Miller , L . Hirvonen I . Officers ' Reports A . Secretary - Correspondence - L . Sharpsteen In response to our request for information on areas being considered for public water in the future , the Town Board replied that the Town engineer , Tom Miller , has been commissioned to do a study of areas needing water . B . Treasurer - Bills - C . Kammen A bill for typing has been authorized in the amount of $ 35 . II . Minutes March 24 , 1986 - L . Hirvonen moved to accept as corrected . • Seconded by C . Kammen , carried unanimously . April 28 . 1986 - F . Ramin moved to accept as presented , seconded by V . Miller , carried unanimously . III . Thaler Whispering Pines subdivision A resolution from the Town Board was read ( see attached ) accepting the subdivision on a provisional basis dependent upon compliance with Planning Board concerns ( see attached ) . Mrs . Thaler was not present . IV . Public Hearing - 7 : 45 - Cima Horizons PDA & subdivision The hearing was called to review changes to the Final Plats which moved the recreational facilities from the subdivision to the PDA ( see minutes 4 - 28 - 86 ) . The facilities will not be open to the public , only residients of the 411 Horizons and will be maintained by the owner . The pool fence will be 6 ft . high and there will be no outside lighting . MOTION : L . Sharpsteen moved to close the public hearing , noting that no one from the public had appeared . Seconded by C . Kammen , carried unanimously . Cima , continued Mr . Sharpsteen wished to commend Mr . Cima for the special effort he • has made to preserve the environment , to the extent of moving the position of a house in order to leave a tree . V . Caward Subdivision - 8 : 00 - Public Hearing A minor subdivision located between Atwater Rd , and E . Shore Dr . ( see minutes 4 -28 - 86 ) . Mrs . Nardi of 26 Asbury Rd . wanted to know if the creek that runs between her property and Mr . Caward ' s would be effected . It was finally determined that Mr . Caward owns another piece of property which borders Mrs . Nardi ' s and it is not the land being subdivided . Mr . Caward was asked if there will be any effect on the three mobile homes nearby . Caward and belongs to his daughter . MOTION : C . Kammen ' s motion to close the public hearing was seconded • by L . Sharpsteen and carried unanimously . VI . Moore Subdivision A minor subdivision located on the west side of E . Shore Dr . and south of Colonial Cleaners , consisting of three lots , 1 . 32 acres , 3 . 88 acres and 8 . 42 acres respectively . A survey map was submitted . The State Highway Department has stipulated that the two smaller lots must exit onto the common access road ( driveway which leads to the larger , rear lot ) rather than onto the highway ( Rt . 34 ) . It was noted that the subdivision has no effect on adjoining property , no new roads and no drainage problems . Deed restrictions will state the driveway requirement , and that there may be no further subdividing of the two smaller lots . • MOTION : F . Ramin moved to waive the public hearing ( see Article VI - hardship ) . Seconded by H . Beckwith , carried unanimously . 2 a • VII . Rose Subdivision Two lots located on Lockerby Hill . Mr . Rose wishes to create a smaller lot and build a home on it for himself . The original parcel is approx . 6 . 13 acres , the new lot will be approx . 11 acres taken from the center of the original parcel . Each lot meets the frontage requirement and there is enough front - age on either side of the new lot to create 2 lots if the new owner wishes to do so at some time . No further development would be possible . The new driveway will be visible from both directions . Mr . Rose is aware of the water and sewer problems in Lansing . MOTION : It was moved by V . Miller and seconded by H . Beckwith to accept the Preliminary Plat . The motion was amended by H . Beckwith , seconded by L . Sharpsteen to waive a public hearing on the condition • that a survey map be submitted as a Final Plat . No further discussion , carried unanimously . VIII . Wells Subdivision - Fiddlers ' Green The requested information from Mr . Williamson ( 1 . interpretation of deed restrictions , 2 . Mr . Finkledey ' s intent ) has not been received . A landowner ' s assoc . is being formed . A developer ' s conference will be scheduled when the above infor - mation has been received . A letter from Mr . Well ' s attorney , Laura Holmberg , dated 5 - 1 - 86 , was read . A decision must be reached on whether this is : 1 . a minor subdivision with a private lane , or • 2 . a major subdivision with a public road deeded to the Town . IX . Ordinance Officer Recommended that all subdivision maps be presented on a standard size sheet . He will check with the County Clerk to see if they have a requirement . 3 • X . Ludlowville Because of the water and septic problems a group of concerned residents met with a member of the County Planning Board to discuss possible solutions . We received a copy of a letter outling the alternatives discussed at that meeting . XI . Tompkins County Airport Preliminary discussions are being held to discuss airport expansion : 1 . 1200 ' runway extension to the northwest ; 2 . new terminal with 6 gates ( 2 at present ) ; 3 . expanded parking ; 4 . increased number of student pilots . Planning Board should be aware of this because of its effect on nearby residential areas and proposed development . • XII . Orear Subdivision - Sun Path Mr . Orear has a recorded minor subdivision and has been to the Board in the past to discuss the possibility of becoming a major subdivision . A letter will be sent to Mr . Orear suggesting that it might be wise to visit the Planning Board if , as has been suggested , he is thinking of selling any lots . XIII . D . Williams Subdivision - Lansing Station Rd . Four copies of a scetch plan and the $ 5 fee have been submitted to the Town Clerk . The parcel has 62 acres , not including a house and 11 acres which the parcel surrounds . MOTION : L . Sharpsteen moved to accept the Sketch Plan as submitted and invite Ms . Williams to the next regular meeting to discuss the Preliminary Plat , Health Depart . findings , etc . ( step 4 , Flow Chart ) . Seconded by C . Kammen , carried unanimously . 410 XIV . Lucente PDA MOTION : A resolution designating the Town Board as lead agency for an Environmental Impact Study ( EIS ) for the Village Woods Community PDA being developed by Rocco Lucente , including specific 4 items to be addressed and Appendix A , was presented to the 11, Board . L . Hirvonen moved to accept all parts , seconded by H . Beckwith , carried unanimously . XV . Cima - Further Discussion MOTION : A motion to accept the revised plat plans for the subdivision and PDA with the relocation of the recreation area was made by L . Sharpsteen , seconded by F . Ramin , carried unanimously . XVI . Caward - Further Discussion MOTION : H . Beckwith moved to accept the Final Plat , seconded by V . Miller , carried unanimously . XVII . Subdivision Clerk It has become increasingly evident that a full - time staff person is necessary to deal with subdivision work . There is no money • available now but we should talk with the Town Board about the possibility of some funding in the 1987 budget . In the interim , the Court Clerk , Lorraine Abrams , is at the Town Hall every day for a limited number of hours and might be willing to take calls , hand out ordinances , etc . . J .
