May 9 , 1983 - II 1st paragraph - delete - " It does not include Mr . Lorson ' s
area . It would be to " " She added that no 10 " or 12 " main would
be allowed . " II 1st paragraph to read as follows : " The south
end of the Town . including Morse Chain and the industrial complex
is already a water district . "
XII delete - " Lucente " and replace with "Morningside Manor " .
MOTION : L . Hirvonen moved to accept the minutes of May 9 , 1983 es corrected .
, L . Montague seconded the motion , carried unanimously .
II . Officers ' Reports
F' .. • H . Ley - secretary_- nothing to report
; R , Briggs - treasurer - absent - It was noted that the budget should be
worked on and that T . Niederkorn ' s bill be brought up to date .
V . Miller - chairman - She wanted it noted that she attended the recent
County Planning Board meeting . She made some comments with
regard to that .
L . Montague - subdivisions - T . Kick asked L . Montague if he had checked on
the construction work near the Colonial Cleaners . L . Montague
replied that he saw Mr . Swearingen and was told by him that he has
plans to build a home set back off the road . There would also be
a heavy equipment repair shop hence the need for e heavy driveway .
^' L . Hirvonen asked. if Mr . Swearingen had a permit to change the
stream . L . Montague said that he did not know about the permit .
He thought that the stream had not been changed hut 'rether im-
:. proved .
H . Ley asked if Swearingen would have to pay to have poles ( utility )
set back in . L . Montague said yes that when there is no possibility
of other customers coming in , the owner has to pay for theme
III . Lewis Roland Subdivision - "Le Ranch "
L . Montague then introduced Lewis Roland to the members present . He told
the Board that Mr . Roland wanted to build a major subdivision off Triphammer
Road in - the Town of Lansing . Mr . Roland had already presented his plans to
L . Montague for his suggestions . It would consist of sixty- four acres on the
west side of Triphammer Road between Weterwagon and Asbury Roads . There were
it twenty- eight parcels shown on the map . The airport hazard area is at the end
of the subdivision .
L . Montague noted that Mr . Roland had submitted a sketch plan , flied it and
paid his $5 . 00 fee
V . Miller wanted to know if his land included all of the Isabelle Davis farm .
Mr . Roland said it did .. Part of this area is zoned and part . of it is
unzonede He said he would be happy to treat it as unzoned .
Mr . Roland told the members that he had talked with John Anderson of the County
`` Health Department . He was informed that he could have problems with the soil
end: drainage . He would like to leave the south end of the land open and broad .
; . � He had proposed different lot sizes , from one acre up . He has built homes
through the FHA and is familiar with energy minded ideas . There is presently
gas along Triphammer Road and at the northern end of the subdivision is e pole .
{ He plans to leave drainage ditches along the side of the road . He thought he

might haveto put a new drainage ditch along lot #9 on the map . He would
' like to leave the area open , hence the name , " Le Ranch . "
V . Miller wanted to know the distance from Waterwagon to Asbury . H . Ley
2 replied that it was 3 , 000 ' , more or less . V . Miller questioned whether
you could have that long of a block . She did not note any access to the
F . , land beyond . She believed that the ordinance is specific in requiring a
road to open to that area or a right- of-way . Mr . Roland said he would be
• able to fit a right- of-way in .
H . Ley wanted to know whose responsibility it was to build a road to the
'rear . V . Miller said that it was up to the people in the rear to build it .
L . Roland commented that he made lots 419 and #19 to be used possibly es e
, combination if the buyer wanted to . This would include a barn now on the

V. Miller questioned whether any driveways were proposed on lot #13 . L .
Roland said that it was possible to go out on Weterwegon Road . She replied
that that was considhed a very bad spot , safety wise . L . Montague wanted to

know if he could redirect the traffic flow . V . Miller said that it might be
necessary if more development comes . She wanted him to reconsider the
."driveway on the hazardous corner . She told him that interflow rather then
driveways could prove to be to his advantage . L . Roland felt that cost
r wise it might not be feasible .
L . Hirvonen wondered if Mr . Roland might change his concept due to. the num-
. ber of horses and /or ponies allowed in low density areas . Each horse must
have two acres , each pony one acre of fenced in pasture . She told him that
, it could be changed afterwards as he is not now personally planning `on
;horses . Each lot , she told him , would be considered individually. V .
r " Miller thought that perhaps a codecil should be added . L . Hirvonen also
- 'reminded him that once the plans have been drawn end approved , any changes
would have to be approved by the Planning Board .
A discussion then followed about the various lots and how they were laid
r _ out . Mr . Roland said that he would have the road within the subdivision
built so that it would eventually be turned over to the T '-wn .
` '' He told the members that he wanted to i; eep the subdivision beautiful . He
< ' wantedto reach three different markets . He had a time frame of five to
seven years . He would build a first home , possibly one in , each area , on
: speculation to break the ice . He would like to build custom style homes ,
• natural sided , beautiful windows end good roof lines so as to keep it
aesthetically beautiful .
T . Kick asked him why he thought he would not have any more problems espec-
ially water problems . Mr . Roland felt that he could remedy any water
: 'problem that might come up . T . Kick told him ofthe problem in his area ,
when . oneperson dug a well his neighbors ran out of water , they fixed their
problem and then the next person ran out and so on down the line . He
thought that Mr . Roland should look at the situation in September . V . Miller
asked him if he would be interested in a larf;e water. district . Mr . Roland
told her very definitely . T . Kick thought that being In n water district
could prove to be a big selling point for him .
V . Miller told Mr . Roland that there is the possibility of full zoning by
str the time he would start building . He wanted to know if there could be an
apartment there if full zoning came in . She replied yes , possibly , so .
H . Ley wanted to know if Mr . Roland should ;go to the County Planners about
the access to Triphammer Road or should the Town Planning Board go . V .
Miller said that Mr . Roland should go . She recommended that he see Frank
r LitLiguori first .
Mr . Roland said that he had a meeting scheduled for June 29th with the County
Health Department and a percolation test to be done on July 5th . H . Ley
' ' suggested that he meet with Mr . Liguori and have him type up a statement
511 with recommendations and bring that to the next Town Planning Board meeting .

He also wanted to know if Mr . Roland had made a final commitment with the

purchaseof the land . He was told it was in the stages . H . Ley reminded
,;; him that putting in e road could be costly especially in a wet area . L .
Hirvonen noted that it was wet around lot ;#3 .
Several suggestions were made to Mr . Roland such as the ri . ht- of-way for
the rear of the subdivision , changes possibly in the cul- de- sac , county ,
° planning ideas re Triphammer driveways and drainage off lot 20 . V . Miller
thought that it would be most attractive to have a walk way around the
` drainage . area . L . Roland thought that there might be a possibility that the
drainage problem was caused by years of plowing .
Lo Montague wanted to know if there would be a possibility of a minor sub-
division going in if some of the land was purchased by someone else . L .
; " ' Roland . saidhe would put in his letter as to saying that he wanted to keep
his original concept . He added that he might agree to it if it were
`;aesthetically okay . V . Miller thought that people looking at the map and
seeing large lots might object to smaller ones coming in .
L . Montague said that Mr . Roland should make all notes re lot sizes and
their locations on the plan . L . Hirvonen said that dividing, lots would be
q frowned on whereas adding; to them would present no problem .
Mr . Roland then left the meeting .
IV . Proposed Zoning Ordinance
V . Miller reported that M . McElwee has been recently indisposed end unable
to do any work on it .
