Chairman , Al White called the meeting to order at 7 : 26 p . m .
Al White explained that due to the lack of a quorum at the February
11 , 1991 meeting , it would be necessary to cover the entire agenda again ,
although it had been covered at the previous meeting .
® Al White stated that Clifford Buck had attended the February 11 , 1991
meeting , and had presented his plans to sell a barn with some adjacent
land on the corner of Buck Road & Conlon Road . Furthermore he stated
that Mr . Buck also had indicated plans to sell his home and some land
on the opposite corner of Buck & ' Conlon Roads , as outlined in the un-
official minutes . Due to the fact tht Mr . Buck has submitted ( 3 ) three
previous Minor Subdivisions , these additional plans would require filing
for a Major Subdivision . At the previous meeting , Mr . Buck had inquired
as to the possibility of the Planning Board declaring one of the Minor
Subdivisions with ( 4 ) four lots null & void . If this were a posibility ,
would he still be required to file for a Major Subdivision ?
Linda Hirvonen asked if we would be required to hold a Public Hearing , as
well as whether or not the Planning Board has the authority to make null
& void a subdivision at Mr . Buck ' s request .
Carol Kammen moved that the ( 4 ) four lot Subdivision approved on 12 / 11 / 88
and located on the East side of Conlon & the South side of Buck Road be
declared null & void at the request of Mr . Clifford Buck .
Linda Hirvonen read Section 406 , Cert 4 , which states that this type of
matter should be forwarded to the Town Board for their review , and decision .
Roger Hagin seconded Carol Kammen ' s motion .
George Totman stated that the new Subdivision Rules & Regulations are
at the printers .
® Al White asked for approval of the January 14 , 1991 Minutes as submitted .
Carol Kammen moved to accept the minutes of the January 14 , 1991 Planning
Board Meeting . Roger Hagin seconded the motion .
Vote : All in favor
Linda Hirvonen moved that the minutes of the January 28 , 1991 Planning Board
Meeting be accepted . Seconded by Roger Hagin .
Vote : All in __ favor
Al White recognized Keith Kirby . Mr . Kirby presented his plans to extend Mr .
Walter ' s property to include a barn that had been built on the original Munson
property , which was sold at the Auction , and pruchased by the Kirby ' s . These
plans require • a boundary revision .
Carol Kammen moved to accept the boundary change as presented by Mr . Kirby .
Motion was seconded by Roger Hagin .
Vote : All in favor
Carried
Al White moved to accept the boundary change presented by Steven Bauman
at the February 11 , 1991 meeting for Tax Map # 17 - 1 - 17 located on Brown
Road . This change would increase the size of Mr . Cook ' s property by
1 . 47 acres . The motion was seconded by Linda Hirvonen .

(3 ) Three lot Subdivision Tax Map # 38 - 1 - 38 located at the corner of
Asbury & Collins Roads . Al White asked if everyone was familiar with
this area ?
Roger Hagin explained that all lots meet the requirements , _ : drainage is good ,
and he sees no problem with it . All three ( 3 ) lots have approximately
200 ' frontage , and ar about 1 acre .
Al White stated that the Planning Board would have to go through the Short
Environmental Assessment Form & SEQR as follows : Item A-NO , B -No , Cl -Yes ,
but not exceeding one ( 1 ) house per lot , C2rNo - In Agricultural District ,
C3 - No Pasture land , C4 -Yes , but only affected by one ( 1 ) family home ,
C5 -Yes , but only affected by one ( 1 ) family home , C6 -No , C7 -Yes , but only
affected by one ( 1 ) family home . Part 3 - Determination- Significance , checked
L ox # 2 based on information from the above analysis , and any supporting
documentation , that the supported action will not result in any significant
or adverse environmental impact . The impact will only those affected by
the construction of one family dwellings on each of the ( 3 ) three lots .
Roger Hagin stated that this is one agricultural area he would agree could
be best served as building lots .
L inda Hirvonen moved that the Planning Board accept the sketch plan , approve
the preliminary plat , and schedule a Public Hearing for March 11 , 1991 , providing
the map is presented for signature approval . Seconded by Carol Kammen . Motion
carried .
There was a general discussion concerning the acceptability of new roads between
the Town Board , and the Planning Board .

Roger Hagin read excerpts for the 2 / 11 / 91 meeting for the benefit of those
who were not present .
Carol Kammen moved that we accept Mr . Buck ' s new proposal on this parcel ,
which are actions # 4 & 5 , as preliminary plats .
L inda Hirvonen asked if we have a plan ?
Al White explained in -- detail what Mr . Buck stated at the last meeting . He
further stated that even if the Planning Board makes null & void Mr . Buck ' s
previous one lot subdivision , a Public Hearing would still be required .
L inda Hirvonen stated that Mr . Buck should bring in a map showing all
approvals at this point .

Al White stated that we have all of that in the folders .

Linda Hirvonen moved that we accept Mr . Buck ' s ( 2 ) two new actions on
Tax Map # 27 - 1 - 26 . 2 as preliminary plats in a Major Subdivision , and schedule
a Public Hearing . The acceptance of this motion should be pending the . .
submission .:. of _ ai.map detailing all of the Subdivisions to date , as well as
those most recently proposed , with copies to all Planning Board members
prior to the Public Hearing . Motion seconded by Carol Kammen .

Roger Hagin & Larry Tvaroha asked George Totman how the new Town Map is
coming . George explained that the map in question is the map that he and
Jeannine Kirby have been working on . The map is to be sent out to all

It was suggested that an official Town Map be put together . Further
discussion followed regarding the official Town map . Larry Tvaroha asked about
the cost involved in preparing such a map . Roger Hagin volunteered to contact
someone at Cornell University to inquireTabout getting some help with this
potential project .
Roger Hagin spoke about the joint meeting between the Village of Lansing Planning
Board , and the Town of Lansing Planning Board scheduled for Tuesday , February
26 , 1991 , at 7 : 30 p . m . at the Village offices .
Al White read a letter from County Board Representative Mary Call regarding
a vacancy on the Tompkins County Affordable Housing Committee , due to a
resignation . No action was taken .
Al White explained that the Marc Leather ' s ( 1 ) One lot Subdivision terms ,
410 in his opinion have been met . Mr . Leathers has agreed to follow the Health
D epartment ' s recommendation to put swale on his property .
L inda Hirvonen stated that she feels that Mr . Leathers has shown good faith
on his intentions , and agrees the situation is settled . Mr . Leathers has written
letter to Mr . Sweazey offering to have his well tested , but has had no response.
It was suggested that he follow up with a certified letter .
L inda Hirvonen volunteered to contact Tim Neiderkorn for an update , and she
will report back at the next meeting on 3 / 11 / 91 .
Roger Hagin asked Linda Hirvonen what progress had been made on the Site Plan
Review Regulations . It was decided that at the 3 / 11 / 91 meeting a date for a
Public Hearing on the Site Plan Review Regulations would be set .
Al White read a letter from Bernard Friedman inquiring as to the status of his
subdivision . He also read a letter from David Herrick , Town Engineer : :apologizing
for the delay „ and outlined the various issues that still need to be taken
care of .
L inda Hirvonen moved for adjournment at 10 : 02 p . m .
