Dear Sirs ;
Please find attached a preliminary plan for a single
family residential subdivision for your consideration and
review . Mr . Creighton Lusk and I are on your agenda and
are looking forward to meeting with you on December 14th .
We will present at that meeting more specific details re -
• garding our proposal . Ideally , at its conclusion , your
concerns , suggestions and requirements will be identified
allowing us to adjust and refine our plans accordingly .

MINUTES , NOVEMBER 9 , 1987

The Board went into Executive Session to discuss personnel matters ,
including the need for professional secretarial help , for 31 minutes .
Acceptance of the Minutes for August and September, reprepared by
Karmen and Beckwith , and for October ( to be reconstituted by Karmen )
postponed until next meeting .
Scheduled for 8 pm was Creigh Lusk who was not present . Gary Wood
explained that Lusk had spoken with him concerning a proposed Major
Subdivision of six lots on 'Woods edge Road . No new water or roads will be
required . Mr. Lusk will appear ata future meeting .
• Wood submitted a plat for the Vice Chair' s signature validating the
Jonathon Pichei subdivision at 318 Asbury Road , as per Board action in
August 1987 .
Barham Lek appeared concerning her subdivision on Hillcrest Road ( see
Sept and Oct . minutes ) . This land is in the Town of Lansing Airport Hazard
Zone which the zoning officer must note on building permits when they are granted:
This piece of land is not in the Tompkins County Airport Hazard
Zone . In this FAA zone there may be no construction and all land within
this restricted area is now owned by the County .
Within the Town of Lansing Airport Hazard Zone , there are some
restrictions as to the type of construction that may be approved , es per
Town Ordinance # 1305 .
The Lok plat was submitted by their lawyer to the County to be
filed but final action had not been taken by the Planning Board and the
maps were riot stamped or signed . Mrs . Lok was directed to retrieve the
plats from the County to await Planning Board decision concerning her
subdivision .
• The Planning Board tabled a vote until the end of the meeting .
Gary Wood noted that the Major Subdivision proposed by Rocco Lucente
has riot been acted upon within the time limits set by the Regulations and
if Mr. Lucente returns to the Planning Board for action he will have to
begin the process again .

The Planning Board directed Gary Wood to contact Alex Dino concerning
the yearly review of his PDA .
Leo Mohool appeared concerning his Major Subdivision off Eos= t Shore
Circle , tax map number * 7 - 36 - 1 - 16 . 2 ( see minutes , October, September
Mahool submitted a health deportment letter of approval for septic
systems and four copies of the preliminary plan . He plans to provide
public water down the entire road and will form a Water Disstricct .
There will be 30 single family lots of 1 . 37 acres each in all .
The roads will be built to Town specifications with turning radius
of 100 feet on the spur roads . Roads will be built first and surfaced when
all construction is completed .
Sharpsteen moved approval of the preliminary plat , waiving the
600 foot requirement for a town road because of the provision for mobility
in the area and required that a 60 foot easement to the north be placed on
the map to match or extend the easement to the south . Ramie seconded and
• all approved .
Mahool was instructed that a letter was needed showing approval
of the water district and another from the Highway department approving
the cul de sac 's on the spur roads within the development . Mahool noted
that an Environmental Assessment Form was in the process of being
completed .
Jay ° rear, who was in attendance at the meeting , spoke about
some improvements that Mr. Mahool might want to make concerning his
road . His comments were acknowledged by the Board .
Bob and Cheryl Leathers PDA plans for land on the west side of Route
34, south of Waterwagon Road were discussed . The sale of this land has
not been completed to date and all discussions concerning a FDA are
preliminary . The Board noted that this is agricultural land and when the
sale of land is complete , a letter will be needed from the Assessment
Board indicating that the sale has been approved and the title clear.
Leathers hopes to form a Water District and has been in contact with
Town , Village and Bolton Water Commission . Leathers hopes to include
Thomas and Dykrnan , landowners along the lake , south of the Leather' s
land , in any Water District formed .
• An Environmental Assessment Form is being completed .
Leathers is working with the Highway Department regarding roads within
the area . He is also talking with Thomas and Dykman regarding their
connection to the road giving them access to Route 34 from their property .
Easements north and south were discussed . The Board directed Leathers to
indicate the north easement on his map and to connect his southern
easement to the easement from the T to the norm on the Sun Path property
developed by J . Orear. Mr. ° rear noted that he had removed the northern
easement from his map prior to sale , stating that " it seems that such
removal Wes a mistake . " The Board concurred .
° rear was directed by the Planning Board in August 1967 to submit a map
of his entire holding , from Route 34 to the lake , showing all sales
completed , all sales contemplated , and 60 foot easements , north and
south at the T on Sun Path . This map had not yet been submitted to the

Board and no approval for further subdivision by ° rear will be permitted
until he submits a map and follows Town Regulations concerning
• subdivision .
Leathers stated that he will meet with ° rear about connecting easements
between their two pieces of property and he will also meet with Mahool
and see that his easement north and Mahool ' s easement south will be in
some sort of line - - noting however, that the land in between , some 600
feet belonging to Mrs . C . Lane , is not now being considered for
development .
Mr. Leathers noted that he would like to return to the Planning Board in
December at which time he hopes to have title to the land and to begin his
PDA .
At the conclusion of the public meeting , the Planning Board acted upon the
Lok subdivision . Sharpsteen moved , and Ramin seconded that the Lok
subdivision on Hillcrest Road be approved with the folloiwng conditions :
there will be no further subdivisions of lots , 2 , 3 , and 4, and this will be
noted in the deed and on the snap ; that the a j of ni ng driveways through the
subdivision total 60 feet in width ; that the land ' s location in the Town of
Lansing airport hazard zone be noted on the map . Approved .

The Planning Board will meet on November 23 at 7 : 30 pm with Town of
Lansing Supervisor designee Jeanine Kirby .
