I . Town of Lansing Planning Board Membership
L . Hirvonen noted the resignation of H . Ley and L . Montague from
the Board . This leaves three members on the Board . She asked the
members of the Town Board if they wanted an entirely new Board .
P . Munson felt that continuity was important . He personally, telt
that the Planning Board ' s zoning ordinance was fine but many people
d id not . He praised their work with subdivisions and said that was
a large part of their. job .
J ., Kirby wanted to know if there need be a Planning Board because
t here was zoning already in part of the Town . P . Munson said it
was a state regulation . -
L . Emmick said he was sorry to see the number of people resigning
f rom the Board . He asked if they ( the Town Board ) were to repre -
sent the people how could they be for the zoning ordinance ? He
also noted ti_ at with the coming of the fire and building codes
there would be restrictions in the Town .
✓ . Miller said that the whole . thing amused her as it was the same
element seventeen years ago and that zoning should have been put
in. and put in quickly . She said that there were people on the.
® Planning Board who did not even understand the issue and that fire .
codes had nothing to do: with zoning . She felt that some people
could not look on a larger level , just for their personal needs
and wants .
L . Montague said he was not as tenacious as Viola Miller . He and
some of the other members had worked many long years on the project
and had nothing to show for it . He said that six good people have
come and , gone because of the lack of support from the Town Board
and the zoning officer ( R! . Stanton ) . He felt that people did not
want it because they could not accept progress . He told those
present that a trailer was recently jumped . between two houses on
Lansingviile Road , no control over that either .
P . Munson said that eventually zoning would be put in but could
not say when . L . Montague asked when , Viola Miller has waited
seventeen years and still no zoning how much longer did they
h ave to wait , he questioned .
B . :Milliard said that people move out to a rural area to do what
they want , they want to be free .
M . McElwee remarked that there was suck an overwhelming protest
against zoning . She had personally made many phone calls to
check on the people who had signed the petition . Many of those
did not quite understand what the zoning was all about but signed
anyways . Their information was nearly always inaccurate . She
felt that the public ' should have been educated . Gary Wood would
cooperate with the Planning Board she assured them .
L . Montague reminded her that five years ago they sent out a list
411 of proposed ordinances for Lansing and about 90% of the people did
not know anything about it or even care to know anything about it .
V . Miller said that she stayed with the Planning Board because she
likes Lansing and because she believes in it . She has been per-
sonally grateful for zo tz . The Planning„ Board she advised has
nothing to do with zoning anymore . It is in the Town Board ' s hand.%

All P . Munson then introduced Gary Woods to those present and said
that he would need about six months to catch up on the backlog
of work . He asked L . Hirvonen for a list of names for the
Planning Board and she said it was up to the Town Board .
The members of the Town Board left the meeting - 8 : 15P . M .
II . Proposed Subdivision of Ivan Burris - Asbury and Armstrong Roads
L . 14iontague gave a quick review of Mr . Burris ' plans to change
from a minor to a major subdivision .
Mir . Burris said that • all of the lots would be on a public road
and that there was access to the land in the rear of the property .
He said that telephone and electric would be underground and that
he had sold three lots with three more to go . . He had received
Health Department approval . He ' will maintain ownership of the
property .
I . Hirvonen said that there would have to be a public hearing and
it would be set up prior to the next meeting on July 9th at 7 : 30
P . I . Gary Woods will put. a notice in the Ithaca Journal .
MOTION : L . Montague moved that the preliminary plat for the pro-
posed subdivision of Ivan Burris located on Asbury Road
and Armstrong Road in the Town of Lansing be approved .
V . Miller seconded the motion , carried unanimously .
I . Burris then left the meeting - 8 : 35 P . M . -
Paterni Property - Conlon and Buck Roads
C . Paterni brought in a map as requested by the Board at the May
411 meeting . He said that the water had been tested by the salt com-
pany . According to R . Ducette the septic systems on the sold
parcels had been approved by the Health Department .
Mr . Paterni said that he did not . want to sell any more land except
to J . Stull . L . Hirvonen told him that the Planning Board wanted
to help him in case he might cnange his mind and want to sell more
land in the future .
R . Todd said he. needed one more acre of land to meet Health De -
partment requirements for his trailers presently located there .
L . Montague told Mr . Paterni that P . Munson could help him with
the subdivision plans he would have to submit - .
L . hirvonen felt that the map hr . sterni brought in could be
accepted as a sketch plan and that he could sell R . Todd one acre
of land without changing it from a minor to a major subdivision .
J . Stull would like the issue settled soon as he would like to
start his plans soon .
Mr . Paterni agreed to return to the July meeting with a subdivision
plan .
C . Paterni , R . Ducette , J . Stull and R . Todd then left the meeting
- 9 : 05 P . M .
IV . Searles Road
J . Kirby will discuss the problem of Searles Road with Gary Woods .
V . Proposed Subdivision - The Horizons " - A . Circa
411 L . Hirvonen told A . Cima that he would need sketch plan approval
for a PDA .
A . Cima passed around sketches of ;. proposed building structures and
noted that some would nave to be scaled down from condominiums to
rental units . He figured it would take four or more years to com-
plete this . He would like to include garages and plantings to make
the area more attractive .
V . Miller asked him about water and sewer approval . _ He said he had

approval of the sketch plan and likely water and sewer would be
available from Cayuga Heights .. He showed a ' sketch of a slow drain
pond .
MOTION : L . Montague moved that the preliminary sketch plan for a
PDA for " The Horizons " subdivision _ )roposed by A . Cima
in the Town of Lansing be approved . J . Kirby seconded
the motion , carried unanimously .
A . Circa left the meeting at 10 : 00 P . M .
Vi . Orear Property
L . Montague said that an architect called him because N . Stanton
told him he could not uuild as the proposed home was not on a
main roads He noted that Orear ' s plans had been approved by the
Board .
L . Hirvonen said that 100 ' frontage was necessary for building .
. V . Miller suggested turning it over to Gary Woods . L . Montague
will do so .
I .. Planning Board Membership - continued .
The question of filling vacancies left on the Board by three
members resigning was discussed . Several names were suggested ,
they include :
Larry Sharpsteen
Herb Beckwith
Al Wacko
Jerry Burke
® L . Montague noted that both H . Beckwith and A . Waeko were against
zoning .
Florita Nortlock was also mentioned .
MOTION : V . Killer moved that the resignation of S . Cleveland
be accepted with regret . L . Hirvonen seconded the motion ,
carried unanimously .
VII . Other Business
Minutes May 14 , 1984
POTION : V . Miller moved that the minutes of May 14 , 1984 be
accented as read . L . Montague seconded the motion ,
Carried unanimously .
