Al White , Chairman , called the Planning Board Meeting to order
at 7 : 38 p . m .
REVIEW OF PLANNING BOARD MINUTES OF JUNE 4 , 1990 AND JUNE 18 , 1990
The first order of business was to review the Planning Board
Minutes of June 4 , 1990 and June 18 , 1990 .
Carol Kammen moved that the Planning Board minutes of June 4 ,
1990 be accepted ; . Frances. Ramin seconded the motion .
Carol Kammen moved that the. Planning Board minutes of June. 18 ,
1990 be accepted ; Larry Sharpsteen seconded the motion .
Carol Kammen then mentioned that on Page 4 of the June 18 ,
1990 minutes , the second sentence of the second paragraph should
be amended to read " . . . stated that. the. Planning. Board was going
to review and have general discussion regarding SEQR procedures.
Carol. Kammen then moved that the Planning Boardminutes. of
June 18 , 1990 be accepted , as corrected ; Larry Sharpsteen seconded
the motion .

CHARLES NEDROW , PROPOSED 1 LOT MINOR SUBDIVISION LOCATED ON DAVIS
ROAD , TAX MAP NO . 16 . - 1 - 8 . 2 .
Mr . Charles Nedrow appeared before the Planning Board seeking
approval for a 1 lot minor subdivision located on Davis Road. , Tax
Map No . 16 . - 1 - 8 . 2 .
Carol Kammen asked Mr . Nedrow how may acres were involved . Mr .
Nedrow stated thatthere would be 1 . 245 acresout of 36 acres . The
Planning Board reviewed the application submitted by Mr . Nedrow and.
had general discussion .
Carol Kammen moved that the Charles Nedrow proposed 1 lot minor
subdivision request be approved , that the. Planning Board accept the
short form SEQR submitted and waived the requirement for a Public
Hearing ; Larry Sharpsteen seconded the motion .
VOTE : ALL IN FAVOR
MOTION CARRIED UNANIMOUSLY
SEQR REVIEW : The Planning Board membersreviewed the short form
SEQR submitted by Mr . Nedrow for the proposed 1 lot subdivision
and after review , issued negative declaration on the basis of a
® single family residence in character with the area having no
adverse environmental impact .
ACTION : Chairman White informed Mr . Nedrow that he will need to
provide a mylar copy of the survey map for the 1 lot minor
subdivision for affixation of the Planning Board approval seal .

GENERAL DISCUSSION - SEQR
Frances Ramin stated that the Planning Board should establish
procedures for reviewing the SEQR forms submitted and that the
minutes should reflect any action taken by the Planning Board .
Carol Kammen commented that any SEQR review should be done during
the first part of the Planning Boardmeeting and that any questions
that the Planning Boardmay have could be answered during the
regular meeting when applicants were called before the Planning
Board .
Frances Ramin questioned how to go about having to request a long
form SEQR when a short form SEQR had already been submitted . Larry
Tvaroha stated that the Town Board reviews the scope of the project
and after review , determines whether a short form or long form will
be required .
® Town Engineer David Herrick stated that George Totman can steer

411 applicants to the correct use of the short or long form SEQR and
that after it has been submitted to the Planning Board sketch plan
✓ eview , the plan could be put on file for the public to review for
30 days beforetaking action . Larry Sharpsteen stated that in the
case of 1 or 2 lot subdivision requests that the Planning Board
shouldn ' t wait 30 days . Carol Kammen stated that for major
subdivision requests , the Planning Boardwould want to wait the 30
days beforetaking action and that for minor subdivision requests ,
the Planning Boardwouldact on them as the: SEQR formswere
✓ eceived .

JAMES AND JANETTE. REEVES , PROPOSED 2 LOT SUBDIVISION LOCATED.
BETWEEN 1310 AND 1312 AUBURN. ROAD , TAX. MAP NO .. 5 . - 1 - 8 .
George Totman refreshed the Planning Board of Mr . Reeve ' s
application andstated that Mr . Reeves had changed his plan
according to the Planning Board requirements of June 4 , 1990 .
Carol Kammen asked if a short form SEQR had been submitted .
Chairman Whitestated that they had the short form SEQR and. that
the Planning Board needed to review it .
Frances Ramin moved that the Planning Board grant preliminary
sketch plan approval for the Reeves 2 lot subdivision and waived
the requirement for a Public Hearing ; Carol Kammen seconded the
motion .
VOTE : ALL IN FAVOR
MOTION CARRIED UNANIMOUSLY

SEQR submitted by Mr . Reeves for the proposed. 2 lot subdivision and
after review , issued negative declaration on the basis of a single

SEQR REVIEW
The Planning Board members reviewed the short form SEQR submitted
by Judy Emmick. for the. proposed 1 lot. minor subdivision and.. after
✓ eview , issued negative declaration on the basisof a single family
✓ esidence in character with the. area having no adverse
environmental impact .

