The Planning Board reviewed the minutes of the previous meeting and asked that they be rewritten . Those minutes y^rill be included with the minutes of this meeting . At 6 : 00 pm 'vy' llite read the published notice to open the Public Hearing for AUTUMN RIDGE , represented at the meeting by Richard Cowles and Cal W' arreri . There were no questions from the public and no adjacent land owners were present . Warren reported that the 'Village is not pleased about the new road leading to Burdick: HIll Road because it will be Village ressponsibility and because of • the traific that will be generated . Warren also noted that the DOT is investigating the traffic_ flow on East Shore. Drive and also the traffic at the interssection of East Shore Dr- iire and Burdick: Hill Road . Mullane noted that the Lansing Planning Board has insisted upon the exit from Autumn Ridge to Bur dick: Hill Road fur reasons of safety . The SEUR has been ssubrriitted to the Town Board but no action has been taken . Mullane moved that we wai '•te the Public_ Hearing and accept this two lot rninor subdivision conditional upon a Negative declaration cif SEUR by the Town Board . Hagin seconded . Mullane noted that this property is in an agriculture district and owners should be so notified . The motion cellos approved unanimously . BERNARD FRIEDMAN : CHERRY ROAD MAJOR SUBDIVISON This 40 acre subdr '•:' ision is to be divided into► 2 ' lots , for single family houses with one lot for a recreational tac: lilty . White tinted that this development is in the Airport Hazard Zone . Bob Leathers , architect for the subdivision , Said that the noise had not been measured . The next regular meeting of the Lansing Town Planning Board will be August 6 . c: k 74o/yS2 CHAIRMAN WHITE reported that there were three resolutions that 4iiii• needed to be voted on by the Board . CAROL KAMMEN stated that she had some resolutions to propose to the board . RESOLUTION NO . 1 : . The Town of Lansing Planning Board recommends to the Town Board that fees for subdivision of land in the Town of Lansing be restructured to reflect the costs to the Town . We unanimously recommend that in a minor subdivision , the developer pay $ 10 for each lot ; that within a major sub - division of fewer than 20 lots , the developer pay a cost of $ 25 per lot ; and in major subdivisions of 20 lots or more , there be a fee of $ 50 per lot , not to exceed $ 5 , 000 per development . Also that the costs for private consultations with the Town Attorney or Town Engineer shall be borne by the developer . In addition , where an environmental impact statement is required , Ithe developer will pay all costs for reviewing and preparing of t hat statement , and that the developer and the Town will share equally the costs of holding a public hearing . LARRY SHARPSTEEN seconded the motion . A vote was called . The motion was carried , with one abstaining , VIOLA MILLER - MULLANE . RESOLUTION NO . 2 : Tri view of the fact that the Town of ask Lansing has maintained for at least twelve years Village Circle S outh , which runs from Warren Road into the Lucente property , it is recommended to the Lansing Town Board that this road be declared a Town Road to be treated hereafter as any other road within the Town of Lansing . L INDA HIRVONEN seconded the motion . The motion was passed unanimously . RESOLUTION NO . 3 : The Planning Board of the Town of Lansing recommends to the Town Board that the easement which appears on the approved map for the O ' Rear property , filed with the County Clerk on November 14th , 1975 , running from Sun Path to the north , and which was removed from further maps by Mr . O ' Rear when the property was sold , be restored . In view of the development along Route 34 in the area of the O ' Rear property , it is important that that easement north be re - established so that a link might be made to the Nichels - Leathers development , named Eastlake . We recommend that the Town Board instruct the Town Attorney to take any legal action necessary so that the easement is restored ; and we suggest that any necessary action be taken as soon as possible . RESOLUTION NO . 4 : We also suggest that the Town Attorney take appropriate action against Jay O ' Rear for what appears to be a sale of two lots to Thomas and Dyckman without subdivision 4.0 approval . LARRY SHARPSTEEN seconded the motion .
