Totman Chairman Al White called the meeting to order at 7 : 35 P . M . Approval of the minutespas_tRon_ed so as to let Dave Herrick present his finding on the Pinney Subdivision , for Dave had another meeting to attend . Dave Herrick - He has gone over plans and has been in contact with surveyor , Bruce Davison and is to meet him again tomorrow . He stated he needs more information on the drainage , culverts , roadside drainage and plans and profile of the water mains . Al White - stated that the Water issue is a Town Board concern . Dave Herrick also stated he has to clarify problems with the Ag District , road plans for connecting to Beckwith Lane and many more such items to go over with the surveyor . He doesn ' t think super elevation of the curve will work . There is always the concern of meeting the 12 % . Larry Sharpsteen - agreed the designs of the slope should be shown . Carol Kammen - Basically you are saying we shouldn ' t go ahead until you have the meeting ? Dave Herrick - Right . Dick Pinney - Explained the slope as to the loop back as he understood it . Carol Kammen - questioned where we stand with the 45 days . It was agreed that the time doesn ' t start until we have all the information needed . Al White - thanked Dave and excused him at 7 : 50 P . M . Flo Pinney - asked if Mr . Davison has come thru with all the necessary information . It was decided No . Flo Pinney asked if they could get a preliminary contingent upon Dave Herrick getting all the necessary information . Carol Kammen moved that we should meet with Dave Herrick again before we make any decision , seconded by Linda Hirvonen . Carried . Al White - explained to the Pinney ' s why it is necessary to wait for all the pertinent information . Carol Kammen - stated that is is a very difficult decision to make . Carol Kammen moved to accept the November 6 , 1989 minutes , seconded by Viola 11. Miller . Carried . Roger Hagin moved to accept the November 21 , 1989 minutes , seconded by Linda Hirvonen . Carried . - 1 - Continued December 04 , 1989 At 8 : 00 P . M . Al White read the Public Notice for the William Meal Public Hearing . ( Subdivision on Fenner Road ) . 411 Linda Hirvonen moved at 8 : 07 P . M . that since there was no one here and no questions that the Public Hearing be closed , seconded by Roger Hagin . Carried . Linda Hirvonen asked about the Beebe proposed Subdivision and questioned the grandfathering of the land and how it stays grandfathered when there is a change . Viola Miller moved that as long as the Beebe ' s did not come that the case is closed until they reapply , seconded by Larry Sharpsteen . Carried . Temple Davison passed out copies of the survey map . Al White asked if she sold the Volpicelli ' s property . She replied that it was sold off before she bought the farm . Lou Emmick stated that the Town Board has received a memo from Broome County stating the only thing we can do is recommend that the . Town abatement has been taken care of . Al White asked if this is one minor of 2 separate minors . Linda Hirvonen stated that in the past we have called these 2 minors because of road separations . Temple Davision further explained the layout . Linda Hirvonen - commented that no utilities needed - it meets size reg ' s and moved that we schedule a Public Hearing for 2 minor subdivisions , presented by Temple Davison on January 08 , 1990 at 8 : 00 P . M . Seconded by Carol Kammen . Carried . Al White stated that this meeting should be adjourned until the January 08 , 1990 meeting . Charles Ellis - 8 : 25 P . M . - Subdivision - One lot into Two . Viola Miller questioned room for driveway . Carol Kammen moved to wave the Public Hearing and approve the Ellis Subdivision . Seconded by Linda Hirvonen . Carried . It was also explained to the Ellis ' s that it would not be official until the official survey is presented and signed by the chair . George Schlect - 8 : 35 P . M . - presented the same plans for the Burris Subdivision on Asbury Road ( 9 lots ) . They are proposing a pond in the center of the plot connecting to all 9 lots . The excavation of the pond and the pond itself will greatly help the drainage problem . Several lots will have a frontage of 50 ' and driveways up to 400 ' . The property is in the Unrestricted Area . Al White stated that since it was brought in January it has been clarified that only the access has to be on a Public Road . Larry Sharpsteen suggested leaving the long road private then it doesn ' t have 4104 to meet the length requirement . Viola Miller asked if test borings have been done to see is the pond will hold water . - 2 - Continued December 04 , 1989 George