Ley Absent : V . Miller , D . Hardie , R . Briggs Guests : T . Niederkorn , Planning Consultant , M . I"leElwee , P . Munson • L .. Minutes of previous meetings February 8 , 1982 - MOTION : T . Kick moved that the minutes be approved , L . Montague seconded , carried unanimously . February 16 , 1982 - correction - please add D . Hardie ' s name to those being absent . MOTION : T . Kick moved that the minutes be approved as amended , L . Montague seconded , carried unanimously . • • March 16 , 1982 - Joint . session with the Town Board and the Board oi' Zoning Appeals . Unofficial meeting , not needed to be approved . II . Land Use Management Plan M . McElwee reported that the plan was never discussed in detail . by the _ Town Board due to the water talks being held . S . Cleveland asked her for a possible date for the referendum . She replied that it would . be within a reasonable time . S . Cleveland would like to have another joint meeting , after the referendum , possibly in. • early June . She agreed it would be a fine idea . T . Niederkorn suggested that the Board might submit their plan to the Town Board in two sections ; the plan and policy as one , the land controls as the second . This way the Town Board could adopt the plan and policy and then work for the ordinance . He rioted that . the ordinance has many things to revise . S . Cleveland would like to review the development map . P . Wieder- korn felt that the area south of Cherry Road took in a, lot of land for industry . MOTION : H . Ley made a motion that the Cherry Lane land use classi - fication remain as presented to the Town Board . L . Mon- tague seconded , T . Kick abstained . The motion passed four to one abstention . S . Cleveland then asked P . Munson to come in and talk about the motion. that had been made . P . Munson wanted to know if the people in tnat area would mind . L . lirvonen said she did not think so . H . Ley mentioned that there was concern that too much land was bein put aside for industry . he asked I . Munson. if there was anything pending . P . Munson replied that there was nothing . He did note that Cornell was having trouble with the Village of Lansing Plannin Board . S . Cleland told the group that Cornell had received money for an underground cyclotron facility to be located by the airport . The bulk of it would be in Lansing , some in Dryden . L . Montague All heard it would be three miles in diameter . P . Munson asked T . Niederkorn how long a period he was planning for • T . Niederkorn said twenty -five years . He said it was always. possi - ble to come back and revise it , if better information came along . . S . Cleveland believes that the planning is going on but that the Planning Board is not being informed properly . P . Munson then left the meeting . • irs, razz. • III ... Proposed Water District S . Cleveland asked the members of they had been receiving any Aft feedback about the proposed water district . L . Hirvonen said she had , people were upset about the cost . She felt that they were misinformed . T . Kick reported that F . Pinney was circu- • lating a petition against it . S . Cleveland remarked that B . Hilliard had questioned him . Some people felt that the water proposal and zoning go together . He wanted the Board to move ahead and riot get caught in the cross - fire of the issue . He also thanked h . Ley for doing a fine job . in handling questions at one of the informational meetings . IV . Ordinances T . Niederkorn passed out copies of Article XII : Regulations - Industrial District and also Definitions . The question of a buffer zone was brought up by L . Hirvonen . T . Niederkorn_ told her that the proper procedure was _ that those in- volved should come to • the Planning Board for approval . Each one would be a little different . He then referred to Section 1206- ' and questioned whether the Town Board would like to approve things like that . He would prefer site plan approval - by the Planning Board . • H . Ley Mould like to see the addition of " installation on a per- manent foundation " to be added to the definitions on dwelling , ' factory manufactured , 3 . 33 . He felt it was not now specific enough . T . Niederkorn would add , " designed not to be transported on its own chassis and wheels . " T . Kick would like to see modular as being completely opposite of mobile homes in the - definitions . T . Niederkorn agreed to that . Schedule II question - T . Niederkorn wanted to know what was con- sidered to be the high water level . S . Cleveland recommended that he call Don Sherwood for that information . Kennels - T . Niederkorn noted that in some communities all kennels were: required to be enclosed , no outsiae runs . S . Cleveland felt • that that was a good idea . V . . Terms of office N . Stanton contacted S . Cleveland and told him that V . Miller ' s • and D . Hardie ' s terms of office had expired at the end of 1981 . V . Miller had been reappointed by the Town Board . L . Montague told the Board that Donald Sheldon would be interested in joining the Board when a position was open. . VI . Current bills S . Cleveland asked T . diederkorn to keep his bills current with T . Kick . MOTION : L . Hirvonen moved to approve a bill for $ 26 . 09 payable to C . Montague for secretarial services and postage . H . Ley seconded , carried unanimously . MOTION ; L . Hirvonen moved to increase the recording secretary ' s hourly wage by $ 1 . 00 as no rate adjustment had been made in the past ten years . H . Ley seconded , L . Montague abstained , carried four to one abstention . - 2 - Next. Meeting - May 10 , 1982 - T . Niederkorn will return with the zoning ordinances after having made some changes and will go over it with the Board . Meeting adjourned : 9 : 00 P . M . 410 410 cem
