Sharpsteen Absent : J . Kirby , S . Rollins Enforcement Officer : G . Wood Guests : Bob Flumerfelt , Don Keith , John Adams I . Route 96 As representative on the County Planning Board , V . Miller reported that the review of Route 96 is now under way . The State has proposed several possibilities for the renovation of this route and would like to get as much input as possible on these proposals . In the end , it is the priority of the City to have the final say on the course of action . On June 18 , there will be a large meeting in the Old Courthouse on the subject . V . Miller will report back to the Board after this meeting on which plan was favored . She will also bring maps of the proposals including a topographical map . II . Alex Cima Subdivision L . Hirvonen reported that L . Sharpsteen wrote a letter concerning the Alex Cima Subdivision to the Town Board which they will review tomorrow night ( 6 / 11 / 85 ) . A copy of this letter has gone to Mr . Cima . There must be a public hearing within 45 days after the Town Board ' s review , then it must be approved or disapproved within 10 days after the public hearing . III . Don Keith Subdivisions ( Presentation by developers ) Bob Flumerfelt , John Adams and Don Keith presented plats to the Board of their two minor subdivisions , each containing three lots . The Board of Health tested the soil for sewage disposal by drilling 8 foot holes on each lot ( six lots in total ) . They determined that five of the lots were suitable for tile field disposal and the sixth was suitable for fill . Each lot has a possible 150 foot circle diameter . A couple of the lots were just shy of this but by rotating the line between them , it is possible to get a 150 foot circle in all of the lots . As the plat stands , the circle is 146 feet ° Mr . Flumerfelt said that a revision of the plat could be done to meet the 150 foot circle if necessary . V . Miller suggested that the driveways be designed such that they exit onto the proposed roadway and not onto Triphammer Terrace . Four of the six lots could exit on the small proposed road without any problem . It was mentioned that there is also a possibility of extending the culdesac road . C . Kammen asked if they intended to extend the road all the way to Triphammer Road in the future . Mr . Keith pointed out that they did not own all of the property up to Triphammer Road , but if they were able to 411 acquire it , it may become a possibility . L . Hirvonen brought up the point that there is a maximum amount of 600 feet required for a dead end road . To resolve this , Mr . Adams thought - 2 - they could either acquire the property to Triphammer Road or put in a loop road rather than a culdesac . However , Mr . Keith pointed out that the final phase of development could be anywhere from eight to ten years . He also stated that if he had to eliminate lots to make the road , it would just have to be done . L . Hirvonen inquired about the price range for the houses . Mr . Adams estimated around $ 100 , 000 and up . L . Sharpsteen brought up the fact that Lots 11 and possibly 13 cannot be developed until sewage into the area is developed because of their location by the water . Mr . Flumerfelt acknowledged that fact , and stressed that that particular area would be the last to be developed . L . Hirvonen was concerned that the proposed road didn ' t meet with Town regulations and suggested that perhaps an alternative could be explored . She told them that the Board would like to discuss the sketch plan and that she would contact them and let them know the decision of the Board . IV . Don Keith Subdivisions ( Discussion of the Board ) As stated in Article 4 , Section D , a public hearing should be held before approval of a minor subdivion . This , however , can be waived . L . Sharpsteen said that this subdivision is a good way to take care of 411 an otherwise unuseable piece of land . It is land - locked on three sides . However , there is the minor problem of the dead end road . The Board agreed that the permanent driveways should exit on the subdivisions ' proposed road ; however , until these permanent driveways are installed , temporary ones may exit on Triphammer Terrace . G . Wood reminded the Board that the zoning ordinances require 150 foot frontage on the lots . C . Kammen felt the developers should meet this requirement . V . Miller reminded the Board of Article 9 , Section 904 which says that the developers must notify the Board before the public hearing is held if they intend to make any changes in the plats . MOTION : V . Miller made the motion that the Lansing Town Planning Board accept the proposal of the two minor Keith subdivisions on Triphammer Terrace with provisions that the final plat show lot lines adjusted such that Lot 1 has 150 foot frontage on Triphammer Terrace ; that all lots must be brought into compliance with the zoning ordinances ; and that common drives on lots 2 , 3 , 4 , and 5 be laid such that the right of way is on the proposed future roadway . L . Sharpsteen seconded the motion , and it was carried unanimously . L . Hirvonen will call Bob Flumerfelt tomorrow about the motion , ans S . 111 Vourstone will send him a type -written copy . G . Wood mentioned that the Board must make a declaration of environmental impact on the subdivions as called for by the SEQR ( State i . -- r? - 3 - • Environmental Quality Review ) . Every action , except ministerial , ought to be preceded by the assessment form . However , the Board may choose to waive this . V . Miller pointed out that the environmental impact survey is necessary only on major divisions . For instance , the east side of the Flumerfelt development would definitely need an environmental impact survey . J . Roma detected that both subdivisions were done on one assessment form ( State Environmental Quality Review - - Short Environmental Assessment Form ) . This is not acceptable ; there should be a form for each subdivision . L . Hirvonen will call Mr . Flumerfelt and explain to him that a form is needed for each subdivision . G . Wood asked who is to be the lead agency in this action , our Board or the Department of Health . It was agreed that the Board would like to be the lead agency . L . Sharpsteen read from SEQR 17 . 7 about lead agencies . V . Miller said that in the past the Town of Lansing decided to always be the lead agency . V .
