TOWN OF LANSING PLANNING BOARD
FEBRUARY 6 , 1989

The meeting began at 7 : 30 P . M .
An announcement was made that the Lansing Town ;: pard will hold a
Road Meeting on February 22 at 7 : 00 P . M . and all Planning Board
members are invited to attend .

4048 , page 5 , Final _. _ P' la.t , an addition is suggested , " If the
• Subdivider and upon approval of Planning Board . . . "
Also , after provided , " the Planning : oard is satisfied approval
by sections is . . . . . "
page 20 , definition reviewed , T . Niederkorn will think about
change of 1 ) 5 acres or more , 2 ) frontage to 400 feet of depth
page 5 , Iterrd D , an addition is suggested , " by resolution Planning
Board conditionally approve . . . " In the next sentence , delete the
word approve .
405 , page 5 , an addition is suggested , " Building inspector shall
not issue a permit for construction on any lot in a subdivision
that has not been duly filed in the county clerk ' s office in
accordance with Section 405 .
405B , page 6 , an addition is suggested , " the subdivider has to
notify enforcement officer by post card . . . "
V . Mullane . The Planning bard approves subdivision , then later
o wner wants to resubdivide . Is it legal to keep owners from
✓ esubdividing ? An answer was that " anyone who has a lot as large
as zoning requires , has right to subdivide . If owners can meet
health department requirements and zoning requirements , cannot
keep from subdividing . "

Add a new paragraph as follows :

2 . Sec . 502 Preliminary Plat
Add new paragraph as follows :
F . Soils : Analysis of existing soils in the development
area including wetlands , floodable areas , depth to
bedrock and depth to seasonal watertable .
Percolation and deep test holes as may be
✓ equired by the Planning Board .
G . A completed full environmental assessment form .
H . A statement that will apply to covenants or deed
✓ estrictions .
3 . Sec . 503 . Final Plat
Change paragraph B as follows :
B . Topography and boundary lines of the tract , or that
portion of it being submitted for final approval ,
prepared by a licensed land surveyor or engineer .
C . Suggested changes of surface water drainage plan ,
location of size of open space .
Add new paragraphs as follows :
• I . Construction details showing : the location , size ,
invert elevations , type and class of pipe on all
sanitary and storm sewers and manholes ; location
sizes and type of pipe for all watermains , location
o f all valves , hydrants , blowoffs , etc . ; profiles
with detailed information on all storm sewers ,
sanitary sewers and watermain crossings .
J . Engineering calculations as necessary to substantiate
the proposed storm water drainage plan ( culverts ,
detention ponds , erosion control measures , etc . ) and
the proposed design of utilities .
K . A landscaping plan with proposed species and a ,
planning schedule , if required by the Planning Board .
L . An accurate outline of all property to be offered for
d edication for public use , with the purpose
indicated , and of all property that is proposed to be
✓ eserved by deed covenant for the common use of the
property owners of the subdivision .
M . Revised environmental assessment form , if required ,
o r draft environmental impact statement , if
necessary .
N . Revised statement of covenants or deed restrictions
t hat will be applied to the subdivision , if required .

E . ARTICLE V I : DESIGN STA @DAR ,' S
1 . Sec . 602 Streets
Change paragraph 6 to read as follows :
Permanent dead --end streets ( cul -de-sac ) shall , in
g eneral

be no longer than 10 times the narrowest frontage of lots
along such dead-end street ( see Sec . 6O5 ) . All permanent
dead-end streets shall provide a turnaround at the end
with a radius of at least 45 feet. . Alternative designs for
a turnaround that are equally effective ' will be continued
at a later date shall provide a temporary turnaround . ( See
attached sketches . We ' ll consider this standard in more
detail at the meeting . )
Change paragraph H to read as follows :
In so far as possible , all proposed subdivisions shall be
designed to provide for future access to adjacent
properties . If a subdivision shows a reserve strip at the
ends of streets , or elsewhere , controlling ( continue with
existing wording ) .
2 . Sec . 605 . Lots
Change paragraph B to read as follows :
Minimum lot dimensions and areas shall be determined by
the zoning ordinance for zoned areas and by the
Tompkins County Health Department requirements for all
areas that do not have sewers . In the event Section
281 of Town Law is used in the subdivision
• ( clustering ) , the Planning Board may use its discretion
in determining lot dimensions and areas unless
otherwise directed by Town :: oard .
Add a new paragraph as follows :
G . Where there is a question as to the suitability of a lot
for its intended use due to factors such as rock
formations , flooding conditions , sight distance from
obstructions , or similar circumstances , the Planning
Board may require modification of the design of such
lots .
3 . Add Sec . 609 as follows :
Sec . 609 . Modification of Standards
The Planning Board may modify the specific requirements
set forth in this Article VI in any individual case
where , in the Board ' s judgement , such modification is in
the public interest or will avoid the imposition of
unnecessary individual hardship .
F . ARTICLE VII : IMPROVEMENTS
1 . Change paragraph B to read as follows :
B . Streets . All streets shall be constructed in
accordance with specifications provided by the Town of
Lansing . Unless otherwise determined by the Town
Highway Superintendent , or modified by the Planning
111 Board , the following construction specifications
shall apply :
Immaprovements : Streets shall be graded and improved
with pavement and street lights .

Minimum pavement width : Minimum pavement width shall be
22 feet with curbs or 6 foot shoulders on each side .
Minimum pavement thickness : Streets shall have a
minimum thickness of 14 inches of clean crused gravel
and 6 inches of crushed stone base , with a minimum of a
double bituminous seal coat on the surface .
2 . Add the following to paragraph F :
In general , runoff from any subdivision shall not
exceed the amount that would normally occur under a
natural , undeveloped condition as calculated for a 25-
year storm . To achieve this standard , on-site
detention facilities approved by Town Engineer might be
required .
3 . Add a new paragraph to Sec . 701 as follows :
H . Recreation Areas or Open Space : Land shall be
✓ eserved for park , playground , open space or other
✓ ecreational purposes in locations designated on the
Town General Plan , or elsewhere when the Planning Board
d eems that such reservation would be appropriate . Such
✓ eservation shall be of an area equal to 5 percent of
t he gross area of the subdivision . Land reserved for
✓ ecreation purposes shall have physical characteristics
suitable for the intended purpose .
If the reservation of land for recreation or open space
purposes is deemed to be inappropriate by the Planning
Board , the subdivider shall make a payment of $200 per
lot , in lieu of land , with such funds to be used for
t he acquisition or upkeep of park , recreation and open
space facilities in the Town of Lansing .
When the Planning Board requires land to be reserved
for recreation purposes , the ': oard may require that the
site be graded , seeded and fenced .
When land for recreation areas or open space is
✓ equired to be shown on the subdivision plat , the
approval of said plat shall not constitute an
acceptance by the Town of such land .
MEETING
The next work meeting will be on March 6 at 7 : 30 P . M .
T . Niederkorn will make revisions in the Subdivision Rules and
Regulations as suggested in the January 31 and February 6
meetings . A copy will be furnished to each member of the
Planning Board .
The Planning Board and T . Niederkorn Will go over this revised
copy of the Subdivision Rules and Regulations at the March 6
meeting .
