Chairman , Al White called the meeting to order at 7 : 34 P . M .
Carol Kammen moved to accept the minutes of the March 11 , 1991 meeting .

Al White asked if there were any comments of the ( inute ) of the joint
meeting between the Village & the Town . V . Mullane stated- that ' she .has
been in contact with some of the Village Board members , and that she has
received positive comments;
R . Hagin reported that he attended the March 20 , 1991 Town Board Meeting ,
and a new development project was presented by NYSEG . ( Information sheets
were passed out ) The development is in regard to the Milliken Station Plant .
They are proposing an operation which will reclaim sulphur from stack emissions
and it will take sulphur from the stacks , combine it with lime , and make gypsum .
There will possibly be a new plant that will produce gypsum wallboards . ..
R . Hagin also added that Jeannine Kirby is proposing to add an agricultural
representative to the Planning Board ; possibly Robert Todd .
L . Hirvonen & R . Hagin briefly discussed the problems with developments
within an Ag District , as they pertain to extending roads & water .
L . Tvaroha announced that on April 29th Noel Desch will give an ' update
on the Sewer situation , and everyone is invited to attend . He also commented
on the study John Howell has completed . Possibly a joint meeting will be
forthcoming .
R . Hagin suggested having a joint meeting with the Town Board for the purpose
of discussing the Site Plan Review . He commented on the problems of new roads ,
letter of credit , people wanting to move in , but having trouble getting CO ' s
The uncertainty of the new roads effects these things . Roger feels that '. is
all the more reason for setting guidelines and checklists .
L . Tvaroha asked if April 24 would be acceptable for a joint meeting , and
all agreed .
L . Sharpsteen stated that Gary LaMont from the ASCS is available for any help
he can offer .
Chairman White , at 8 : 00P . M . introduced Tom LiVigne , who has requested a one .
lot subdivision on the end of Grandview Drive . Tax Map 11 40 - 4 - 14

G . Totman explained that because of the turn around connecting that property
the Town Attorney Richard Thalerasked that he be involved in the legal drawing
of the deed .
L . Hirvonen asked Mr . LiVigne about the Health Department approval . Mr . LiVigne
produced a construction permit from the Health Department .
C . Kammen stated that Mr . Horky should be notified that in the future there will
have to be a better overall plan presented .
C . Kammen read throught the SEQR step by step , and a negative declaration
was declared .
Mary Decker , representing Mr . Horky explained that Mr . Horky does not at this
t ime have any intention of further Subdividing , except for the entire parcel .
She also asked the board how it would fel if Mr . Horky had the opportunity to
sell one more lot across the road from Mr . LiVigne .
✓ . Mullane noted that this is the first Subdivision of . the Horky property . The
board felt that if another was to be sold , he should come back with a new proposal ,
and it would be acted upon by its merits at that time .
L . Sharpsteen moved to approve the one lot Horky ( LiVigne ) Subdivision . Seconded
by C . Kammen . Unanimously approved .
Keith Kirby presented a redrawn survey of Tax MaplE 29 - 1 - 37 which was approved
last September 10 , 1990 , and he asked for a boundary change . The lots are
larger with a 60 foot access right to the back property .

C . Kammen moved to accept the boundary change of the Kirby Subdivision . Seconded by
L . Sharpsteen .
Robert Walpole presented a plan for a 3 lot Subdivision on the corner of Weeks and
L ocke Roads . Tax Map // 6 - 1 - 6 . 2 . He explained that these were sold at public
auction , and before the sale , the potential buyers were informed ( instructed )
that it would be contingent upon the Town of Lansing Planning Board approval .
L . Hirvonen stated that we should hold a Public Hearing on this , and we
accept the preliminary plot plan on the proposed 3 lot subdivision . She
moved to schedule a Public Hearing for 8 : 00P . M on May 13 , 1991 . Seconded by
C . Kammen , and carried unanimously .
C . Kammen read through the steps of the SEQR for and a Negative Declaration was
declared .
Gulf Creek Subdivision ( Cayuga Lake Highlands ) Tax Map # 36 - 1 - 13 . 2 & 36 - 1 - 15 . 1
proposal to consolidate lots # 9 , 10 , 11 , 12 , 13 into 5 lots due to soil conditions
and advise from the Health Department this change was recommended .
L . Sharpsteen moved to accept revisions with the comment that it is a good
improvement . Seconded by L . Hirvonen . Carried unanimously .

L . Hirvonen asked for a discussion about forming a committee for the pruposel
of planning for future roads . (((
✓ . Mullane also expressed concern of the lack of planning as it related to future
developments , and the proper placement of new roads .
L . Sharpsteen asked George if he would contact Jeannine Kirby about getting enough
copies of the new Town - map . ( approx . 20 ) He also feels that we should develop a
position paper as to the extension of Warren Road and the re- alignment of Hillcrest
Road .
It was decided that the second meeting in May would be devoted to roads .

411 Leslie Reizes re - submitted the Environmental Assessment Form 617 . 21 ( SEQR)
It was reviewed item by item , and the following adjustments were made :
A- 18 should be YES it is in an Ag District . B- 13 changed from NO to YES ( Septic )
B- 16 changed from NO to YES . C - 3 & ' 5jchange NO LIMIT to nolimit under
Zoning , limited by Subdivision and Health Department .
It was approved unanimously , and the Public Hearing scheduled for 8 : 15P . M . ,
May 13 , 1991
Krishna Gupta - One lot Subdivision , Tax Map # 40 - 3 - 23 location Grandview
Drive .
C . Kammen went through the steps of the SEQR form and a Negative Declaration
was declared . The proposal was to divide one lot into two acceptable lots
that meet the Town Subdivision regulations .
C . Kammen moved for the approval of the Gupta one lot subdivision . Seconded
by R . Hagin , and carried unanimously .
The meeting was adjourned at 9 : 50 P . M .

Dear Mr . Totman:
I am writing to you to request a copy of my subdivision application for
the above referenced property. I also need a copy of the minutes of the
March 11 , 1991 Town Planning Board meeting which document the approval
® of the sketch plan subdivision requested .
It is a pleasure to thank you for your help in preparing the application
for subdividing the above referenced property . In addition, I would like to
thank the entire Planning Board for their reasonable and thoughtful
consideration of my application and their efforts to swiftly conclude this
item of business .