Schlect stated that what comes out of the pond and the area should cover it . Viola Miller stated that what I ' m unhappy with is that we have in the past approved what we thought was a good project and then only to find out later that many loads of fill have to be brought in . George Schlect stated that one of the things that prompted the pond idea was to better channel the water and drain the area from the natural . Al White asked just what the developer is expecting tonight . George Schlect asked for approval of this sketch plan as it is so they can move onto the next step . L inda Hirvonen stated that now we are looking at it from a different view now that we are talking about a Private Road . George Schlect expressed concern about Private Road versus Deticated Roads and that some funding institutions would have a problem with this . L inda Hirvonen thought that you might be surprised how the public might react to the privacy . There seems to be a demand . Al White said that Carol Kammen questioned what the difference is concerning length of the road with this one or the Leathers & Mahool and Adams dead end . L inda Hirvonen stated that they were lake ' properties and that we did require 411 North and South connectors . Carol Kammen stated she rather likes the inovated idea . Al White asked if we do it as a Private Road then why can ' t we do it as a Public Road . It was stated that it really is a Town Board question . Viola Miller brought up the Burris Subdivision in 1983 . when at that time Mr . Burris stated that he didn ' t plan on any further development . Ivan Burris stated that at that time he didn ' t , but times have changed . George Schlect stated that they would confer with the Fire Department and the Town Highway and would put in direct explicit covenants and asked for Sketch Plan approval of this plan with the pond in the center . Larry Sharpsteen stated that he liked the over all plan , likes the driveways but questioned the driveways on Asbury Road . Viola Miller liked the inovated idea . Linda Hirvonen expressed the need for drainage studies . Carol Kammen and Roger Hagin stated that all the houses would be in the unrestricted zone . 410Carol Kammen moved to approve Sketch Plan , seconded by Roger Hagin Carried . George Schlect - 9 : 28 P . M . Representing Alan Euvard presented a plan for a 9 lot major subdivision on the North Side of Hillcrest just opposite the one approved last year . - 3 - i Continued December 04 , 1989 Al White questioned about the Airport Hazard Zone , expressed his personal feeling of being against development in the Airport Hazard Zones . General discussion followed . 41 Carol Kammen asked if it would help if the Town Board would send letters to area homeowners telling them about the noise and that the plan looked acceptable and the road is under 600 ' . Linda Hirvonen moved to accept the plan as a Sketch Plan as presented and as Al White suggested note that it lies in an Airport Hazard Area . Seconded by Carol Kammen . Carried . Cal Warren - 9 : 45 P . M . asked if he could update the Board as to the current status of the Autumn Ridge Subdivison per egress from Burdick. Hill and East Shore Drive . They submitted revised plans to the Village Board like you requested shaving the median between the roads and received approval from the Village . On the East Shore Entrance ( ( 2 ) 14 ' roads with medians ) . With this approval the Village would like to have the Town take over maintenancefor all the rest of the development is in the Town . Lou Emmick again stated that the Town will not accept divided highways . They want solid roads and no divisions . They are more cost effective and easier to maintain . Cal Warren stated that he has today met with the Village Board and Mrs . Kirby and received the Village approval of the divided roads of which this Planning Board required . Although he is sure they could get approval eitherway . He also stated the Village would like to dedicate a strip of land on Burdick Hill to the Village . Explained that the strip would come from lot 46 for a strip of road to Burdick Hill . After some discussion it was left that the Town Board has the final say over road acceptance . Linda Hirvonen recognized the need to enlarge lot 40 to the east to take up that land that had been reserved for an entry way to Burdick Hill . Seconded by Carol Kammen . Carried . Viola Miller stated that she would like to have a meeting with the Town Board as to the roads . Linda Hirvonen asked chairman White to meet with Town Supervisor Kirby and it was stated that they will meet December 06 , 1989 . Al White volunteered to attend that meeting .
