The Village of Lansing Planning Board has requested that we hold a joint meeting. Chair White will contact Carl Leopold of that board and will set a date and an agenda. June 19 and 20 are possible dates. The Lansing Town Board reqested that members of the Planning Board attend their meeting of 14 June in order to hear a presentation regarding a project of 150 units of low income housing proposed for Farrell and Scofield Roads. This project will require sewer and municipal water. George Bickel : One lot subdivision at 180 Salmon Creek Road. Bickel ' s lot would be 1 + acres, and a 4+ acre parcel would be served by a 231 ' right of way. The right of way is 20' wide at the road. The Board questioned the possibility of future subdivision of the 4 acre parcel , but Mr. Bickel noted that he saw no way that the lower piece of land could be further subdivided. Sharpsteen moved that the Planning Board approve the Bickel one lot subdivision, noting that under the present conditions no further subdivision may occur. He also moved that we waive the public hearing. Ramin seconded and it was approved unanimously . The Planning Board requested a copy of the map on mylar to be signed by the Board chair and filed with the County Clerk. In addition, a copy of the deed showing the restriction concerning furture subdivision is to be filed in the Planning Board office. At 6 pm Chair White opened the Public Hearing for the Gulf Creek Major Subdivision to be built on Teeter Road. Ernie Bayles made a presentation showing 23 lots in all on two sides of the road. Questions 4114 from the audience included: John Homo: asked about the Water District being created. Dave S Herrick noted that it is Water District # 12 and the Homo parcel will be included. Marcia Lynch speaking for her brother at 12 Teeter Road also asked about municipal water. Ms. Lynch and others with concerns about water were encouraged to speak with the Town Board. Dr. Tuddenham raised concern about the maintenance of the road. The Developer will install the new roads, and will resurface the west end of Teeter Rood. Ramin asked if Teeter Road will be widened. Tuddenham and others raised questions about the condition of the road while construction is underway, and about its condition at the end of the project . Lynch asked about the phasing: Bayles said that the southern section will be first . They would like to begin construction in August , if they can get approvals by then. In 9 weeks the road would be finished. Home asked if the plan shown at the meeting was a final plot ? Bayles noted this was preliminary plat . The final plat is being completed. What are the road names ? Only Smugglers Path is named at this time. There were questions about drainage. There will be no detention ponds, but drainage is being addressed and will be reviewed by the Town Engineer. Homo stated his concern about the upper end of Teeter Road. He also wondered if the Design Committee for the development , consisting of the Kims and Bob Leathers, was not limited in representation? He asked about dust control specifications. Bayles said that there were controls in place. Chairman White closed the Public Hearing at 8: 30 pm. Pinney Major Subdivision, lower Beckwith property along Cayuga Lake. T . Price, of Price Partners, Takoma Park , Maryland, made a presentation. In all there are 27.5 acres. There are 37 lots planned, each on half an acre. There will be a parking lot and marina. Price noted that they plan to maintain natural foliage, to face all houses south, and to use solar heating. They will develop a code for subdivison. They aim at cohesive development . The Pinney's will devise, build, and sell . Houses will be neoclassical in style, each 2, 2500 sq. ft , 2 1 /2 stories . They will seek the proper approvals for the marina. Gullies through the area are seasonal . The SEAR is being studied by the Town Board. Dave Herrick will review the drainage study and give us his advice. 410 He noted that the drainage would need to withstand erosion. There was discussion about the amount of lend that will be left 40 undistrubed and some questions were raised about the percentage of the land that will be used for both houses and roads and driveways. Driveways, the developers conceded, will be difficult because of the steepness of the site. The cul - de- sac's are 600 plus feet long and the board asked that they be reconsidered for the safety of the residents of the area. Price stated that he hoped to connect his road into Fiddler's Green. The Planning Board stated that this is unlikely to occur, as the land adjacent to the Pinney development is private and there is a Neighborhood Association in Fiddler' s Green, which would probbly oppose it . It was stated that the road system must be looked at with great care, and that connections must be cleared at this stage. Required of the Pinneys , by the Planning Board: ■ a revised SEAR showing real figures for the amount of land to be disturbed and to show the slope of the land ■ new plans showing revised roadways ■ drainage plans for review by the Town Engineer ® The Planning Board has questions about : the road system, the length of roadway into the development , the slope and fragile nature of the terrain, the size of proposed lots. Autumn Ridge Major Subdivision update: The judge has upheld the injunction brought by the Village of Lansing regarding the road from Autumn Ridge to Burdick Hill Road. The judge's decision was discussed. Health Department approval has been given for 33 lots. The developers showed a change in the entry. They plan an island of 6 feet , roads that are 14', and shoulders of 4 , with breaks in the island every 80 feet. The Island will be treed as will the sides of the road. The Burdick Hill entry will remain as it is, even though it is not now allowed by the courts . The Village Planning Board regards the changes to the Autumn Ridge Major Subdivision to be minor. The Lansing Town Planning Board regards the changes to the Subdivision to be major. After discussion, the Planning Board made several suggestions to the developers. fa 1 . They return to the Planning Board by June 23 with a new preliminary plat showing the double entry road each side 14 feet wide with a 4 ft. shoulder, and a six foot median. This new plan should show 25 houses, reducing by half the planned houses because of the loss of the second roadway into the development . 2. A revised SEQR showing the reduced density. With these materials in hand, the Planning Board will reconsider the Autumn Ridge Subdivision and will schedule a Public Hearing for July 10 if all the materials are in hand in time. Gulf Creek Major Subdivision: Because of the strong concern voiced by the neighbors of the Gulf Creek Subdivision at the Public Hearing about the use and abuse of Teeter Road ( a town road) during construction and after completion of the roads and houses, the Planning Board recommends to the Town Board that at the completion of the subdivison, Teeter Road be brought up to specifications flb and that the developer pay a reasonable percentage of the cost of upgrading the road to current town standards . L . Hirvonen moved, and R. Hagin seconded, that the Planning Board accept the preliminary plat for the Gulf Creek Major Subdivision to be developed by Mr. and Mrs. Kim, on Teeter Rood. This was accepted unanimously with the above recommendation concerning that the developer provide a reasonable percentage of the cost of upgrading the road.
