Hardie Guests : T . Niederkorn , Planning Consultant , Fred Edmondson V . ' Miller opened the meeting; by welcoming everyone there• . She stressed that. the - Planning Board worked for the people of the Town . She said that.. her. ideas on zoning had changed somewhat , zoning gives discipline : . when ne'eded . . . She introduced Fred ' Edmondson to those present and turned " the meeting over t ® . S . . Cleveland . S . Cleveland stated that the purpose of this meeting was to present the final draft. of the proposed zoning ordinance revisions . He felt that , . the . lanning Board had a sense of coming to a closure and looked for- , ward : to everyone present to give theirideas . He said that this was •, the result of two to three years work on the part of the Planning ; Board . and T . . Niederkorn ' s excellent assistance and guidance . He then ` turned the meeting over to . T . Niederkorn . T . ` Niederkorn briefly reviewed the two previous meetings with the Town ° . Board and the Board of - Zoning .Appeals . He said that the zoning ordin- ance needed changes , needed to be simplified . He felt that the new :_ techniques were refined and easier to live with . . Master ' Plan Map - He outlined the Master Plan Map , its importanceas a - ,. back-up - .was stressed .. h . . . ' Ordinance Map - This map as it now exists had a problem due to the Vil - ' : lage of Lansing . cutting off the bottom third ; making it meaningless . ' A - larger . scale map • was ' considered tor difficult areas making it easier to -, read « ' }The seven districts were shown on the map : industrial , commercial , lakeshore , lake upland , multiple family , one and two family and rural agricultural . The question of whether Fred Knight could add on to his apartment complex was brought up by W . Stuart . T . Niederkorn told him . that Mr.. Knight could with a variance from the Board of Zoning Appeals . - Schedule I - Schedule . of Land Uses or Activities - T . Niderkorn felt tie refinement , including 65 types made far easier reading . Schedule II - Area and Size Requirements - Contained on one page , six ` articles were eliminated . • Definitions - Many changes were made . The two most important ones were mobile , homes and modular homes . The new state law related to , fire. - safety was used and worked on by the Planning Board . - 1 - •Article • V - General Provisions - This relates to specificdevelopment in t e Townbutno specific district . Natural drainageways was a new ®ne . . iArticle VI Land Use Activities - Intent spelled out for each district , Y , very important for judges ' Article VII - Supplementary Regulations - Unique type of regulations applicable . Schedule III - Reduced verbage from old ordinance to twenty types of uses . Article VIII - Special Conditions and Special Permits - Under special , conditions , if all conditions are met the Zoning Officer can issue a :. permit , - if not , the applicant can go to the Board of Zoning Appeals for " interpretation . Special permits are issued by the Town Board , the . Board of Zoning Appeals or the Planning board . In each case , a public : hearing : is held , conditions can be added if approved . Niederkorn will clarifythis . : Please note the following correction on your copy - page 67 , Section . 1303 first paragraph , " the Town Board shall refer such amendments to the ( delete Wayne ) Tompkins County Planning Board . T . Niederkorn stressed things for the Town Board ' s deliberation : #1 * district lines - in right places 2 « Schedule I -z uses: permitted in right places IP ;# 3 * , Minimum lot size • ;The - question- of 65 different things listed with so many having no place to go was brought up by P . Munson . He wanted to know how necessary that ' was * G,. ' Stevens noted that each Special Permit or Special Condition had ,;a reference to go to and that it was spelled out fairly , not really restrictive . Fred Edmondson remarked that only a ,genius can simplify zoning ordinances and that, T . Niederkorn obviously had the touch . S . Cleveland told those present that the Planning Board had worked very `.long an&Tvery hard on this project and that they wanted to be equitable to everyone . It. . is now the. Town Board ' s project , to study it and come up with .a specific time table . P . Munson would like time for the Town Board to go over it thoroughly and come back to the Planning Board for more clarification , if necessary . S . Cleteland offered T .
