Ley Absent : S . Cleveland , V . Miller Guests : Marion George , Howard Groat , Ivan Burris , Alex Cime , John Barney I . Minutes of previous meeting February 13 , 1934 - P lease make the following corrections and /or additions : Page 1 - II change John Holmwood , Jr . to John Home , Jr . Page 3 - VII insert ' Ithaca Hearing Aid " es the name of the sign located off Route 34 . Page 3 - VII add " Lansing Arco " as to the name of the garage across from the Lansing Middle School . MOTION : T . Kick moved that the minutes of February 13 , 1934 be approved as amended . H . Ley seconded the motion , carried unanimously . II . Donald Worsell Subdivision - Algerine Road L . Montague noted that the Planning Board had approved a three parcel minor subdivision for D . Worsell . Mr . Worsell called him and said he had four lots . L . Montague will contact D . Worsell and check on this . H . Ley thought that there was a house built already on what may be the fourth parcel . III . Marion George Proposed Development - Routes .4 and °R4- B Mr . George appeared before the Board members end presented his proposed develop- meat plan for property he owns on the corner of Routes 34 end 34- B across from 411 Rogues Harbor . He has renovated the house on this property and hopes to use it as a Head Start Center once he has obtained New York State approval . He said that he has met all the requirements with the work he has done . The driveway to the house will be black:- topped , exterior lighting will be provided and possibly the barn in the rear of the property will be torn down even though it is structurally sound end could be used for storage . He felt he had pro- vided for adequate parking as per his architect ' s plans . Mr . George said that the antique furniture store presently located across the street from his property hoped to move into larger Quarters . He owns the former service station on the corner and would like to remodel it for that particular business . The new construction would consist of e liquor store , a drug store , a convenient store an island with , gas pumps and possibly another building to house future prospects . He felt that his plans would help Lansing as there was nothing like it in the area and said it could possibly create forty jobs when completed . He described the interior and exterior design . There would be e covered walkway by using the roof trusses . He wanted to keep the cost low enough for tenants to come in end stay . L . Hirvonen questioned the possible problem of drainage due to the large area he planned to black top for shopping parking . He assured her his plans w : uld meet with the County Health Department rules . H . Ley noted that there was natural drainage along the property line basically south of Mr . George ' s property . L . H irvonen worrbd that there might be run- off into the street without provisions for drainage . Mr . George said that it would be too expensive for him to build the parking area up high enough to create this problem . He felt that a :grate and pipe could carry any extra water off safely . J . Kirby wanted to know if his parking area would have to be approved by the State because it would be off e State highway . Mr . George told her he had already talked with the State and was assured that there would not be any problem . - 1- Marion - George Proposed Development - continued . - H . Ley would like to see more measurements on the sketch plan , have Mr . George ' s 411 architect check the drainage situation and possibly come with him to the next meeting . Mr . George would like to start the project as soon as the weather breaks . He was advised that the Board could not give him permission to do so until more information was forthiu ming , Mr . George left the meeting et 8 : 15 P .M . IV . Howard Groat - Highway Superintendent - Town of Lansing Mr : Groat came to the meeting in response to letter sent from H . Ley requesting more information about road acceptances . He passed out copies of requirements u sed both by the County and the Town . He noted that cul- de- sacs were very difficult tb maintain . He said that the Town preferred " T " designs , 20 ' in w idth and depth . T . Kick asked Mr . Groat if the Board could cell on him in the future if end when problems came up with regard to Town roads , their design and construction . He agreed to help . Mr . Groat left the meeting et 8 : 30 P : M . V . Alex Cima Proposed Major Subdivision - North Triphammer - Bush Lane Area Mr . Cime appeared before the Board with his rttorney , John Barney . They pre - sented a map for a proposed major - subdivision consisting of thirty- seven lots , five of which would be in Lensing Village end the rest in the Town of Lansing . T . Miller was the engineer for the project . L . Montague asked Mr . Cima if the sewer , water end underground power were ell h is responsibility . He said yes . 