Ley Absent : L . Montague , S . Cleveland , T . Kick Gueet : T . Niederkorn , Planning Consultant I . Minutes . of previous meeting H . May "10 , 1982 - MOTION : D . Hardie moved that the minutes be approved , H . Ley seconded , carried unanimously . II . Sewer Meeting There will be a public sewer meeting on June 17 , 1962 at 8 : 00 P . M . in the Lansing Middle School Auditorium . R . Briggs reported that the DEC meeting was held recently . The DEC , he noted , planned three meetings ; # 1 - introduction - people involved and Miller Associates , # 2 - person from DEC , Cortland and Syracuse area to show how to get information to the people and # 3 - how to set ' up informational meetings . V . Miller would like someone from the :Planning Board to attend the June 17th meeting . H . Ley would like to go . N . : Stanton gave H . Ley a report on press releases , the minutes are posted at various stores , firehalis , parks , twenty- one places in all , for the people to read . H . Ley is concerned about the cost - . of the sewers . R . Brigss said that the first phase is federal , county and state money . ' The second phase could cost some money to the town . The third .phase , the actual construction , could recoup costs for the town . He reported that it could be a sewage treatment plant but more likely only in certain areas , no cost to the home owner , • enforced pumping where necessary . L . Hirvonen wanted to know about the taxes to be used for such a • project . R . Briggs replied that there is money already earmarked . for it . L . Hirvonen felt that some people might not want to support water in parts of the town that they are not directly affected by . R . Briggs informed the Board that the second meeting would be held June 23 , 1982 . This meeting could be identical to the first one but not necessarily so . Miller ' .reported that the Town Board has been working for a reservoir to be put in , would help only the southern end of the town .. The Town Board is upset with the water situation as it now stands as the cost will be prohibitive in the future . IV . County Planning Board V . Miller asked that C . Montague make copies of sheets passed out by Frank Liguori at the last meeting , on the County Planning Board ' s priorities for next year . She would appreciate it very much if the members of the Lansing Planning Board would take the time to read them over and make comments to her prior to the next County Planning Board meeting on August let . 410 V . Land Use Management Plan V . Miller told the members that the Town Board is pleased with their progress. . They would like to have another joint meeting with T . Niederkorn in attendance . George Stevens is upset that - 1 - Land Use Management Plan . - continued . the Boards have notgotten together sooner . A date for July 20th as been set . T . Niederkorn informed the members he had written to John Barney And Norman Stanton. filling them in on the progress with the Land Use Management Plam and asked for their comments . This was sent six weeks ago and he has not had a reply from them as of this date . At this point V . Miller turned the meeting over to T . Niederkorn . Article XIII - Special Conditions and Special Permits Swimming pools werediscussed in great length . It was noted that if restrictions were put in re fences , etc . the ordinance would have to be enforced for the protection of the town and this couldprove tobecome quite expensive . R . Briggs; s suggested that there be special conditions in R1 and R2 . He wanted a difference in farm ponds and swimming pools to be put in . Article XVII - Administration 1. 701 . 1 - Issuance - D . Hardie rioted that building permits could be necessary for the Planning Board to keep track of what is going; on in the town re selling . and developing of lots o L . Hirvonen felt that it would be a . good idea to list the reasons for building permits , to educate the public . T . Niederkorn wanted required building permits everywhere . Please make the following changes in your copy . 1701 .. 2 - " or when a Special Permit or site plan approval is needed , the building permit shall not be issued . " 1701 . 3 - " Enforcement Officer shall revoke a Building 1701 . 4 - " Term . A building permit shall become 12 months " however , that the building permit shall be renewed . • 1701 . 5 - " by the appropriate lead agency , no building 1702 . 1 - 1702 . 2 - The members present felt that the cost of special permits should be figured out and that the Town Board should be asked to ascertain all of these two sections . 1705 ..2 - Add " Extension by mutual consent . " 1705 . 4 - " . land use over which it has jurisdiction could have a " Article XVIII - Appeals Section 1800 - " shall be filled in the same manner , pre - scribed by Section 267 of the Town of Lansing , of the State of New York . Article V : General Provisions : Section 502 . 2 - " silos , skylights , mechanical equipment , private water tanks , monuments , flagpoles , utility lines and similar features , except that no attennas shall be higher then the distance to the nearest 111 property line . " . Next Meeting - July 12 , 19 $ 2 - 7 : 30 P . M . Members are asked to return V . Miller ' s County Planning Board sheets with appro - • priate comments . V . Miller would like S .
