HomeMy WebLinkAbout1988-03-28 A TOWN OF LANSING PLANNING BOARD • March 28 , 1988 Present : Al White , Chair, Larry Sharpsteen , Herb Beckwith , Linda Hirvonen , Carol Kammen ; Louis Emmick , Gary Wood and George Tatman . Absent : Fran Ramin , Viola Mullane Chairman White called the meeting to order at 8 p . m . after a brief executive session . Lusk Subdivision : Cal Warren and Mr. Lusk presented a preliminary plat showing some minor alterations . EAF negative declaration signed by Jeannine Kirby was presented . A drainage report was presented showing little effect to the area . In that report Mr. Schlecht noted that there is a nearby culvert where trouble might occur in the future . The drainage report met with G . Wood ' s approval . The road grade map showed the road within requirements . Lot plan and septic plans were also presented . Linda Hirvonen moved acceptance of this preliminary plat . H . • Beckwith seconded and it was approved unanimously . A public hearing was scheduled for April 11 . Whispering Pines : Karmen moved that the Planning Board alter their final approval of the original major subdivision by adding lots 5 , 7 and 8 to the previously approved lots 1 through 4 and 6 . This approval is to be conditional on the holding of a Public Hearing necessitated by the alteration of the previously approved subdivision . Larry Sharpsteen seconded the motion and it was approved unanimously . There ensued a discussion of the drainage problems for the remainder of the lot . It was decided that a complete drainage plan must gain written approval by Town Engineer Miller and Gary Wood before we can proceed with the remainder of the lots . A letter will be sent by the secretary to Mrs . Thaler informing her of our decision concerning lots 5 , 7 an 8 , and of the Public Hearing on April 11 . Adams Subdivision : Bob Flummerfelt presented a new map of the Adams subdivision showing a four lane divided roadway . Drainage of the area was • discussed . Larry Sharpsteen suggested adding to the turn around 4 or 5 ' to make a diameter of 86 ' . Town Board member and Planning Board liaison L . Emmick suggested that the six crossovers will require a great deal of upkeep . The Board suggested fewer crossovers on the road . Mr. + • 411) Adams agreed that he would plant the median islands to achieve a unified and pleasant apearance . Crown vetch was suggested . Kammen moved that we accept the Adorns preliminary plan subject to the road being accepted by the Highway Department and the Town Engineer; that median plantings be provided by the developer; the crossovers reduced to three ; the diameter of the cul - de - sac be increased to 86 ' ; the drainage plan approved by Town Engineer Miller and Gary Wood; and Q copy of the deed restrictions be submitted to the Planning Board. Flummerfelt suggested that a deed easement of 10 ' ; on lots 27 and 28 would provide space for drainage purposes and the Board agreed with this solution. • The PlanningBoard discussed a proceedure for notification of nearby landowners when Public Hearings are scheduled and it was decided that it was the responsibility of the developer to provide the names and addresses of people living within 500' of the proposed development . These names are to be provided to the Enforcement Officer within 24 hours and must be in hand before notice of a public hearing is publicized ( which is 7 days before the scheduled date ) . • • Earl Subdivision: The Board received a request for a subdivision of property on East Shore Drive. The Board instructed the Enforcement • Officer to seek more informatin from the Earls, including a more detailed map showing site location including names of neighboring landowners a letter from the health department giving approval of the division of the Earl land which will leave two trailers and a house on one lot. will there be enough room for a 250' septic circle ?
