PLANNING BOARD * Denotes Present * Al White * Larry Sharpsteen * Carol Kammen * Roger Hagin * Linda Hirvonen Viola Miller Mullane * Frances Ramin * Larry Tvaroha - Town Councilman * George Totman - Planning , Zoning , & Code Enforcement Officer PUBLIC PRESENT D ean Shea Clifford Buck Barry Kasonic Jim Tyler ® Ellen Brotzman Jerry Howser Joan Howser Al White , Chairman called the meeting to order at 7 : 36 p . m . G eorge Totman passed out copies of the February 25 , 1991 Planning Board meeting minutes , and explained that from a recent conversation with Ms . Barbara Evans , it looks like she will be back with the Board for the April meeting . Carol Kammen moved to accept the February 25 , 1991 minutes . Roger Hagin seconded the motion . The minutes were accepted as : amended with Frances Ramin spelled correctly . Al White asked if Roger Hagin or Linda Hirvonen would bring the Board up to date regarding the joint meeting that was held with the Village of Lansing Planning Board . Roger Hagin explained that he felt the meeting was a success . One of the main topics had to do with the roads into and out of the Village , and the overflow - patterns . The Village . : expressed their desire to extend Hillcrest Road . Al White added that the Village is however very opposed to the proposed extension of Warren Road . L inda Hirvonen complimented Al White for the excellent job he did of explaining to the Village Board the various problems facing the Town . Carol Kammen asked if the Burdick Hill problem was discussed . Roger Hagin stated that that and many other issues were touched upon , and it was tentatively decided that another meeting could be scheduled by mid summer . L arry Sharpsteen asked what the Villages ideas are on affordable housing . Al White explained that there was a good discussion about it , but nothing concrete was decided . It was noted that those in attendance from the Town Planning Board were Roger Hagin , Linda Hirvonen , and Al White . CLIFFORD BUCK , 2 LOT SUBDIVISION , TAX MAP # 27r1 - 26 . 2 LOCATED ON CONLON ROAD AND BUCK ROAD Al White read the Public Hearing notice and asked if there was anyone present who would like to know more about this subdivision . Jim Tyler asked about where it is located , and what is involved in it . Al White explained the various events that brought this up to a Major Subdivision . George Totman showed Mr . Tyler the map outlining the parcels that are to be sold . Al White asked for any other questions . Mr . Tyler asked what the requirements are in the Town for road frontage . It was explained that in subdivisions it is a 150 ' road frontage requirement . No further questions were raised . L inda Hirvonen moved to close the Public Hearing on the Clifford Buck subdivision at 8 : 07 p . m . Seconded by Carol Kammen . Al White explained that . the Planning Board will act on this at a later t ime . L inda Hirvonen stated that the Village of Lansing has some wonderful maps for their use , and stated further that she had not yet contacted Tom Neiderkorn regarding maps for the Town ' s use . Roger Hagin asked George Totman if he has the latest Site. Plan Review , and • had it been made available yet ? L eANN & DEAN SHEA , SUBDIVISION , TAX MAP 4I 38 .-- 1 - 38 LOCATED AT THE CORNER OF COLLINS ROAD & ASBURY ROAD . Al White called the Public Hearing to order at 8 : 15 p . m . , and read the notice of the Public Hearing . He asked if anyone was present who would like to ask any questions . Furthermore George Totman explained that the ( 7 ) seven adjacent landowners had been sent notification of this Public Hearing . L inda Hirvonen moved to close this Public Hearing at 8 : 18 p . m . , ' since no one has any questions . Al White asked where things stood with regard to the Site Plan Review P rocess . At this point Jerry & Joan Howser came in to hear about the Shea Subdivision . Carol Kammen moved to re - open the Public Hearing to explain the Shea Subdivision to Mr . & Mrs . Howser . Upon explanation , the Howser ' s stated that they were satisfied with the restrictions etc . for this subdivision . Frances Ramin moved to close the Public Hearing for the second time at 8 : 23 p . m . Seconded by Linda Hirvonen . SITE PLAN REVIEW - CAE TECHNOLOGY LOCATED ON DUTCHMILL ROAD , TAX MAP II 39 . - 1 - 50 . 