MARCH 13 , 1989

Chairman White called the meeting to order at 7 : 35 P . M .
GENERAL BUSINESS
L . Hirvonen moved that the Planning Board accept the February 13 ,
1989 minutes as submitted . R . Hagin seconded . Carried
u nanimously .
F . Ramin moved that the Planning Board accept the minutes of
February 27 , 1989 as submitted .
C . Kammen seconded . Carried unanimously .
PUBLIC HEARING-MEADOW RIDGE MAJOR SUBDIVISION
located off 34B on Ridge Road
Chairman White read a Legal Notice of Public Hearing for approval
o f Final Plat Plan and opened the meeting to the public .
Mr . Hamilton stated that he lived across the street from these
• lots and wanted to know if this was a first hearing ? If not ,
w hen was the first hearing held ? Is it a Preliminary or Final
H earing ?
It was decided by the Planning Board members that this Public
H earing was for approval of Preliminary Plat Plan .
Mr . Hamilton inquired whether or not there would be municipal
w ater or wells . Chairman White read a paragraph from a Tompkins
County Health Department letter , dated January 26 , 1989 ,
✓ egarding water .
Comment from audience that Ridge Road has a very steep hill .
L . Hirvonen stated that there is a blind spot coming up over rise
but developers have taken this into consideration as to driveways
e ntering Ridge Road .
L . Sharpsteen stated that there is a maximum of three curb cuts
f or front lots .
D rainage
D ave Herrick stated that there were pre and post development
plans . On property is a meadow in poor hydraulic condition and
with development of lush lawns there will be an improvement in
water run - off situation . Drainage does not go into stream .
L . Hirvonen questioned whether drainage would go Sims driveway .

Septic Systems
A member of the audience stated that his biggest concern is the
septic systems .
Dave Herrick informed him that the Health Department has
indicated approval of two systems .
F . Ramin questioned whether the Planning Board has copy of letter .
If not , developer needs to get one to Board .
Mr . Herrick responded that it would be done .
Chairman White stated that the Planning Board has nothing to do
with septic systems and that is why he read a portion of the
letter from the Tompkins County Health Department dated January
26 , 1989 . The Planning Board needs approval from Health
D epartment before can approve subdivision .
S etbacks
A member of the audience questioned whether there would be
✓ estrictions as to setback of homes on lots .
G . Totman replied that in zoned sections , regulations state that
thirty feet back from right of way ; however , these lots are in an
u nzoned area .
Mr . Harris stated that , lacking any requirement for setback , it
410 is not possible to answer now .
L . Hirvonen stated that it is possible for engineer to put setback
✓ equirement in subdivision .
Chairman White closed the Public Hearing at 8 : 05 P . M .
ALAN EUVRARD MAJOR SUBDIVISION
L ocation : 5 lots on 6 acre portion of land
Hillcrest Road
G eorge Schlecht said that he was appearing before the Planning
B oard for preliminary approval of Preliminary Plat and final
approval after Health Department gives approval .
He passed to each Planning Board member a sketch plan of the 6
acres .
size of lots - Mr . Schlecht stated that the net area excluding
✓ ight of way for road is one acre per lot .
typical fills for septic - the septic systems are designed for the
" worst kind " situation .
w ells - there will be a minimum of wells . The developer would
like to rely on neighboring wells but hasn ' t heard from the
Health Department .
d riveways - driveways onto Hillcrest Road will be flat . The
developer will cluster driveways together . The total number will
be no more than three .

L . Hirvonen would like for the Planning Board to have a written
statement from the developer regarding driveways .

The Planning Board needs :
1 . written statement from developer on driveways
2 . a letter from Tompkins County Health Department .
C . Kammen moved that the Planning Board give conditional approval
of Preliminary Plat contingent upon a letter of approval
regarding maximum of three curb cuts , and letter from Tompkins
County Health Department . L . Sharpsteen seconded . Carried
unanimously .
WHISPERING PINES MAJOR SUBDIVISION : PHASE 3 & 4
location : off Hillcrest Road
D . Thaler appeared before the Planning Board requesting
conditional final approval on Final Plat for Phase 3 & 4 on lots
# 9 , # 11 , # 10 , # 47 , # 49 , # 44 , # 46 , # 48 , # 50 - a total of nine .
S eptic system - the plans were submitted to John Anderson . Mr .
Thaler said that Mr . Anderson wants the location of wells and
septic systems to be put on the map submitted previously to the
Planning Board .
D rainage Plan - Larry stated that an overall drainage plan had
been submitted and approved for a 50 lot subdivision last year .
Mr . Thaler presented a map depicting part , these nine lots , of
overall plan for subdivision .
L . Hirvonen questioned whether there was any water standing on
property or any more water on East side of road .
L arry replied negatively .
Mr . Thaler reported that everything was working fine and as
scheduled . A drainage ditch was put in for lots # 9 and # 11 .
C . Kammen moved that the Planning Board give conditional final
approval on Final Plat for phases 3 & 4 for nine lots ,
# 9 , # 11 , # 1O , # 47 , # 49 , # 44 , # 46 , # 48 , # 50 . This final approval
conditioned upon completion of map as directed by the Health
Department . L . Hirvonen seconded . Carried unanimously .
MONTE MAY-NEW DEVELOPMENT
Location : East Shore Drive
Mr . May has placed a purchase order on the Wilcox property on
East Shore Drive , North of Water Wagon Road .
size - there are twelve or thirteen acres in this property with
one building and one small house . One of Mr . May ' s workers will
live in the small house .