LEON SWAYZE , PROPOSED 1 LOT MINOR SUBDIVISION LOCATED AT 121
LUDLOWVILLE ROAD , TAX MAP NO . 27 . - 1 - 30 . 2 .
The Planning Board reviewed the application submitted by Mr . Leon
Swayze for a 1 lot minor subdivision located at 121 Ludlowville
Road , Tax Map No . 27 . - 1 - 30 . 2 .
Chairman White questioned if the property was in an agricultural
district . Town Engineer Herrick stated thatit was notlocated in
an agricultural district and that the land use was residential .
Chairman White pointed out that the Leon Swayze map showedan
existing houseon the land and that the short form SEQR submitted
stated that Mr . Swayzewas planning on placing a mobile home on the
land .
George. Totman stated that. Mr . Swayzeis forced to place a mobile
home on the property due to the fact that Bolton Point won ' t place
a water meter on the land unless Mr . Swayze subdivides the land .
Town Engineer Herrick statedthat the Bolton Point policy is 1 tax
map , 1 water meter .
Larry Sharpsteen stated that the map shows 3 separate distinct
parcels and that Mr . Swayze erred in his request for a subdivision .
Larry Sharpsteen further stated that the map is not complete and
does not show what is being subdivided . Larry Tvaroha stated that
the Ludlowville Road area has a lot of topo with a large slope and
that you can ' t tell this from the map submitted . Larry Sharpsteen
commented that the Planning Board has never required topo maps on
1 lot subdivisions in the past , that the Planning Board knows the
slope exists and that they can ' t ask Mr . Swayze to incur the
expense of providing atopo map .
George Totman stated that Mr . Swayze has obtained a. septic system
construction permit from the Health Department .
Carol Kammen stated that the matter should be tabled pending
receipt offurther information from Mr . Swayze .
Frances Ramin moved that the Planning Board minutesreflect that
the Leon Swayze subdivision request be tabled until additional
information and an adequate map is provided ; Carol Kammen seconded
the motion .
VOTE : ALL IN FAVOR

KIRBY , 4 LOT MINOR SUBDIVISION REQUEST , FOREST VIEW .
Mr . Keith Kirby and Ms . Mary Decker appeared before the Planning
Board seeking approval of a 4 lot minor subdivision located at the
Forest View Site .
The Planning Board reviewed the Kirby application and had general
discussion . Chairman White stated thatthis subdivision had
already been surveyed and was in front of the Planning Board. when
Miles Munson owned the land .. Chairman White stated that the. Munson
lots extendedbackto the creek and were much deeper . Carol Kammen
questioned the total acreage of the parcel . Chairman White stated.
there were 154 acres .
Town Engineer Herrick stated for the record that T . G . Miller
Associates is involved with the surveying and mapping for this
subdivision but if approached will not undertake the engineering
plans .
Carol Kammen moved that the Planning Board grant preliminary plat
approval for the Kirby proposed 4 lot minor subdivision at the
Forest View Site with deeded restrictions and that a Public Hearing
be scheduled for August 13 , 1990 ; Larry Sharpsteen seconded the
motion .
VOTE : ALL IN FAVOR
MOTION CARRIED UNANIMOUSLY
SEQR REVIEW : The Planning Board members reviewed the short form
SEQR submitted by Mr . Kirby for the proposed 4 lot minor
subdivision and after review , issued negative declaration on the
basis of a single family residence in character with the area
having no adverse environmental impact . Larry Sharpsteen stated
that theaddition of 4 lots on the road would not be enough to
issue positive declaration .
ACTION : Chairman White stated that Mary Decker will need to
provide George Totman with the names of theadjacent land. owners.
10 days in advance of the Public Hearing .

CAYUGA REALTY ASSOCIATION , PROPOSED MAJOR SUBDIVISION LOCATED ON
SALMON CREEK ROAD ( NEAR HOLDEN ROAD) , TAX MAP NOS. . 4 . - 1 - 22 4 . - 1 -

George Totman stated that Cayuga Realty Association would not
® appear before the Planning Board for at leastanother month .

41 Carol Kammen stated that the map for the proposed Salmon Creek Road
major subdivision had not been revised and that questions regarding
the sizeand shapeof the lots , the fact that Lots 1 , 2 and 3 were
3 times longer than they are wide , the U - shape of Lot 5 and
extension of Lot 6 needed to be resolved . Carol Kammen stated that
the Planning Board should suggest to. Cayuga Realty Association that
they divide Lots 1 , 2 and 3 differently . Larry Sharpsteen stated.
that Lot 6 will never meet the 4 % grade and will have to be a
private road . Chairman White stated that the Planning Board cannot
approve a subdivision on a private road .
Carol Kammen asked George Totman to write a letter to the D . E . C .
requesting identification of endangered species of plants and
animals in the Town of Lansing .
SEQR REVIEW : The Planning Board reviewed the long form SEQR
submitted by Cayuga Realty Association for the proposed major
subdivision. . After review of the long form SEQR , the Planning
Board agreed that the submittal was poorly completed and lacked
essentialinformation needed for proper review by the Planning
Board . Larry Sharpsteen stated that the long form SEQR lacked the
necessary statement of purpose and that the Planning Board cannot
act on the request unless the statement of purpose is included .
Chairman White statedthat he will meet with Town Supervisor Kirby
41/ and ask for direction in this matter and that he will write a
letter Attorney Reizes to inform him that the Planning Board found
the long form SEQR to be incomplete for proper review .
There being no further business , the Planning Board meeting was
adjourned at 9 : 35 p . m .
