Chairman White called the meeting to order at 7 : 33 P . M .
PUBLIC HEARING ON CHERRY ROAD MAJOR SUBDIVISION
Chairman White read the advertised Notice for the Public
Hearing concerning the Cherry Road Major Subdivision , and he
o pened the Public Hearing .
Ernie Bayles , representative of Bernard and Ellen Friedman , made
a brief presentation . He displayed a sketch plan of the 40 acres
o wned by Bernard and Ellen Friedman . This land is located
between Cherry Road and Bush Lane . The Friedmans plan to build a
h ome and retain seven acres ; then , they want to subdivide thirty
three acres into twenty two 1 . 5 acre lots .
Question from audience : What will be done about sewage ?
Chairman White responded that sewage is not under control of the
Planning Board . The Tompkins County Department of Health will
• make that determination .
Mr . _ Friedman stated that if public sewer is available ,
connections will be made to it .
Question from audience : How do the northern lots drain ?
Mr . Bayles replied that an analysis was made of the area and
d rainage plans have been taken into consideration .
Leon Coachin , spokesman for several neighbors on Cherry Road ,
stated that they were not opposed to the development . He asked ,
" Are these single family homes ? "
Mr . Bayles replied , " Yes , and we are now working on restrictions
as to what can be built . " He also stated that the intention is
t o make the houses as attractive as possible .

Mr . Friedman stated that these houses would be single family

determination . Chairman White replied , " Within 10 days . "
R . Hagin moved that the Public Hearing be closed . L . Sharpsteen

LETTER RE OREAR- SUBDIVISION
A letter from Judith A . Rossiter to Richard B . Thaler
✓ egarding Orear Subdivision on Sun Path in the Town of Lansing
was discussed . According to the letter , the involved parties are
trying to " negotiate issues relating to the subdivision and the
✓ ight of way . "

A letter written by Ernie Bayles to George Tatman regarding
Cheryl Nichols , owner of the Eastlake PDA , requesting a division
• of lot 44 into two lots .
Mr . Bayles stated that " the proposal is to divide lot #44
( approximately 3 acres ) into two separate lots of 1 . 7 and 1 . 3
acres each . "
Originally lot #44 was to be a multi -family unit but these plans
w ere dropped . The lot was approved for a duplex . Now , Mr .
Bayles , representing Cheryl Nichols , wants approval to divide the
lot into 2 single family lots .
L_ _-. Hirvpnen noted that Eastlake is a PDA and any alteration of an
approved PDA requires that the owner submit a preliminary sketch
and move through the approval procedure once again .
Chair-man_._ White stated that Cheryl Nichols has had approval of
Eastlake PDA for six months and now has returned to the Planning
Board with a change of plan .
Mr_ . __ B_ayles requested that Nichols ' letter and the drawing be
considered a Preliminary Proposal and Sketch Plan .
If owner still wants to subdivide lot #44 , a developer ' s
conference must be held within 45 days .

LETTER FROM TOMPK I NS COUNTY DEPARTMENT OF HEALTH TO MARY T I LLEY
A letter dated November 18 , 1988 , from the Tompkins County
Department of Health , to Mrs . Mary Tilley was discussed . This
letter was in regard to a preliminary field investigation of
property " located on the eastern corner of Hillcrest and
Triphammer Terrace in the Town of Lansing . " Mrs . Tilley proposes
to develop about 50 lots on a portion of this property .
It was proposed that a letter be written to Mrs . Tilley stating
t hat the Planning Board is very concerned about roads and
d rainage in this area .
CLIFFORD J . BUCK _LETTER
Mr . Clifford J . Buck submitted an application for two minor
subdivisions of four lots each on Conlon Road . This letter was
d iscussed . The Planning Board suggested that the road frontage
o f these lots needs to conform to subdivision regulations , a
separate SEOR form for each minor subdivision needs to be
submitted , and a sketch plan needs to be brought to the Planning
Board Meeting in tecember .
• OTHER BUSINESS
L . Sharpsteen suggested that the Planning Board examine
Subdivision Regulations regarding minor subdivisions and allow an
o wner to have one for 6 lot subdivision , but no other minor
subdivisions .
Suggestion was made that major subdivisions are not more
d ifficult to complete than minor subdivisions , and this should be
maintained .
Planning Board members . iscussed the fact that roads are
e xpensive to create and maintain and that tax monies rarely pay
t hese costs , so that all the taxpayers in Lansing end up paying
for new roads .
V . Mullane brought the matter of the Airport Hazard gone clearing
to the attention of the Planning Board and noted that because of
t he extensive tree clearing , Borg Warner is is need of better
buffering .
Suggestion was made that the small builder is not being
encouraged to build in Lansing .