u se - Mr . May plans to use 1600 square feet of the building for
his business and hopes to find tenants for the balance of space ,
2400 square feet . He would like to use the property as light
commercial if there is a demand for it .
There will be two or three t 'r uoks entering the property every
w eek ; one time per month a trailer will enter to unload tanks .
L . Hirvonen questioned whether he had plans to develop vacant land
o n the property . His answer was , " No , not at this time . "
L . Sharpsteen stated that this was an excellent time to think
about access roads .
Mr . May replied that presently there are two entrances to the
property . However , he would be willing to work with the Planning
Board on this issue .
Chairman White remarked that the Planning Board members are
concerned about residential area adjacent to property . That
anything with high noise level , smoke , fumes will not be looked
upon favorably .
Larry Sharpsteen suggested that Mr . May may want to give
consideration to buffers . Mr . May replied that there is a good
400 to 500 feet of buffer now .
Chairman White suggested to Mr . May that he is now buying an
existing lot and until he decides to subdivide , the Planning
Board cannot do anything for him .
L . Hirvonen noted that with the approval of the Warren Road
Business Park , the Town will encourage industrial growth in that
area .

Location : off East Shore Drive , Town of Lansing
Mr . Bayles appeared before the Planning Board on behalf of Cheryl
A . Nickel , owner , Eastlake Development . He appeared before the
Board on February 27 , 1989 seeking approval to divide Lot # 44
into two lots . At this meeting , he argued that the developers
were in compliance with earlier agreement and approval of
subdivision of land . The Planning Roa 'r d delayed voting on this
request until they could get advice from the town attorney .
Mr : RAy1e4 Atated thAt he didn ' t underatAnd the i"tte . hatnistit - t
work here . He asked Planning Board to forward their
recommendation to the Town Board .
Chairman White reiterated that the Planning Board delayed vote
at earlier meeting until checked with town attorney .
L . Hirvonen moved that the Planning Board accept division of Lot
# 44 as proposed and outlined in original agreement and that it
will be passed on to the Town Board for approval . See attached .

GULF CREEK MAJOR SUBDIVISION OF KIM PROPERTY
Mr . Bayles appeared before the Planning Board seeking date for a
P ublic Hearing .
H e stated that Lot # 158 is Mrs . Kim ' s lot . Area to the North
cannot be developed because of topography . If Mrs . Kim acquires
adjacent property , a connecting road could be built .
L . Sharpsteen stated that a drainage plan had been presented to
Tom Miller . If Tom Miller sends letter of approval , without
changes , a Public Hearing could be set up on April 10 . This
could be contingent on other requirements also .
" My recommendation , upon letter of approval from Tom Miller ,
G eorge will schedule a Public Hearing and if does not get letter ,
will not have Public Hearing . "
411 RICHARD PENNEY PROPERTY-NEW PROPOSED MAJOR DEVELOPMENT -
D EVELOPERS CONFERENCE
L ocation : lower Beckwith property , off Fiddler ' s Green Road
B ruce Abbot appeared for Richard Penney , owner of property .
1 . maximum of 41 lots on 28 acres ; lots approximately 1 / 2 acre
each . Density due to availability of public water .
2 . Mr . Penney proposes to build a pump house on private property .
P ump water from pump house to his land . This water line will run
across Mr . Abbot ' s property . The pump will be given to the town
and water connections could service Lakeview and Sperry Road .
He is willing to share water and will pay for lateral .
3 . Mr . Penney has heavy equipment and proposes to build roads and
water lines .
4 . Tom Miller will be their engineer .
L . Hirvonen questioned size of lots .
G . Totman stated that without town restrictions , requirement is
1 / 2 acre lots with public water .
S cott Penney , son of Richard Penney , presented a map of property .
The Planning Board advised Mr . Abbot that the developer would
111 need : long SEQR , complete drainage study , Health Department
letter , contour map .
L . HIRVONEN will be contact person for this proposed major
subdivision .

SPECIALITY TESTING AND EQUIPMENT -SITE PLAN REVIEW
L ocation : Warren Road Business Park .
L arry presented to the board a Site Plan including landscape and
d rainage plans .
C . Kammen questioned , " What do you test ? "
Mr . Wan'agel replied that they test metals to see how strong they
are , do failure analyses , etc . . They are not a chemical lab but
are a group of engineers . They don ' t do any manufacturing .
They are currently housed in Langmuir Lab .
Chairman White questioned the height of the building .
Mr . Wanagel replied that it would be a single story building not
h igher than twelve feet .
F . Ramin questioned whether or not they were a day operation .
An answer was , " Yes . " They employ ten full - time workers and four
part - time workers . The maximum future projections are for 18
f ull - time workers .
Mr . Wood pointed out drainage on Site Plan . He stated that he
h ad left pockets and pointed to area of roof run - off .
L . Hirvonen questioned whether or not he could bury drains .
Mr . Wood repled that , in his opinion , if they do anything more ,
it would be detrimental .
Mr . Wood stated that the driveway would be crushed run stone and
crushed run stone is everything that goes through the crusher .
L . Sharpsteen stated that crusher run stone has no binder and that
it is loose stone ; however , that will promote drainage .
L . Hirvonen suggested that the ggpt i g % g 'tgm d444tai the Tqt

Mr . Wood responded that it was within accepted distance .
L . Hirvonen moved that the Planning Board accept Site Plan as
presented . F . Ramin seconded . Carried unanimously .
BOARD ACTION
L . Sharpsteen moved that the Planning Board accept the Preliminary
Plat Plan for Meadow Ridge Major Subdivision conditional upon
f inal approval of Health Department and upon receipt of letter
f rom the Transportation Department .
C . Kammen seconded . Carried unanimously .
