Emmick Prior to the opening of the meeting of the Planning Board, L . Hirvonen discussed with the Board a letter she and Chair White prepared to send to Mork Keller concerning his proposed development on Ridge Road. The letter noted that no subdivision of this land has been approved by the Planning Board, although lots are currently being offered for sale. L . Emmick noted that Beckwith Road has been accepted by the Town Board as a Town Road . Chairman White opened the meeting at 7 : 40. R. Hagin moved that the Minutes for the meeting of September 26 be approved , Mullane seconded, and the Mintues were accepted unanimously. Burbara Lok appeared before the Manning Board regarding the notation on her subdivision maps that states that her development is located within • the Airport Hazard Zone. Ms. Lok claimed that banks were not willing to grant loans because of the label . White noted that the Tompkins County Airport Commission has recommended that land in this area be zoned light industrial . White recommended that the bankers who question this warning talk with the airport manager for clarification. He also noted that the present runway will be expanded by 1200 feet in the near future and he stated that all further subdivisions of land in the Airport Hazard Zone will carry the same warning as that on Ms . Lok's deeds . Hirvonen noted that Mrs. Lok ' s is the first subdivision to fall within this Airport Hazard Zone but hers will not be the last . White said that it was our responsibility to warn developers and prospective buyers of the problems that might be encountered in this area. White offered to work with the Airport Manager to prepare a letter of explanation for sellers , prospective buyers, and bankers concerning the Airport Hazard Zone . KENNEDY Minor Subdivision: Ridge Road B. Tatman explained that Mr. Kennedy has already sold 1 .31 acres of a parcel of 4 acres. No one appeared to discuss this subdivision and • Hirvonen moved that we table this proposal . • JOHN AND SYLVIA HICKS Major Subdivision: Waterwagon Road Developer's conference. George Schlecht appeared for John and Sylvia Hicks and presented a sketch plan . The proposal is to subdivide 44 of 95 acres held by the Hicks ' . There is no present plan to subdivide the remaining 51 acres. Zoning is low denisty residential and the rest is agricultural . There is no public sewer available but public water is nearby . Schlecht noted that the soil is shallow , and to avoid putting driveways on Waterwagon Road , an internal road is planed onto which all but one lot ( * 17 ) will exit . The site plan shows 19 lots , each with a minimum of 2 acres . The average width of each lot is 250 ' . The road will preserve the woods and the pond , located on the western part of the property. Drainage is to the north and west , and it is shown on the map . All lots meet the subdivision requirement except for lots 4 and 5 which do not have 150' of road frontage , and lot 9 , which does not now show adequate frontage . Solutions for lot 9 were suggested . An easement to the south was discussed . Mr. Garth Jackson noted that a north/south road easement has been a concern of the developers . V. Mullane noted that the Town wants subdividers to make • provision for sewers . Mr. Schlecht noted that a waiver will be needed concerning sidewalk , storm sewer, and culverts . Planning Board noted that walkways or bikeways might be appreciated by residents . R. Hagin moved that we give sketch plan approval of the Hicks Major Subdivision. Ramin seconded. It was approved unanimously. Required: The Planning Board will require that the road be entended 100 ' in front of lot 9. The turn around was discussed. SEQR to be submitted to the Town Board, especially in view of the problems the Planning Board has identified at the Triphammer/Waterwagon Road intersection where visibility is not adequate , and traffic swift . Autumn Ridge Major Subdivision : Cal Warren appeared to inform the Planning Board of developments at Autumn Ridge . The Village of Lansing has approved the entrance to the development via Rt . 34. The Burdick Hill entry is in the Village; it is a single lot , however, and legal counsel has ruled that it can be used as an entry to Autumn Ridge. This meets with the Town Planning Board concerns. • Health Department is giving lot by lot approval for septic systems. The developers will need to request that the Town pettion the Village to supply water. Warren asked about the Village maintenance of the Route 34 entrance. The Planning Board directed that he discuss this with the Town Board. Needed : A copy of the deed restrictions • Time schedule Septic Plan, showing recommended placement Letter from the Town re : Water CHERRY ROAD MAJOR SUBDIVISION : Ernie Bayles appeared for Dr. and Mrs . Friedman and presented a preliminary plat . The recreational area shown on the original sketch has been eliminated and there are now 23 lots in the development . The map showed a retention pond on the south , drainage lines and a drainage ditch along the southern line of the property. The map also shows house placement . Three lots, * 129, 139 and 54, will exit directly onto Bush Lane or Cherry Road, the remainder will exit via the new road . Convenants and restrictions have been submitted. The Friedmans noted that # 6 . 4 is not meant to restrict airplane noise. Dr. Friedman agreed that he would send letters to notify buyers that parcels in this development fall within the Airport Hazard Zone . White noted that the maps would be so marked and upon seeking building permits , owners would be informed that their land is in the Airport Hazard Zone. Mr. Emmick noted that perhaps the Town Board has been remiss in • not rezoning this area light industrial . Hirvonen moved that we accept this preliminary sketch plan and that partial development might be considered ; Hagen seconded . It was approved unanimously. HASS MINOR SUBDIVISION of 1 . 1 acres on Ridge Road. This subdivision meets all subdivision regulations . Kammen moved that we approve this minor subdivision and waive the public hearing . Ramin seconded . It was approved unanimously. The Board returned to the Kennedy Minor Subdivision . As no one was present to discuss it , Kammen moved that we table this proposal until we get more information. Hagin seconded. It was approved . White submitted a map of Hazel % very Minor Subdivision on Goodman \ w '� fis Road. One lot meets F the1s road frorrttge requirement , the other three lots fall under the required frontage . Hirvonen moved that we accept the preliminary plat for the minor subdivision of the H. Avery property and that we schedule a public hearing • for October 24, at 7 :30 . Ramin seconded and it was approved unanimously . Chairman White abstained from voting. The next meeting of the Planning Board will be October 24 at 7 :30 pm .
