of Burris ' could be cut up in many different ways . '
MOTION : H . Ley moved to accept the minutes as corrected . L . Montagu (
seconded , carried unanimously .
II . Marshall Volbr.e 'cht Subdivision
V . Miller reported that Marshall Volbrecht attended the 'Tian Board
-meeting the night after . the 'last Planning Board ' s meeting ( October
11 , - 1982 ) . They emphasized that his request ( approval of a road
- to go into his minor subdivision ) was okay if he had an easement .
• H . Ley said that he had been told that there was no easement for a
road by the man he had contacted some time ago .
' H . . Miller said that it . is ' kaput ' at this time . She noted that it
has come to the Planning Board ' s attention that Mr . Volbrecht.. mis -
represented the easement: on the map and that he has not conformed
. to ! the regulations at this time .
III . . Officers ' Reports
Subdivisions - Mr . Burris - nothing at this time .
® Mr . Pinkledey - R . Briggs reported that there has
been. _ heavy equipment going into Yinkledey ' s subdivision . He knows
that there are a couple of houses going up . He thinks that the
• heavy equipment might be for road work .
IV . . ',Development- Policy
V . Miller reported that she had spent some time with Peg McElwee.
; and that they went over the Development Policy that the Town Board
had approved on October 26th . She would like the members .to note
' - . . the following changes that the Town Board had made :
Page 1 . - Town Growth - 2nd paragraph to read as follows : " The Town
intends to present to the people of the Town a general land use plan.
for . adoption and implementation which will establish land management
• regulations based on the anticipated effectiveness - of such regula-
tions in the various areas of the Town .
Page . 3 - _ 5 . Housing -. a . 2nd sentence to read as follows : " As
development proceeds the Town will work to encourage a variety of
housing accommodations for residents of all age groups and income
. levels . "
Page 3 - b . Traffic and Circulation - a . - 2nd sentence to read as
follows : " This will be accomplished through sub -division review . "
V . Miller noted that this was done because they felt the rest of the
paragraph was too long . She hoped that there would be an official
mapinthe future and that at that time the portion that had been
deleted would be added .
Page 3 - 6 . Traffic and Circulation b , to head as follows : The Town
• recognizes its responsibility to have Local roads and intersections
which can safely carry the volume and type of traffic they serve . "

Development Policy - continued .
Page 4 - 7 . Commercial Development - to read entirely as follows : .
" Expansion of commercial development will be encouraged in the areas.
of . the town where these establishments presently exist ..
Also ,! the Town is aware of ' a need for a place in the community -at -
large for small businesses to establish and grow . A ' . suburhan and
• rural community is a good place for this to happen , and provisions
will be made for it when its existence will not mar or detract from
- residential areas .
In addition to home occupations , professional offices and small
businesses ( non -retail , grossing under 3 / 4 million ) will be allowed
throughout the town when special conditions are met . "
V . Miller objected to the figure under 3 / 4 million . Some businesses
: she : felt add too much traffic and still be under that amount .
R . Briggs felt that the Planning Board justified their wording .
h . Hirvonen wants the policy to last ten years .
V . Miller said that by putting in the Village of Cayuga Heights . and
Lansing that the Town Board felt they were too difficult to work
with .. She will check with T . hiederkorn for a definition of small
'business . . -
Page 4 - 8 . Industrial Development - b . last sentence to read as
follows : " Based on the anticipated environmental impact , feasibility
H : and acceptability of disposal of industrial waste will be determined
' on a case -by - case basis .
• . Page 5 - 9 . Natural Resources - b . last sentence , delete " Resource "
Miller noted that - they do not indicate what kind of management .
Page 5 - : . 9 . Natural Resources - c . To read as follows : " As plans for
public and private. development are prepared , the Townwill exercise its
' ' responsibility to assess the environmental impact of such development .
Appropriate measures will be taken when negative environmental
;r:' - impacts are predicted . "
Page 5 - 10 . Parks and Open Space - to read entirely as follows :
"a . : The Town has assumed initiative in developing parks and open
. space and intends to continue with this effort as needs arise :
• Page 6 - Energy Conservation - To read entirely as follows : " Efforts
to conserve energy are in the best long- range interests of everyone .
. ;Lans'ing will encourage and support the sound development of potential
-energy resources when this is not contrary to other established
policy , and will modify land use controls as is appropriate ..
Page 7 - Land Management Controls - deleted - considered redundant .
Page 7 - Was 15 , _ now 14 , Intergovernmental Cooperation . - To read
entirely as follows : " The success of the Southern Cayuga Lake In-
termunicipal Water System proves the value of intermunicipal
cooperation . The Town believes that there may be additional oppor-
tunities for mutually beneficial cooperation between the Town and
' nearby municipalities . It will work closely with officials of
these municipalities in the establishment of coordinated realistic
policy and the provision of services . "
After much discussion by the members present it was felt that T .
• Niederkorn should check it over carefully to make sure everything is
covered .

f V . . Recreational Areas
4 V . Miller asked the members present to help her list the , parks ,
, . golf courses , rod and gun clubs , etc . located in the Town of Lan
:. ,� sing as the State is updating their listing . The members complied .
x VI .Bk -haws of the Lansinz Planning Board
MOTION : L . hirvonen made a motion t at Article IV Section 1 . of
the By -Laws of the Lansing Planning Board be changed so
as to conform to the State laws to read as follows : The
officers of the Lansing Planning Board with the exception
of the Chairman who is appointed by the Town Board with.
the recommendation of the Planning Board , shall be
elected by the membership of the Planning Board at the
first regular meeting in January to serve one (1 ) year
terms beginning immediately . Officers may be re -elected .
annually . L . Montague seconded the motion , carried
unanimously .
VII . Nominating Committee
R . Briggs agreed to serve as chairman mor the nominating; committee
with L . Hirvonen assisting him .
Meeting adjourned 9 : 15 P . M .
Next Meeting : December 13 , 1982 7 : 30 P . M .