8 ( presented by Barry Kasonic ) Al White asked Mr . Kasonic to come forward and explain what is being asked for in this expansion request . Mr . Kasonic showed the plans that were 411 originally presented . The original plan was scaled down for economic reasons . CAE Technology is a company which makes Computer Software products . :: : ( 2 ) ® Two years ago this company employed 15 , and they now have 25 employees . There is now a need to bring the building up to the original design as is being shown to the Board ' L inda Hirvonen asked if the Development Company has approved these changes , and Mr . Kasonic responded that he believes that issue has been taken care o f . Linda Hirvonen further asked if the lot coverage is within the specs o f the original approved plan ? Carol Kammen remarked that she was pleased with their excellent landscaping , and moved to pass- the Site Plan request as submitted . Seconded by Larry Sharpsteen . Larry Sharpsteen questioned the berm on the South side of the Warren Road Business Park . He felt that the berm should have been higher . Carol Kammen commented on the trees that were planted on the M -. & S Mobile Home Park . They are apparently dying out . Frances Ramin asked if we are through with the Clifford Buck Subdivision ? Al White re - explained that because of the number of Minor Subdivisions for Mr . Buck , this additional subdivision must be a Major . Frances Ramin moved to accept Mr . Buck ' s Major Subdivision which includes at this stage 2 lots ( Tax Map # 27 - 1 - 26 . 2 ) . One includes the barn & lot , and the other the house & tot . Seconded by Larry Sharpsteen . Al White told Mr . Buck that when he brings in something he wants signed , ® everything is legal . Mr . Buck indicated that he would find out from his attorney what is needed . He assumes a copy of the Board minutes would be sufficient . Al white stated that before it could be recorded as a Major Subdivision , the P lot Plan would have to be signed and stamped . L inda Hirvonen moved to approve the Shea Subdivision at Collins & Asbury Roads . Seconded by Carol Kammen . Larry Sharpsteen commented how good the new modular home belonging to the Campbells ' on Asbury Road looks . He stated that it was an asset to the neighborhood ! Frances Ramen brought up the subject of plantings . Perhaps we need some professional help . Some discussion followed as to what is or has been required . Larry Sharpsteen suggested that we re - inspect the landscaping plans for the Warren Road Business Park . He stated he would review this . Al- White . brought up the Site :'Plan ..Review °Process , -.arid . indicated '_.that !he feels we are ready to go to a Public Hearing . Carol Kammen moved that we set April 8 , 1991 as the date for the Public Hearing on the Site Plan Review Process . No second on the motion . L inda Hirvonen stated that she just ' recently visited the Dykeman home , and it is gorgeous . The Dykemans extended their thanks to all Town officials for their help in the process of accomplishing the project . They also • extended an invitation for us to visit them . ( 3 ) ® Al White asked if any of the Site Plan Review Process had been discussed at the Town Board meetings ? George Totman volunteered to make sure the Town Board members all have ' copies at their next meeting . Roger Hagin thought perhaps this should be published in the Ithaca Journal so people could have a better understanding . Larry Tvaroha suggested that we wait and put it in the next Newsletter . He stated that Mrs . Kirby informed him that she intends to get another Newsletter out in the near future . Al White feels the idea of putting it in the next Newsletter is good , since it is sent • to all taxpayers . After the Newsletter goes out a date for the Public Hearing could be set . L inda Hirvonen stated that the next regular meeting will be April 8 , 1991 unless something comes upbefore that . George Totman stated that if there is anything that he feels needs to be taken care of before that he will schedule a meeting . for March 25 , 1991 . L inda Hirvonen informed the Board that she attended the last Town Board meeting , and that she would gladly take Roger ' s place for the next 3 meetings . Roger stated that he didn ' t mind going to them , but it was alright with him if Linda Hirvonen replaces him . Roger Hagin asked if we shouldn ' t start doing more planning , such as commercial development & roads etc . 411 Linda Hirvonen thought maybe a committee of 3 or so would be more workable . This committee could then report back to the Planning Board on their progress . In addition this committee could identify areas that the Planning L oard would need to address . Larry Tvaroha commented that it would be a good idea to keep abreast of the needs , and look at things , such asc Dowe have - a :need for open' space ? L inda Hirvonen noted . . that there would be a County Planning meeting this Wednesday night to discuss Sewer & Septic problems . The speakers will be Noel Desch & John Anderson . It was suggested that Larry Tvaroha , as liason _ '.from the Town Board be put on the agenda at the beginning of each meeting . L inda Hirvonen moved for adjournment at 9 : 21 p . m .
