L . Hirvonen opened the Public Hearing for the proposed major sub -
division of . Randy Swearingen to be located off Waterwagon Road and
34B in the Town of Lansing . She presented a letter received from
the Tompkins County Health Department and R . Swearingengave the
Board a letter from Calvin Volbrecht stating that he was the owner • •
of the adjoining property in question .
L . Hirvonen asked if there was anyone who would like to speak for
or against the proposed subdivisionand no one did .
A discussion followed including the fact that John Hicks had called
saying he had no objections to the proposed subdivision but he wanted
the people to know of the disadvantages of living near his dairy -
farm . G . Woods suggested that R . Swearingen put a note to this
effect on the drawing . L .

would not diminish the oder. problem , he wanted this warning to be
included in the sales agreement too . He was also concerned about
the industrial owner. on the back of the lots . - . .
• MOTION : L . Sharpsteen moved that the proposed major subdivision of
Randy Swearingen to be located off Waterwagon Road and 34 -B:.
in the Town of Lansing be approved subject to the wording
of a warning of commercial , industrial and agricultural
uses adjoining the said proposed major subdivision be in-
cluded on the drawing and also that a letter stating the
above be attached to it . J . Homa seconded the motion ,
carried unanimously .
C . Montague will send a letter to R . Swearingen containing the above
motion and that the Planning Board would like a drawing with the
wording on it .

L . The Horizons Subdivision - A . Cima
A . Cima appeared before the Board requesting approval for his
proposed forty- eight unit development to be located on eight
lots . He presented sketches of the proposal for each member'
to study . The units would be set up as duplexes appearing as
individual homes , attached garages , off street parking set in.
a circle with appropriate landscaping . They will be called
" Villages " and possibly not more then two duplications if at all .
Mr . Cima then introduced his public relations person , Candy .
Bryant to the Board . She stressed the desire to maintain a
✓ esidential atmosphere for the area .
A . Cima said the duplexes would be one and possibly two story ,
stick built or preconstructed shells . He will keep them as
✓ ental units with the possibility of being sold off individually
at some later date . Provisions in construction will be made
f or that possibility .
L . Hirvonen informed him that the Board needed a planting de - .
® sign and advised C . Bryant to keep in touch as the plans
progressed .
J . Kirby asked about parking more than one car per unit and A . .
Cima told her no cars would be allowed to park in the circle ,
there would be a shrubbed area for parking . He also said that
possibly there would be provisions for storing recreational
vehicles .
L . Hirvonen asked if he was submitting this as a preliminary
proposal , she asked about a written one citing that the PDA
required it . A . Cima said he was submitting it as a preliminary
at this time , not a written one . C . Bryant will send a written
proposal .
At this point A . Cima and C . Bryant left the meeting .
L . Hirvonen would like to see the road going down to the eight . .
lots more imaginatively drawn ,. She told the members ' that the
Board had 45 days to act and then a statement of intent is due .
She wanted to know if they felt a statement of proposed financ -
ing was necessary . L . Sharpsteen felt that it was not their
business to know . J . foma disagreed as he asked what would
h appen if something was started and then died . L . Hirvonen
said that Fiddlers Green was a good example of that . J . Kirby
d idn ' t know what the Board could do if they knew Cima ' s finances
and he still went broke . She said that farming was kading for
bad times and that building usually followed . More discussion
will follow at the next meeting . .
®II ... Gary Evans - Tompkins County Planning Department
G . Evans gave a very informative talk about the population pro -
jections for Tompkins County up to the year 2020 , using charts
and tables to explain the procedures used to obtain the figures .
He felt that ten years was tops in predicting population . He
d isagreed with several of the charts passed out .

Gary Evans - continued . . .
II I He said that the Master Plan for the Town of Lansing was a
good document but that it should be updated constantly . •
L . Hirvonen asked . where Lansing stood in . relation to other-
towns in Tompkins County . G . . Evans said Lansing grew about
the same as the other communities in the area . She wanted
to know if there was more growth to the north and east then
to the south and west of Ithaca . He said that Newfield was
one of the tops . He felt that Route 1 3 was a big factor in
changing the areas around it ., L . Sharpsteen asked if Route
13 was extended if it would relieve the pressure on Lansing
and G . Evans thought possibly it might .
L . Hirvonen wanted to know if Morse Borg Warner influenced
Lansing development and he said no , places of employment do
• not necessarily mean people will live near them . Sewer and
water did have that affect .
J . Kirby asked if high quality schools determined population
changes and he said no , different people wanteddifferent
things from their children ' s schools . ,
G . Evans reiterated that strong regulation controls helped to
determine which direction a community went , towns have the .
legal right to control subdivisions and an official map was
very, important .. He said that his job consisted of helping
municipalities set up controls , developing according to their
needs . .
G . Wood asked if views could be zoned and G . Evans said not to
fl his knowledge , possibly a special view easement ordinance _
could be adopted .
J . Homa wanted to know the status of the right - of -way for the
Ithaca -Auburn shortline and J . Kirby replied that it went back
to the farms not too long ago .
G . Evans felt that timing was very important in planning
especially when it came to subdividing land . Strip development
he thought of as being the biggest buggaboo and it could only
be prevented by tough regulations . Residential development
he continued , should be encouraged on side roads , not on main
ones .
L . Sharpsteen said that a good planning development policy
could be as effective as a zoning ordinance - and G . Evans agreed .
it it would be enforced . .
III . Other Business
L . Hirvonen informed the members that another subdivider was
coming in at the March 11th meeting . , ,