411 Mr . Cima noted that his lots measured 100 ' x200 ' ( 4 acre ) end were bigger then required by both the Town and the Village . Lot #29 would be his own . Mr . Cime asked for approval of the entire subdivision . He hes plans for doing it in stages , possibly starting with seventeen units , twelve in the Town , five in the Village end ell multiple residential . In as much es he heerd Mr . Groet ' s remarks , he would be willing to redesign and put in " T " turn arounds rather then cul- de - sacs . Mr . Cima said that they had contected the Village re water end sewer . He hed also talked with Mr . Groat about road maintenance , Mr . Kick felt thet •all of the water , sewer and road problems could be handled as they had been before . Mr . Cime also said that he liked to leave - in as .many nice trees es he could in response to L . Hirvonen ' s question about the hedgerow on the map . A . Cime and J . Barney left the meeting et 8 : 50 P . M . VI . Iven Burris Proposed Major Subdivision Asbury end Armstronw Roads, Mr . Burris submitted a preliminary plan for e major subdivision to be loceted off Asbury and Armstrong Roads in the Town of Lensing . It was noted by L . Hir- vonen that Mr . Burris had been in previously for e minor subdivision in the same area . Mr . , Burris told the Board that because of topography it would be best to have lots only along the road . If someone wanted to buy the lend in the back area , he � would eave apace fora entrance. He elso said that Jane - b - Hor v . wo 1 not, acceptis see Or letter rrom nim es she said not sure or tills particular r procedure . He said he was assured by John Anderson of the County Heelth Depertmentythat 150 ' lots would be adequate in size . He felt that there was a possibility of 410 water coming in . He had put e restriction against trailers in his subdivision . L . Montague and L . Hirvonen both thought that a right - of- way should be put in • so that the beck lot could eventually be used if so desired . Mr . Burris thought that the soil was too wet in that area . He said he could do it if the Board wanted it . - 2- Ivan Burris Proposed Major Subdivision - continued . 010 Mr . Burris said that his on bought one of the lots and would like to start building as soon as possible . L . Montague said that the Board could not give approval at this time for that . Mr . Burris left the meeting at 9 : 15 P .M . • VII . Other Business J . Kirby reported that the land she had discussed with the Board at the February meeting ( Searles Road ) had been sold . She had asked N . Stanton to check this out but es of this date , has not yeard from The following letters were submitted to the Board : H , Ley ' s letter to W . Cook thanking him for his short service on the Board . This was in response to W . Cook ' s recent resignation . H . Ley ' s letter to Messers Liguori end Evens of the County Health Department thanking them for their review of the planned zoning ordinance . T . Kick ' s letter to the Board notifying them of his recent promotion and pleas to relocate to Meyico . His resignation was accepted reluctantly , MOTION : L . Montague made e motion that the Town of Lensing Planning Board regretfully accept the resignation of T . Kick end thank i him for h is years of dedicated end diligent service on the Board . H . Ley seconded the motion , carried unanimously . H . Ley will send a formal letter to Mr . Kick re the motion . L . Hirvonen reported that the second public hearing with regard to the proposed zoning ordinance will be held on May 7th es per S . Cleveland . It was also 411 noted that a petition had been circulating around Town against the proposed zoning ordinance . John Barney has been retained to represent the opposition . L . Hirvonen reported that there was controversy over the recent removel of a buffer zone by Cayuga Crushed Stone . L . Hirvonen said that the State fire end building codes were coming in . She f elt that this might be very difficult for the people to accent . H . Ley felt that e special meeting of the Borrd should be held with regard to the people who came in this evening end their building plans , It was decided to have the meeting on March 26th starting et 7 : 30 P .M . H . Ley will notify Marion George , L . Montague will notify Ivan Burris , Alex Cima and John Berney . Meeting Adjourned : 9 : 45 P .M . Next Meeting : March 26 , 19B4 - 7 : 30 P .M . Public Hearing re proposed zoning ordinance - May 7 , 1991+ cam Gz `-- '.-`'-- ' 3 /04 a /4, PUBLIC h1ARING ® Date : March 12 , 1954 Time : 7 : 30 P .M . Present : Acting Chairman L . Hirvonen , T . Kick , L . Montague , J . Kirby Absent : S . Cleveland , V . Miller H . Ley removed himself from the Board during the duration of the public hearing H . Ley submitted to the Planning Board copies of a survey map for his proposed ; minor subdivision to be located off Lensing Station Road in the Town of Lansing . This will consist of four parcels of land , a right - of-way for access to the beach front property and approximately seven acres in size . L . Hirvonen noted that there was no objection from the public . MOTION : T . Kick moved that the Town of Lansing Planning Board approve the plans for the minor subdivision of approximately seven acres of land owned by Herbert Ley and Joan Ley to be located off Lansing Station Road in the Town of Lansing . This will consist of four lots and a right - of- way for access to the beach front property . J . Kirby seconded the motion , carried unanimously . H . Ley will file his map with the County Clerk ' s office along with a letter from L . Montague stating that the Town of Lansing Planning Board gave approval for said minor subdivision .
