I . Minutes of previous meeting

MOTION :. T . Ales made a mption that the minutes of January 23 , , 199+ be approved
as read . L . ?1 ntague seconded the motion , carried unanimously .

II . H . Ley submitted a letter , of resignation from W . Cook citing personal reesons
for leaving - the Board . S . Cleveland reluctantly accepted his resignation .
He then asked .; the members to submit one or two names for consideration to
fill W . Cook ' s place . L . H . suggested John u4SW04 , Jr . She said he had
6 expertise on the , lakeshore arca He lives off East Shore Circle on Teeter
Road. , S . Clevelandfelt that they needed someone from out north Lansing way
to balance the Board . Be will contact Phil Munson re W . Cook ' s resignation .
MOTION : L ., . Iiirvorien moved that the Town of Lansing Planning Board accept the
' '. • resignation - of W . Cook with regret . ' , V . Miller seconded the motion ,
- carried unanimously .
III . Proposed soft ice cream shop located off Route 34
S . Cleveland welcomed Gary Argetsinger , Viola Argetsinger and H . Ley , III to
the meeting . Ne explained to those present that H . L . , IIT proposed to build
a soft ice cream shop. ?ii land presently owned by the Argetsingers off Route
34 south of the Lansing Body Shop . his purchase would consist of approximately
• one acre : The building would measure 16 ' x21+ ' and would be open for six months
o
/ of the year , possibly extending to nine months at a later date .
H . L . , III_ said that there would he room for twenty care to park . No other
; . -31 ,m1� - type of food would be ser. ved with the poss ible -exception of mi_ ncr. owave type
cooking and hard ice cream in the future .
He toll the members that he planned to put in two driveways and that the
e . parking lot would be ' expanded. if needed . He would like to put in some picnic
_ . tables on each side of the building . . _ There would be a 2 ` x2;1., ' size sign on the
top of the building and at each driveway a large ice cream cone shaped sign .
S . Cleveland ::anted to knot; about the exiting off and entering on to the
highway . . H . L . , Jr . said that there would be a cautionary sign at the
driveway exit . H . L . , . III said that cars would be going slow because of the
' stop sign on the corner .
o L . Hirvonen asked about the possibility of restrooms . He L . , III said one
restroom would be available for employees only now . If there is seating for
more thea seventeen , he would need two restrooms . He has en extra drain in
- the plans for future use . He told the Board that the Health Department would
plan out the septic system for commercial ventures .

S . Cleveland asked Mrs . Argetsinger how much land she presently owned . She

Church . L . Hirvonen felt that this would constitute a minor subdivision .
S . Cleveland wanted to know if the neighbors in the area had been informed
of the proposed ice cream stand . Mrs . Argetsinger said that the Church
' i ', would like it .
i ; V . Miller wanted to know if the Argetsingers would object if that entire
area would be zoned commercial . Gary Argetsinger wanted to know if the taxes
would go up . S . Cleveland said not until it was soldpurpose .

L . Montague felt that all that strip of land , 200 ` deep from Chris N ' Crreens
down should be commercial . He said that a right - of- way could be put in
for the possibility of developing housing in the rear area . Mrs . Argetsinger
wanted to know if that would tie her in . V . Miller told her it would not .
J . Kirby thought that you would have to have two roads to come out onto a

main road , state regulations . T . Kick thought that a cul- de - sac would serve
the purpose . Gary Argetsinger said that the Town highway by the retirement

S . Cleveland asked H . L . , III if 8 / 10s of an acre would be adecuate for
future expansion . He replied that he could not go any deeper because of a

creek in the back. . He felt that cars would only stay for about fifteen
minutes . at a time .
H . L . , III will file his plans with the County and also contact the State
highway department . He anticipates being open for business by April 10th .
S . Cleveland asked H . L . , Jr . to write to the Town highway department re
their regulations on exits and entrances for highways and subdivisions .
., MOTION : L . Montague moved that the Town of Lansing Planning Board accept
the plans of H . L . , III to develop a piece of land approximately
one acre in size located off Route 31E south of the Lansing Auto
' Body Shop for the construction of a soft ice cream shop subject
to the approval of the County :Health Department and the State
Highway Department regulations . L . Hirvonen seconded the motion .
H . Le , Jr . abstained . Motion carried .
H . L . , III , Gary Argetsinger and Viola Argetsinger then left the meeting °
io -" ' IV . Pronoscd subdivision located off Lansing Station Road
At this point , ILL . , Jr . removed himself from the Board so that he might
present his and his wife ' s ( Joan ) plans for a proposed subdivision located
off Lansing Station Road in the Town of Lansing .
He L . , Jr . then described his plans as follows ; there would be four lots
involved , lot ;-4 consisting of an existing cottage and 100 ' of lake frontage
has already been sold . The remaining 6- 3A acres would be split up with each
lot having lake rights . H . L . , III would keep one lot for himself . This

land was previously owned by one person . The right - of- way to the lake would
be retained by H . L . , III . Right - of- way privileges would be listed in the
deeds .
He said that the soil was clay and all lots have some trees on them .
L . Hirvonenasked where on Lansing Station Road were the lots located . He

told her south of the apartments past the gulley . There was a big sluice
. • which took care of any possible flooding problems . L . Hirvonen thought
that perhaps once the up side of the road was developed it might bring
drainage prohi.. cn to the other side . U . Ley told her that most of the develop

MOTION : L . Montague moved that the Town of Lansing Planning Board hold a
public hearing on March 12 , 1994 at 7 : 15 P .M . for the proposed
Ho L . , Jr- . subdivision to be located off Lansiag Station Road in
the Town of Lansing . T . Kick seconded the motion . H L . abstained .

H . Ley then resumed his position on the Planning Board . •

S . Cleveland informed the members that he had reviewed the proposed zonin
ordinance . He thanked 3 . Kirby for attend(attendi. na, the ` own Board meet in , and
working with them on i. to he said that both T . Niederkorn and M . McElwee
- said that the Planning Board ' s su ;.- es tions coincided with the Town Board ' s
thoughts .
• V . Miller said that T . Niederkorn had told her that it was pretty much in
order except for mobile homes . She felt it was riot up to the Planning Board
to determine the value_ of neighboring property around a mobile home . She
would like coli le names not permitted in R1 and IE .
J . Kirby said that the Town Board threw cut the wood lot thing .
V . Miller said that M . McElwee felt; that the Town Board would like to have
as few non- conformin this as possible . They G0U1 ; l : e to extendnd corn -
mercial to at least the Colonial Cleaners Qa Rout- e 34 , both side of the road. .

tear down the former :;arage . He would like to put in a commercial venture

J . Kirby said that she had received a call- from a Searles Road person who
was concerned about activity out that way . She noted that four lots had .
been staked out . S . Cleveland felt that N . Stanton should check it out
immediately . J . Kirby said that Rosi llat .f-i lei had been renting the land with
the idea of buying it after the Owner ' s death , but now that seemed not
possible . She thou. fht that the person la ,, in'; it out was Charles Lyons from
. Cortland . She will talk to N . Stanton .
S . Cleveland said that he recently had made a presentation to the Lions
Club re the proposed zoning ordinance . He will speak to the Lensing Senior
Citizens on March 1.4th . He wants people to be concerned about zoning , felt
that residents should become involved . He would hope that the Town Board
sets up . anot 'her public hearing soon. .
