Minutes of Previous Meetings January 14 , • 1985 - February 25 , 1985 February 11 , 1985 - correction - page 1 , I - delete: - " There would be no other roads coming out of the subdivision . " Add - " There would be two exits ; across from ' ` • Asbury Road . and north of the present entrance.` - off Waterwagon . Road . " • correction. - page 2 , II - add - " He asked about - . water to the girls ' school in North Lansing . . . . Public.- Hearing - correction - second . paragraph. - change L . Swear- ingen to read L . Sharpsteen felt that a buffer . . , . . MOTION : . Jeannine Kirby moved that the minutes - of January 14 , 1985 , February ]). ,. 1985 , February 25 , 1985 - and the Public Hearing , as amended be approved . L . Sharpsteenseconded the motion , carried unanimously . - - . . OW .: Randy Swearingen - Waterwagon Road - . ' • J . Kirby reported that she has not heard from R . Swearingen re the map of his proposed subdivision . . - • - - . : III:. The Horizons Subdivision - Alex Cima ' L . - Hirvonen showed the members present a letter of intent she had - received from A . Cima as per the Planning Board ' s request. She: H . noted that A . Cima had requested that the Planned Development Area be zoned high density residential as a water and sewer district were in the process of being implemented by the Town Board . A discussion followed . L . Sharpsteen . wanted to know whether the plan could be approved as • medium density and still be protected from proliferation of possibly . • twenty units , four stories tall sprawling all over like Sevanna.h. • Park . L . Hirvonen wondered if the proposed tennis courts and swimming pool ( for residential use only ) should be included on the map . J . Homa questioned why A . Cima showed only one block of dwellings and not all eight . L . Hirvonen_ said that all would be basically the same . J . Kirby wanted to know if the airport safety zone was a legitimate part of the plan . L . Hirvonen stressed no development in the hazard zone and j . Homa said that one corner of it was fairly close : ' to it . L . Sharpsteea wanted to know what A . Cima was referring to when he p talked about. further development , would high density allow two more �I town houses per lot ? L . Hirvonen told him that once the map and projected proposal was approved , no more building could be done without a variance . 1 0 She told the members that T . itiiederkorn suggested that they look at. the possibility of Cima ' s future plans which might call for selling the units . Shethought they might ask Cima for a proposal in case . - - 1 • - A The. Horizons Subdivision — continued . S .¢ iris Ta-c he does sell . L . S rngeir said that it might be sold as a cooperative whereby the cooperative keeps the land and has responsibility for maintenance . He thought it should be written in the proposal . He also said that the final date for the Board to act on the initial development was March 25th . MOTION : Larry Sharpsteen moved that the Town of Lansing Planning Board grant an extension for Alex Cima ' s " The Horizons Subdivision ' s " final plat to possibly coincide with development and completion of the P . D . A . and to be reviewed no later then six months from this date ( Sep- tember 9 , 1985 ) Carol Kammen seconded the motion , • carried unanimously . L . Sharpsteen will send a letter to Alex Cima re the above motion . At this point , T . Niderkorn entered the meeting . A discussion on the request of A . Cima for high density residential followed . T . Niederkorn summgig it up by saying that Cima did not need it , all he needed was . the Town changing zoning on the map for that area . ??/ E . Niderkorn told her that it should be although placement could be changed at a later date . L . Hirvonen asked about a landscaping plan and he felt that there should be an indication of major groupings , specied and plantings . ® Trash disposal was brought up and T . Niderkorn said that shed _ forholding garbage should also be on the map . J . Homa wanted to know about an example of a lease agreement and T . - - Niderkorn said that it could be requested . T . Niderkorn said that some thought should be given to how to handle any sale of the properties . L . Hirvonen would like to see something morecreative then the plan of four sites on one side of the road and four on the other . L . Sharpsteen. would like to see the road continue on into the other section of the subdivision but L . Hirvonen reminded him that Cima wanted to keep it as a separate section . L . Sharpsteen said curves in the road add to the work if the Town takes it over although J . Homa said that sometimes curved roads are easier to maintain ifthey follow the nnnto rs the i and but r �L.y of ith� .d ✓ � V CJ • Kirby felt they are sometimes accident prone . J . Kirby questioned whether a straight line of trees had to be approved due to the fire code . J . homa felt that any fence or row of trees more then 6 ' tall had potential of visual obstruction . T . hderkorn said therewas a control for heavy planting . L . Hirvonen suggested adding the above concerns to the Cima letter. . • IV .. Lake Breeze Soft Ice Cream Stand J . Homa asked why there was no restroom in this facility and was told that none was required for the public as the traffic came and 411 went quickly . A restroom is provided for employees . V . Development Policy T . l' iderkorn passed out a growth chart relating to population figures . He felt that there would be no dramatic changes in the land use pattern . J . Kirby asked if there were any stipulations for trailer. parks . L . Sharpsteen felt that they were extremely efficient land use . T . Niderkorn thought that they should look at the highway situation . ' avblopment Policy - continued . and put , some kind of functional classification on them ; primary , 411 primary local , secondary local , needing improvements . The members discussed this and had T . Niaerkorn mark their choices on a map overlay . • lie, felt that a future land use map should be discussed at their next meeting . Meeting closed : 9 : 45 P .
