' He summarized the material covered at the December 12th ( 1981 ) meeting - indicating changes had been made since then as a result of ' the input : ,f:., from: various members of the ' boards . He also noted that the . Planning Board ' s proposal could be adjusted if found necessary . He then turned the meeting over to T . Niederkorn . Y . T . Niederkorn passed out the following items to be followed along with a : the meeting and to be read in detail at a later time . He welcomed any questions . . . . a . Agenda AO . b. . Niederkorn reported that the Planning Board members and hehad gone over the Town development policy from 1972 , item by item at least three times . The policy is fundamental and relates to water , ; • `. housing , transportation , agriculture ; how a community operates . The Planning Board , he , stressed is only making suggestions , the Town Board will make it the policy . All official agencies will use it as a point e _ of departure, for day to day use . b. . . . General Plan Update : . t. Niederkorn referred to page 2 , # 3 - Agriculture - The Planning Board . suggests this for the Town ' s official statement on agricul - ture . He also referred to # 7 . - Commercial . . If this is accepted . ' as Town policy -, the plan would be developed from there, on . All _•' � sections could be added to or modified . P . Munson questioned how agriculture could be encouraged in the _ ;7south end of the Town . T . Niederkorn replied that , permitted uses ' allow it in . M . McElwee noted that the Village of Lansing put in restrictive regulations and felt that the Town should not do that. .. `' P . Niederkorn said that larger lot sizes could control development . The Master Plan has ten zones or districts listed . The final docu- ment will describe each type in words . He noted that some changes . had been made since the last meeting . He indicated on a map industrial use of the land west of Warren Road - 1 - and north of the airport , forty to fifty acres , might be used for residential or industrial . It may not be the best place , he felt , ' ' for multiple housing .. The area around Cherry Road and the Village line was considered for multiple housing . An area 500 feet north of Cherry Road up to Cima ' s property , on the slope of the hill , could be considered for light industrial , the airport flight path made it undesirable for housing . Three areas ; . Lansingville Road , North Lansing and Searles Road have been changed to non-agricultural development . It was also noted that multiple and high density were not permitted without sewers and utilities . As a result , the northeastarea should be zoned to protect it . • c. . Comparison. Between Existing_ and Proposed Zoning Ordinances There are six zones in the present Town `Coning Ordinances and seven zones proposed for the revised ordinances . • d . Niederkorn explained some of the activities and said that all • will be written out in detail when the work is completed . Special permit requires a public hearing while special conditions do not . • The Zoning . Officer can allow or disallow a request for a special condition . G . Stevens questioned the difference between mobile . Atomes and modular homes . L . Hirvonen said it will be defined . F . ' Munson. . brought up that there are a considerable number of apartments already in the rural agriculture district , some con, verted buildings and others built for that ' purpose . T . Niederkorm noted that in a case like that if the Board felt it is not un- T - reasonable a " P " ( permitted ) could be inserted in there before it is adopted or a " SC " ( special condition ) to control conditions . He said that the Planning Board felt it was a good idea to encourage high density where utilities are . • e . ' Article VI : Land ' Use Activities ( Existing ) Niederkorn pointed out that the existing schedule was not as easy to follow as the proposed one was . • T . Kick brought up the modular home problem on Franklin Drive . He wanted to know if there was a deed restriction against modular homes and the Town permitted it , what would happen. . . T . Niederkora said that the private deed would take precedent . It was determined that this was - not the Town's responsibility . f . . Schedule II ; Area and Size Requirements , Town of Lansing = od Existing Zoning Ordinances T . : Niederkorn explained in detail some of the differences between- • them . N . Stanton asked about some roads where the right - of -way changes from 100 ' to 50 ' or 60 ' how he could strike a norm without • infringing on people ' s lots . T . Niederkorn replied that this could get involved and would have to be judged on a lot to lot basis . The standard could be the norm and the occupant could go for a variance . The various changes in the existing and the proposed requirements were then discussed . The high cost of a lot with lake frontage requiring 200 ' was brought up . , . � Still to be revised are conditions , special permits and ordinances . Fines and enforcement problems will also be addressed .. L . Hirvonen felt that the Board of Zoning Appeals should study the policy carefully and that the ordinances cannot be read as black and white . - 2 - -16 M . McElwee remarked that N . Stanton covered the problems of enforcing the ordinances very well . T . Niederkorn reported that the Planning Board now has the authority . `� H to review site plans before approval can be given . S . Cleveland thanked everyone for coming to the meeting and sharing their ideas . He thanked T . Niederkorn for his efforts . He wanted to know what the Town Board ' s major concerns were . P . Munson. felt that industrial was more suited for the land between • Bush . Lane and Cherry Road , rather then multiple residential . He thought that the Village might add industry in that area . T . Niederkorn replied that the Planning Board wanted to preserve the integrity of the industrial zone . The market. for industrial land might take a lot of land off the market . P . Munson said that there were no homes on . Cherry Road at the present time and that it might be ideal for industry . _ S . Cleveland said that there might be an increased need for multiple family because of Warren Road and the Morse Chain plant addition. . M . ;: ' McElwee felt that industry needed utilities and that more thought should be given to this . T . , Niederkorn suggested that the back of lots be used for industry and not the front of the lots as it was not compatiable in a residential area . . Industry could be screened off by plantings , screening , etc . G . Stevens said that the land owner would support that , housing -. it . front , industry in back , as it would make it easier to sell . S . Cleveland asked if there were any mother areas of concern . P . Munson felt . that by changing institutional to industrial it gave Cornell more liberty then he liked to see . G . Stevens noted that industrial had the most restrictions . T . Niederkorn said that if you wanted to control Cornell you must make the area low density or they could do just about what they wanted to . S . Cleveland suggested that the Town Board get together - and make any suggestions prior to the Planning Board ' s next scheduled meeting . .
