Emmick - Town Board Carol Lobhill , Donald Worsell , Donald Worsell ( son ) , Laurie Conlon , Richard Cornell , Carris Cornell , Andy Pataki , Judith Holloway , Donald Sheldon , Gene Tobey , Norman Stanton , Mr . Lobhill V . Miller opened the meeting by reading the notice published in the Ithaca Journal re the public hearing for expansion of the Donald Worsell Mobile Home Park located on Algerine Road in the Town of Lansing . She gave a brief description of the area including the fact that there were now 26 mobile homes in the park and that Mr . Worsell would like to add four more . Mr . Worsell has Health Departmefat approval , needs the Planning Board approval . There is water available but is not yet approved by the Health Department . D . Worsell - The lots in the trailer park are larger then required size . I have followed the Underwriters and the State requirements . I have no plans to extend further then the present amount . C . Lobhill - I would like to know what the Planning Board intends to do about enforce- ment . There is junk around the present installation . There is no consistency , no pet restrictions , many vehicles there with no registration . D . Worsell, - The dogs are leashed . The cars have license plates on them but I am not able to get the authority to remove them . C . Lobhill - Newfield is able to enforce it . N . Stanton - My Spring inspection showed no unlicenses vehicles . Mr . Lobhill - The trailer park , is not policed . You don ' t police all the tenants . C . Lobhill - Why can ' t the Town enforce the guide lines ? ilfr` . Pataki - Don Worsell is not responsible to maintain the individual trailers in the park . G . Stevens - Animals can be a problem . The S . P . C . A . is available to control the animals , any citizen can call on this service . Call me if no control can be attained . J . Holloway - I ' m pleased to hear about the recreationsarea as the children are now playing in the street . What about the water supply for the area residents ? There is a definite odor from open sewage , the smell in the summer comes right from the ditches . Algae is growing in the ditches . ✓ . Miller - Algae is not necessarily caused by sewage . This should be brought to the attention of the Health Department . D . Sheldon - Several of the property owners have asked me to make comments at this meeting . I will leave with the Planning Board a copy of my reasons for attending this meeting . The Health Department is at fault for not following up on the complaint . The Town Zoning Officer is not following up on complaints . The water district was turned down by the community . The community should have addressed the problem of the low water level in the Town . Land is scarce . Mr . Worsell is providing homes for lower income people . We should ask how we can help Mr . Worsell in controlling the area in all aspects . I ' m not really unhappy with Mr . Worsell ' s park . He is controlling it to the best of his ability . We should be calling on other agencies to help control it . How to solve the problem? Remove the cars . Landscaping would be nice . The Town should provide an area for parking unroadable cars . Mr . Lobhill - What ' s going to happen to the value of my property if he adds up to 100 units ? D . Sheldon - There is a definite need for low cost housing in the area and Mr . Worsell � ` , is providing that . V . Miller - There is no way to legislate a mobile home park out of the area . D . Sheldon - Area residents could be called on to help control the administration and control of mobile parks . Help is needed for the zoning officer . Maybe the - 1- a; parents could get together and help build a recreation area . ✓ . Miller - To do a large park , you need a large mobile home park . Sheldon - The owner cannot afford to build a park on the rental income alone . I Holloway - I don ' t feel that we should be responsible for his problem . No one would build a park for my child . L . Emmick - Maybe the residents should do their own building for themselves . ✓ . Miller - The cost of running a community park can be very costly . I don ' t think that the community should invest in it . We have directed Mr . Worsell to provide according to the ordinance . D . Worpell - I ' ll develop the area according to the regulations . I have heard that the Health Department is going to drop the regulations requiring a recreational area anyway . J . Holloway - Do you plan to continue farming the area ? D . Worsen, - If I have to put in a play area , I am not sure I would be able to farm . V . Mil Erre We are considering zoning for the Town to further control the development .
