REVIEW OF PLANNING BOARD MINUTES OF SEPTEMBER 10 , 1990 AND SEPTEMBER 24 , 1990 The first order of business was to review the Planning Board Minutes of September 10 , 1990 and September 24 , 1990 . September 10 , 1990 Minutes Page 2 . Barney Termina , 6 Lot Subdivision Located on Armstrong Road ( Near Franklin Drive ) , Tax Map No . 38 - 1 - 1 . 2 . Chairman White stated that in Paragraph 2 regarding the Termina Subdivison , that his statement that " . . . the Health Department claims that two of the lots do not meet the acreage requirements for public water " should be corrected to read that " . . . the Health Department claims that two of the lots do not meet the acreage requirements for private water , " noting that the same correction should be made to the last sentence in the same paragraph . September 24 , 1990 Minutes Page 4 . Alan Euvrard , Proposed 4 Lot Minor Subdivision ( Located on the Northeast Side of Hillcrest Road ) , Tax Map No . 41 . - 2 - 12 . Frances Ramin requested the revision of her statement in Paragraph 2 as follows : " Frances Ramin stated for the record that she approves of the plan as submitted , however , she would like to see no further development to the area surrounding the subdivision which is in the airport hazard zone . " Frances Ramin moved that the Planning Board Minutes of September 10 , 1990 and September 24 , 1990 be accepted , as corrected ; Viola Mullane seconded the motion . VOTE : ALL IN FAVOR MOTION CARRIED UNANIMOUSLY * BRUCE D . and JACQUELINE A . ABBOTT and DONALD B . and SANDRA J . ROESER , BOUNDARY CHANGE REQUEST, TAX MAP NOS . 26 - 4 - 7 . 2 AND 26 - 4 - 3 . Mr . Bruce Abbott and Mr . Donald Roeser appeared before the Planning ® Board seeking approval for the consolidation of two parcels of land bearing Tax Map Nos . 26 - 4 - 7 . 2 and 26 - 4 - 3 . Mr . Abbott explained that they want to combine Tax Map No . 26 - 4 - 3 , which is 1 . 07 acres and borders Route 34B with Tax Map No . 26 - 4 - 7 . 2 , which is 42 . 40 acres and is bounded by Route 34B , Lakeview Drive and Sperry Lane . Mr . Abbott stated their intention was to combine the parcels and then subdivide them to create three parcels with acreage of 10 . 42 , 10 . 42 and 22 . 23 each . Mr . Abbott further stated that each parcel would have at least 300 feet of road frontage . The Planning Board members then reviewed the Petition and supporting documents for the Abbott and Roeser request . Frances Ramin moved that Planning Board approval be given to Mr . Abbott and Mr . Roeser to make the necessary boundary change adjustment ; Linda Hirvonen seconded the motion . VOTE : ALL IN FAVOR MOTION CARRIED UNANIMOUSLY Mr . Abbott asked Chairman White if they would receive written notification of approval from the Planning Board . Chairman White asked George Totman to forward the approval letter . Chairman White stated that if Messrs . Abbott and Roeser were going to have their surveyor resurvey the three lots , that the survey should delete the 2 ® line on the map connecting the two parcels and that when all three lots are subdivided , the map would have to be presented to Chairman White for signature and affixation of the Town of Lansing Planning Board seal . SITE PLAN REVIEW AND APPROVAL Mr . Thomas Niederkorn appeared at the Planning Board meeting to present and review with the Planning Board members the proposed local law for Site Plan Review and Approval . Mr . Niederkorn stated that the handouts previously forwarded to the Planning Board members were a combination of work that had been done by the Planning Board in the past . Mr . Niederkorn stated that the intent of the local law would be to give the Planning Board authority to review and approve site plans in the Town of Lansing . Mr . Niederkorn stated that since there are no zoning ordinances in the Town of Lansing , Site Plan Review and Approval would have to become a local law . Mr . Niederkorn stated that the proposal would have to be submitted to the Town of Lansing Town Board , the Town Board would have to hold a Public Hearing and ® would then have to enact Site Plan Review and Approval as a local law for the whole Town . The Planning Board members and Mr . Niederkorn reviewed Sections 100 t hrough 500 of the draft proposal and had general discussion . It was decided that Mr . Niederkorn would attend the November 12 , 1990 P lanning Board meeting to present the revisions to Sections 100 t hrough 500 and that the Planning Board would complete review and discussion of Section 600 through 700 . * * * * * SEQR Mr . George Schlecht appeared before the Planning Board for general discussion regarding SEQR . Mr . Schlecht stated that the SEQR process leaves a lot to the Planning Board ' s judgment because the law is so convoluted . Mr . Schlecht stated that the interpretation and procedures followed vary in each town . Mr . Schlecht further stated that environment impact statements are expensive for the applicant and for the town itself . Chairman White stated that Mr . Schlecht had previously stated that there were some viable alternatives to the environment impact statement and that he would like to hear them . Mr . Schlecht 41. stated that Part I of the SEQR contains factual questions and 3 information that is required to be provided by the applicant and that Part II of the SEQR is basically an evaluation of the information provided in Part I by the reviewing entity . Mr . Schlecht stated that if there are any questions in Part II , the law directs you to fill in Part III , which is a narrative to Part II and that the Planning Board has authority to act on the Part III narrative . Mr . Schlecht further stated that the Planning Board can give the applicant a list of questions in the form of an environmental impact statement , the Board would review the form and hold a Public Hearing and act or not act if they think it would be adverse environmental impact . Mr . Schlecht stated that the applicant would be more inclined to provide a thorough Part III narrative vs . having to complete an environmental impact statement . There being no further business , the Planning Board meeting was adjourned at 10 : 04 p . m . Respectfully submitted , 410 Barbara L .
