained since water is available it would be a waste of land , and furthermore that roads would bring all traffic out on one cut . Viola stated that for the record she is still not in favor of Two Acre Lots . Al White asked if another Public Hearing is needed . Wiola Miller Mullane felt that we should hold another Public Hearing due to the time lapse involved , and the size of the it . D on Ellis stated that he would have all names and addresses of adjacent lot owners available to George Totman by July 10 , 1991 . It was agreed to hold another Public Hearing on July 22 , 1991 . Al White asked if after this is approved , does Cornerstone have any plans to design and build homes there ? Mr . Ellis stated that this is still in the planning stages . Al White would like the minutes to show that this is within the Airport Hazard Zone . DOUGLAS & SANDY HAGIN , TWO LOT SUBDIVISION , Tax Map # 44 - 1 - 20 . 1 located at 20 Belvedere Drive . Sandy Hagin explained to the Board that she and her husband would like to buy a 150 foot X 328 foot lot from her parents , Al & Betty Grant . Al White went through the steps of the SEQR and at the culmination it was declared a Negative Declaration . Linda Hirvonen moved to accept the Hagin Subdivision . Since there are no new roads or utilities , a Public Hearing can be waived . Seconded by Viola Miller Mullane . Carried . David Herrick , Town Engineer arrived at 9 : 01P . M . Al White briefly went over some of the new proposed laws that are before the 411- Assembly & Senate . ( 3 ) • ✓ iola Miller Mullane explained that working on the laws is part of the function of the New York State Planning Federation . Al White asked Dave Herrick if he had anything that he would like to report on ? Dave stated that he should have the Briarwood Development statement signed by next week . He also stated that there is a proposed Right -Of-Way being established from Grandview up to the Whispering Pines D evelopment due to the need for a new water storage tank . This is the proposed area for the new tank . The details are being worked on now . The The intent is to also put a new storage tank in the Ludlowville area . D ave Herrick also stated that a Public Hearing has been scheduled for July 31 , 1991 to discuss the proposal for the new Water Storage Tank . The meeting was adjourned at 9 : 31 P . M .
