Kirby , L . Sharpsteen , • J . Homa , S . Rollins Absent : C . Karmen • Guest : T . Iiederkorn Linda Hirvonen opened the meeting; by introducing new member , Steve Rollins to the Planning Board members and T . Kiederkorn . She in- f ormed them that Carol Kammen had accepted one other opening on the B oard but was unavailable for this meeting . One opening still remains . T . . Niederkorn gave a brief history of the proposed zoning ordinance and the reasons why the Board had felt it necessary to make some changes . He elaborated on that - area of the Town wkich will be affected by the new rater. line going in . Re stressed that the south end of the Town. indicated a need for growth with the addition of water. In all , he felt that there would be approximately ten to twelve various issues involved .. T . Miederkorn displayed a map indicating present and proposed land uses . He said that data and decisions made were quickly outdated due to constantly changing community needs . He reviewed special Permits and variances: too . V . Miller. said that land use means use of land only - nothing to do ® with size. , shape or buildings . T . Niederkorn said that the Town Board probably received word from the funding agency that a land use control plan was needed to go ahead with the water line .. He noted that there were water and sewage problems in that area . Growth was needed to cover 'the costs not - taken care of by the grants . V . Miller felt that the Board should not look at one tiny area only , but rather beyond that area as growth seemed to always spring up . around. growth . She continued that there was concern over the lake front too . J . 'Kirby asked where the funds would come from for the state school water line . L , ii :i.- rvonen. replied that w yuld ..be another year , pew funds . J . Kirby reported that the Jehovah. farms were. up for sale and that with water- available there could possibly be new growth . She thought that the farms would be good for dairy or beef and worred that it might.• be developed with water. coming in . V . Miller_ also wanted to see . it continue for agricultural purposes . J . Roma asked how much water a 10 " line could carry and T . nidericorn said quite a lot . L . Sharpsteen disagreed . V . Miller felt that pressure: made the big difference . T . Iiderkorn saw a demand for multiple housing with the coming of water . He said that the zoning ordinance of 1973 was no longer applica - ble . He said that funds for water were given for low and middle income h ousing hence the Bean Hill area was not included . The Board ' s recent recommendations for ordinance revisions had been shelved by the Town B oard . - 1 - • • continued - 2 . J , Homa did not like the heavy traffic on North Triphammer Road and inquired how that could be handled . T . 1iederkorn replied that the ✓ illage wanted to limit traffic by limiting development . ✓ . Miller noted that. industry seemed to bring in the greatest income to the Town and required the least amount of services . T . i liderkorn suggested that the Board get. a map of zoning , the present zoning ordinance , look at both to see what is permitted in the proposed water area , check it for suitability . Check map for areas 500 ' on both sides of Korth Triphammer across to Asbury . L . Sharpsteen. said that water without sewers was unsuitable for that particular area . He said that planners have said for a long time that it is wrong to put water in where it cannot be supported but that the legislators don ' t always listen .. Frontage , he felt , was of great importance . ✓ . Miller. wanted the members to drive down through the area and see what they think would be good for the area . L . Sharpsteen . would like to see feeder roads off main roads to service high density areas . • L . Hirvonen would like regulations put into the center of South Lansing and cited Cortland Paving for a poor example of maintenance of property . . J . Homa asked if there was any ordinance limiting access to roads . T . N.iederkorn. said not off state roads .. L . hirvonen wanted the Board to guide developers away from multiple driveways onto roads . L . Hirvonen suggested a current land use ordinance review for the January 12th meeting at which time T .
