TOWN OF LANSING PLANNING BOARD
• April 11 , 1988
Present : Chairman White , Hirvonen, Kammen, Mullane, Ramin, Sharpsteen;
L. Emmick liaison from the Town Board; T . Miller, Town Engineer;
George Totman and Gary Wood joined the meeting in process.
Herb Beckwith has retired from the Planning Board to join to
Town Board.
At 7: 41 Chairman White caned the meeting to order. L. Sharpsteen
discussed the status of the Cima new subdivision, Horizon Estates
which will require a public hearing, as all necessary materials have been
submitted. The lot sizes within the subdivision have been enlarged in
accordance with Health Department requirements. Provision has been
made for a public sewer system when sewer is available. Mullane
commented on the treatment of the stream in the development , wishing for
a system of step dams rather than the retention pond required by the
Village. T . Miller, Town Engineer concurred.
Minutes of the March meeting were approved as submitted.
At 8 p. m . a public hearing was held on behalf of Woodsedge Acres . Mr.
Lusk and Mr. Schlecht were in attendance. The chair requested comments
from the public. Mr Emmick spoke of the development with favor.
Hirvonen moved that the Public Hearing be closed; Sharpsteen seconded
and it was approved unanimously.
At 8: 15 p. m . the Chairman called to order the public hearing on the Adams
Subdivision. Six people appeared requesting information about the
subdivision. Mr. Nelson of Horvath Drive questioned the placement of wells
and septic systems fearing that the wells serving the houses on Horvath
Drive, which are to the back of the lots, would be endangered. Mr. Adams
stated that the Health Department will give individual approval for water
and sewer for each lot as the lots are sold. Caroline Rasmussen of Asbury
Road inquired about the SEAR approval ; she was concerned about protection
of wildlife in the creek area. The EAF is now in the hands of the Town
Board. Ramin moved to close the Public Hearing; Sharpsteen seconded.
Approved unanimously.
At 8: 31 the Chairman opened the Public Hearing for the Whispering Pines
Subdivision: lots 1 through 8_ All necessary information has been
submitted.
• Bill Berich of Warren Raod spoke of his concerns about storm drainage and
the increased traffic on Warren Road. He has been flooded two times since
the development began and he noted that there is
increased traffic moving at a considerable speed with a great deal of
passing. White noted that the Planning Board is also concerned with the
drainage and T . Miller, Town Engineer, noted he was aware of the problem
and would carefully review all plans.
Glenna Thaler of Hillcrest Road noted she is also concerned about drainage.
She is now getting more water on her land as she believes that the natural
run off has been blocked.
Roger Hagin of Asbury Road agreed with the comments about increased
truck traffic in the area. Mullane noted that we might alert the Town
Board about the inadequacies of signing on Warren Road and Town Board
Member Emmick took note of the increased traffic conditions on Warren
Road. Chairman White thanked all the speakers for their comments.
Sharpsteen moved to close the Public Hearing; Ramin seconded. It was
approved unanimously.
Horizon Estates: John Barney noted that the Health Department
• investigated the entire subdivision. He submitted a color coded map
indicating the types of septic systems to be used. 18 test holes were dug.
Mr. Barney noted that the development will most likely be phased, selling
lots in a staggered fashion until public sewers are availabe. Hirvonin
noted that the Lansing Planning Board had requested an additional exit
from the development which Mr. Cima has provided with a road to Bush
Land. A Public Hearing was scheduled for May 9 at 8: 45 p . m . Mr. Barnery
will provide the Oridnance Officer with names and addresses of neighbors
living within 500 feet of the subdivison for notification of that hearing.
East Shore Heights Subdivision: HCYU Association. Rick Coles spoke
of the devlopment which will contain 49 houses on one acre lots. Lots I
and 2 will be in the Village of Lansing, the rest in the Town. The TC Health
Department has done 24 perk tests and has found the area to be difficult.
The Planning Board noted that an exit should be provided onto Burdick Hill
Road rather than allowing the area to be served by only one entrance. The
entrance road with its median strip was questioned by the Planning Board
on advice of L. Emmick who reported that the Town Highway Department
has voiced disfavor of such roads because of the costs to the Town.
4110 Drainage in the area will be addressed and culverts provided. HCYU ownes
land south of the present devel°pment , to the south of lot * 7, which could

provide accress to Burdick Hill Road. This plan is not favored by the
• Village Planning Board but Chairman White was directed to discuss the
matter with the Village.
V. Mullane suggested that the Town take a serious look at the question of
water drainage on Town Roads. She noted that there are plugged culverts,
inadequate culverts and drainage inadequate to present conditions. This
problem is not necessarily caused by development but rather by outmoded
systems in some cases in inadequate maintenance. Several particular
roads were mentioned and others agreed with Mullane' s assessment.
Chairman White asked if there were any other persons in the audienece
who wished to speak . Mr. Drost announced that he was about to build the
road into his subdivison, about which he had already spoken with Gary
Wood who had no objection.
Hirvonen reported on the objections to the industrial park raised at the
Town Board Public Hearing held last week . Drost would like final PDA
approval which will depend upon Town Board action on the request to
change the zoning. Once the Town Board acts, the Planning Baord will be
40 asked to approve the final plat. That action will be taken on April 18 at
the Planning Board' s next meeting. The Planning Board will have site plan
approval for each lot within the Drost PDA.
Mullane moved that we waive the final public hearing for the Lusk
Subdivision, Woodsedge Acres , and accept the preliminary plat for
approval as final plat . Ramin seconded. Approved unanimously.
Chairman White adjourned the meeting to continue on April 18 at 7: 30
when the Board will undertake consideration of the Drost property.
