I . Treasurers ' Report

C . Kammen reported that a bill submitte d by the recording secretary
had been approved and paid .
II . Minutes
March 24 , 1986 - postponed
April 14 , 1986 - L . Sharpsteen moved to accept the minutes as read ,
seconded by F . Ramin , carried unanimously .
III . Public Hearing - 7 : 45 - Whispering Pines Major Subdivision
( Developer Sonia Thaler )
Located off Hillcrest Rd . between Warren and Triphammer Rds .
Letter submitted from the Town Highway Superintendent stating that
. the proposed road will be accepted as a Town road when it has been
completed according to Town specifications .
Since there was n6 one from the public present the public hearing
was adjourned at 7 : 55 . Motion for adjournment by F . Ramin , second
by L . Sharpsteen , carried unanimously .
It was moved (V . Miller ) seconded ( A . White ) and carried unanimously
to table further discussion until after all regular business had
been completed . Mrs . Thaler will be notified by letter of the the
Board ' s recommendation .
IV . Gerald Caward Subdivision - proposed minor
Located immediately south of the Lansing Plaza between Atwater Rd .
and E . Shore Dr . and north of the Klein property .
• The property is being divided into two lots , one to be 1 . 25 acres ,
the other 3 . 94 acres with road frontage of 2131 on Atwater and
363 . 4 on E . Shore Dr .
The required number of copies have been submitted and the fee
paid to the Town Clerk
The map is a survey map with all necessary information . There
are no new roads .
F . Ramin moved to accept the map submitted as the Final Plat , to
waive the public hearing and to accept the minor subdivision .
Seconded by C . Kammen , carried unanimously .
Mr . Caward was directed to file the signed copy of the Final Plat
with the County Clerk within 60 days .
V . Cima
A . Presentation of modification to Final Plats of New Horizon
subdivision and PDA .
Mr . Cima wishes ' to change the location of the recreation area
( pool , tennis court , etc . ) from lot# 29 in the subdivision to
. the first lot on the south side of Horizon Dr . in the PDA
• ( total number of villages reduced from 8 to 7 ) .
(fl MOTION : C . Kammen moved to conditionally accept the changes
in the Final Plats for the New Horizon subdivision and PDA
pending the outcome of the public hearing scheduled for May
12 , 1986 at 7 : 45/
B . Sky Acres - established major subdivision
It was discovered there had been an error in the original
survey in the area along Forest Acres Dr . ( Sky Acres Dr . orig . ) .
A new survey has been made and map drawn to correct this error .
Lots most effected # 19 - 25 & # 34 .
The Tompkins County Health Depart . has been consulted , it appears
to conform with their standards and a copy of their letter will
be sent to the Planning Board .
MOTION : It was moved , seconded and carried unanimously to
41 accept the corrected map for the Forest Acres Dr . area of
Sky Acres Subdivision ( C . Kammen , A . White ) .

C . Discussion/Recreation Area /New Horizons
1 . Fence - Members very concerned about the pool fence .
Wish to have more details on height and type of fencing
to be used .
2 . Only entrance to pool will be through the club house
sliding glass doors .
3 . If tennis courts and /or pool will be lighted for use at
night , the members would like info on kinds of lights
being considered .

VI . Patten Corp . - Debbie Williams
Informal Discussion on a proposed major subdivision for Lansing
Station Rd . , approx . 50 acres located + mile west of Rte . 34B on
the south side of Lansing Station Rd .
Sketch Plan showed approx . 8 lots , all with acreage of 3 acres
or more .
All lots will front on Lansing Station Rd . ( no new roads ) with
• frontage less than 300 ' , thus falling under the jurisdiction of
major subdivision regulations .
Deed restrictions will include no resubdividing and no mobile homes .
A ' member suggested that there be a restriction on building too
close to the creek which borders the property on the south .
The Planning Board will need a letter from the Health Depart . .
VII . Water
A . Board members have been concerned about the increased
construction in Lansing and the water problems ( current or
expected ) in those areas .
B . J . Homa spoke with Frank Liguori , County Planning Commissioner ,
who suggested :
1 . Lyle Raymond ( Cornell ) be invited to speak on aquifers .
2 . data be collected with a questionnaire to residents
411 ( depth of wells , seasonal changes , odor , etc . ) .
3 . consider requiring a minimum yield at the faucet when
constructing in an area known to have water problems .

C . Miscellaneous
411 The Board of Health at one time restricted a subdivision to
the development of every other lot in an area without public
water and sewer .
Should the regulations be tightened up in regard to water
and sewer ?
J . Homa will contact John Anderson of the Health Depart . and
Lyle Raymond and ask them to speak to the Board .
VIII . Subdivisions
Discussion - Members are concerned with the many requests for
development in the Town , the amount of time needed to inform
and follow - up on subdivision applications and the lack of
qualified personnel to deal with all of it .
MOTION : V . Miller moved that the Planning Board approach the
Town Board directly with their concerns and suggest that a
member of the Town Hall staff ( an individual in a central
location available at all times to the public ) assume the
responsibility of a subdivision clerk , handling requests ,
guiding people through the process and reporting to the Planning
Board . Seconded by C . Kammen , carried unanimously .
IX . Thaler Subdivision
Since all maps and documents were in order and since no one
from the public attended the public hearing , L . Sharpsteen moved
to approve the Preliminary Plat as submitted . Seconded by
F . Ramin , carried unanimously .
Board members expressed concern over the water in that area and
the secretary will send a letter to the Town Board encouraging
them to move forward with plans for public water in the
Hillcrest area .
X . Wells - proposed minor subdivision
Mr . Wells will be informed that a developers conference will be
scheduled when all our research has been completed .
J . Homa will contact Mr . Williamson for his report .