Chairman White reminded the Planning Board that a vote needed to
be taken concerning the Cherry Road Subdivision . C . ICammen moved
that we approve preliminary plan for Cherry Road Subdivision . F .
Ramiro seconded . Carried unanimously . C . Kammen suggested that
the Planning Board ' s approval should note that the Northern part
of this development is in Airport Hazard Zone .
L . Sharpsteen moved that meeting be adjourned .

AUTUMN RIDGE
DEED RESTRICTIONS
LOTS # 1 THRU #49 INCLUSIVE ARE SUBJECT TO THE FOLLOWING
COVENANTS WHICH SHALL RUN WITH THE LAND FOR A PERIOD OF 20
YEARS FROM THE DATE HEREOF .
1 . The land shall be used for residential purposes only and
may be improved with a dwelling containing 1 family unit
plus a 1 bedroom apartment whose area is equal to or less
than 50X of the living area of the 1 family unit . Private
dwelling garages for passenger automobiles and structures
incident to private dwellings and any storage sheds shall
be compatible with the exterior design of the residence .
2 . No chickens or livestock of any nature or description
shall be kept on the premises except the usual household
pets .
3 . The exterior of any dwelling unit or improvement on the
premises shall be completed within six ( 6 ) months of its
commencement .
4 . No trailers or mobile homes shall be kept on the premises
at any time .

S . The premises shall not be used for the storage of any
materials , machinery , equipment or supplies of any kind
or nature except during the course of construction of an
improvement to the land .
6 . No improvements shall be erected so as to exceed 30 feet
in height , such height is measured from its lowest
elevation out of the ground to its highest peak .
7 . No fences or walls other than the wall of a building shall
exceed six ( 6 ) feet in height above the natural ground
level .
8 . The lots shall not be subdivided .
9 . The premises shall not be used for commercial purposes of
any kind .
1O . Notwithstanding any of the foregoing , any zoning ordinance
more restrictive with respect to the matters set + orth
above shall govern . Conversely , any of the aforementioned
covenants more restrictive than any &pplicable zoning
ordinances shall govern .

11 . No building shall be sited or constructed on any of the
lots without first obtaining written approval pertaining
to location and design from the developers or their chosen
agent .
ALL OF THE ABOVE COVENANTS THAT GO WITH THE LAND I AM

ENGINEERING REPORT
AUTUMN RIDGE SUBDIVISION
TOWN OF LANSING , NY
:.THE PROJECT
The project is a new single family residence subdivision in the
Town of Lansing . Forty -nine homes are planned for the subdivision .
No commercial establishments will be part of the project . The site
is northeast of East Shore Drive and Burdick Hill Road and will be
connected to both with new municipal roads .
Water is available from the Southern Cayuga Lake Intermunicipal
Water Commission . Although sewers will be installed in
anticipation of municipal sewers being constructed , individual
household septic systems will be installed for immediate use .
WATER
As stated , water is available from Bolton Point . Water pressure
S to the project is expected to be above 50 psi . A 6 " water
distribution system complete with fire hydrants will be installed .
Cement lined , ductile iron will be used for the water mains .
SEWER
At the present time sewers are planned for the area within the next
couple of years . " Dry " sewers , 8 " PVC , will be installed at this
time in anticipation of the municipal system . In the interim ,
individual household septic systems will be installed .
STORM
A drainage ditch of significant size traverses the southern portion
of the property draining the fields to the east . Immediately to
the north of the property another drainage -way exists which drains
fields to the north as well as a very small portion of the northern
part of the project . Similarly , there isdrainage immediately
south of the property .
The ditch traversing the property drains an area of about 100
acres . Using a runoff coefficient of 50 % , which is high
considering the area to the east is predominantly fields , a
rainfall of 4 " would result in a maximum flow of about 200 CFS of
storm runoff . This would require a 54 " circular pipe flowing half
. full . The existing culvert under East Shore Drive is 63 " x 33 " .
64 " x 44 " culverts are commercially available .
