Any other business that may come before the Board . - 411 TOWN OF LANSING PLANNING BOARD 4110 Auyusi r , 1919 Present : A . White , chair; Hagin , Hirvonen, Kommen, Miller-Mullane, Ramin ; L . Emick , Town Board Liaison ; G . Tatman , Enforcement Officer Chaiiye ui the Bylaws : Ramin moved that the meeting dates for the Town of Lansing Manning Board be changed to the first Monday of each month , viiith the thrid Monday assigned as a secondary meeting time , if needed . Miller-Mullane seconded . Five voted in favor of the change ; one opposed. In September, the meeting will be held on September 18 . There will be no meeting on the first Monday of September. Minutes of the July 10 meeting were approved unanimously . Liaison Emick addressed the issue of the island creating a divided road, as approved by the Planning Board, in the Autumn Ridge Subdivision. He noted that islands cause greater expense of maintenance. • Miller questioned the reasoning of the Town Board and noted that this approval had been made for reasons of safety. She also mentioned this design feature as desirable. The Planning Board will further discuss this aspect of the Auturmn Ridge Major Subdivision . Miller noted that the design of a road is up to the Planning Board . Emick noted that acceptance of a road is up to the Town Board . Miller questioned the usurpation of Planning Board duties , in this and other things , by the Town Board. Hillcrest Subdivision : Alan Euvrard submitted a letter regarding the limitation of curb cuts to three and a letter from the Health Department giving approval of the septic systems . The Planning Board accepted these additional letters and the final plat will be signed when it is presented . Public Hearing: Herbert Beckwith One lot Minor Subdivision : 107 Ross Road . At 0 pm, Chair White called to order the Public Hearing . There were no comments from the public. Mr. Beckwith explained the proposed subdivision . Ramin moved , and Hagin seconded, that the Public Hearing be 411 closed. Dino Marinas appreared before the board concerning a three lot Minor Subdivision of lands on North Triphammer Road , north of Waterwagon Road . 1 Public Hearing: Stevens Subdivision on Hillcrest and Warren Roads : At 0: 15 , Chairman White called to order the Public Hearing on the Stevens Subdivision. Mr. Stevens noted that after our last meeting with him , and after meetings with Town Attorney Thaler, and John Barney of the Board of Zoning Appeal , he wanted to withdraw his proposed subdivision until it could be further studied and a comprehensive plan for the area devised. Stevens asked that the Board consider a one lot Minor Subdivision on Hillcrest Road . This lot has 456 ' of rood frontage, it is on an existing road , and needs no new services . There is a house on the lot . Comments were invited from the public but there were no objections to this one lot Minor Subdivision. Hirvonen moved that the Public Hearing be closed. Hagin seconded , and it was approved . The Board resumed its discussion of the Merinos ' request for a three lot subdivision . Mr. Marinos , in the meantime , however, requested that the request for a three lot subdivision be withdrawn, and he asked instead for a one lot Minor Subdivision of a lot with 145 ' of road f ronage , 175 ' deep , with public water. The Learning Web is looking for a site to which to move a house, and is considering this lot on the Merinos ' property . Hirvonen noted that a survey is needed . She also noted that there would be no objection to a one lot subdivision, but that the Planning Board is concerned about the entire parcel of land and hopes that it might be planned as an entity . The Planning Board agreed in principle to a one lot Minor Subdivision and invited Mr. Merinos to return with a survey at our August 21 meeting . Lansing Associates : Triphammer and Peruville Roads . Developer' s Conference . Cal Warren submitted preliminary plans for a commercial space at the corner of North Triphammer and Peruville Roads to have a bank , garden center, shops and grocery . There will also be office space. Space is being left along the roadways in case these roads are ever widened. The area is approximately 12 acres . The plan shows 530 parking spaces . Lansing Associates will meet with the Planning Board at the 16 September meeting. 2 William Meal Lots on Fenner, Dates , and Davis Roads : According to Article 3 of the Minor Subdivision regulations , 91 , concerning subdivision of lots into four or more parcels , even with and area of three acres or more , these shall be considered a subdivision . Mr. Meal has two parcels , each with more than four lots, and therefore the sale of those lots is considered a Minor subdivision . Hirvonen suggested that Mr. Meal have the two parcels surveyed , and then bring in the surveys to be considered as two Minor Subdivisions . Miller moved that the Planning Board accept the Meal sketch plan of the two separate Minor Subdivisons . Ramin seconded . Approved unanimously . Kennedy Major Subdivision : Route 346 and Lansing Station Road: Final plat approval was requested for seven lots of the previously approved Major Subdivision consisting of 28 lots in all . Preliminary plat approval has been given by the Planning Board for the entire parcel . The nearby spetic system was questioned and it was stated that there is no problem . Driveways for the seven parcels are on Lansing Station Road. Drainage will not be affected . ® Set backs for the houses will be 50 to 60 ' from the road , to leave room if Lansing Station Road , which is 50' wide, is ever widened. Required of the developer /Health Department Approval : already submitted Deed restrictions Approval by town Attorney / Aproval and Review by Town Engineer already submitted This segment of the Major Subdivision represents no change from the original which was approved by the Planning Board. Miller- Mullane mvoed that the Planning Board accept this first phase of the Kennedy Subdivision, as a final plat , with the proviso that the deed restrictions by submitted to the Enforcement Officer. She also moved that according to Art . 4, § 404, 6 and C , the public hearing be waived. Hagin seconded. Approved unanimously. The Chair asked if any of the observers at the Planning Board meeting wished to address the Board .. Observers insisted they were only at the meeting to observe. Hagin moved approval of the Beckwith one lot Minor Subdivision _ Hirvonen seconded . Aprpoved unanimously. 3 Hirvonen moved approved of the Stevens one lot Minor Subdivision on Hillcrest Road. Miller seconded. Approved unanimously . The Planning Board discussed the Cherry Road Major Subdivision . In question is the sequence of sale of land , the building of roads , and of the sewer connection. The Town Engineer will be asked about the sewer. The Pinney Major Subdivision was discussed . Hirvonen asked about the type of soil and its absorbtion rate , especially in view of the number of planned houses and septic systems, and the grade of the land . She wondered about requireing a specific amount of land be put into grass ? White noted that there is a high amount of run - off on the property because there is very little top soil and the area is mostly a rocky shelf . Miller Mullane asked about the 12 % grade of the road, which is allowable, and about the 17 % grade on the curves as reported to the Planning Board at the last meeting. Everyone on the Planning Board questioned the 17 % grade and informally agreed that it was not allowable. The Planning Board agreed that an Environmental Impact Study must be completed before this Major Subdivision can go forward . It should carefully addressthe issues of drainage into the lake, the slope , and safety. Miller Mullane moved that we request an Environmental Impact Study for the Pinney Major Subdivision. Ramin seconded. Aproved unanimously. Hirvonen is to write to the developers and inform them of this requirement . Miller Mullane reported on the business before the County Planning Board, which is revising and studying suggested plans to municipalities concerning size of lots , by pass roads, and county planning board sturcture and responsibilities . A new County Planning Board Director is being sought . Planning Board members have volunteered to represent the Planning Board at Town Board meetings in the next five months : August : Hirvonen September White 11 October Miller- Mullane or Kammen November Hagin December: Ramin Planning Boardmeeting was adjourned at 1030 .
